தமிழகத்துக்கு நீட் தேர்வு அவசியம்; ஆளுநர் நடவடிக்கை சரியானது

 


2021 மே மாதம் திமுக அரசு ஆட்சிப் பொறுப்பேற்ற பின்னர்   செப்டம்பர் 13 ஆம் தேதியன்று நீட் தேர்விலிருந்து மாநிலத்துக்கு விலக்களிக்க வேண்டும் எனக் கோரி சட்டமன்றத்தில் மசோதா நிறைவேற்றப்பட்டு, தமிழக ஆளுநருக்கு சமர்ப்பிக்கப்பட்டது. அந்த மசோதாவை 2022 பிப்ரவரி 1 ஆம் தேதி ஆளுநர்  தமிழக அரசுக்குத் திருப்பி அனுப்பி உள்ளார்.

அந்த சமயத்தில் ஆளுநர் மாளிகை வெளியிட்டுள்ள செய்திக் குறிப்பு கிராமப்புற மற்றும் பொருளாதாரத்தில் மிகவும் பின் தங்கிய நிலையில் இருக்கும் மாணவர்களின் நலன்களுக்கு எதிராக நீட் விலக்கு மசோதா இருப்பதால், சட்டப்பேரவை மறு ஆய்வு செய்திடும் வகையில் திருப்பி அனுப்பப்படுவதாக குறிப்பிட்டுள்ளது. அந்த முடிவை எடுக்கு முன் மாநில அரசு அமைத்த ராஜன் கமிட்டி அறிக்கை மற்றும் நீட் தேர்வு வருவதற்கு முன்னால் மருத்துவர் சேர்க்கையில் மாணவர்களின் சமூக நீதி ஆகிய விசயங்கள் பரிசீலிக்கப்பட்டதாக மேற்காணும் குறிப்பு தெரிவிக்கிறது.

உடனே நான்கு நாட்கள் கழித்து பிப்ரவரி ஐந்தாம் தேதி தமிழக அரசு சட்டமன்றத்தில் இடம் பெற்றுள்ள அனைத்துக் கட்சிகளின் பிரதிநிதிகள் கூட்டத்தைக் கூட்டியது. பாரதிய ஜனதா மற்றும் அதிமுக தவிர பிற கட்சிகள் அந்தக் கூட்டத்தில் கலந்து கொண்டன. அதில் நீட் தேர்வு விலக்கு குறித்த மசோதாவினை மீண்டும் சட்டமன்றத்தில் தீர்மானமாக நிறைவேற்றி ஆளுநருக்கு அனுப்ப முடிவு செய்யப்பட்டுள்ளது. அதற்காக பிப்ரவரி எட்டாம் தேதி சட்டமன்ற சிறப்புக் கூட்டம் நடைபெறுமென அறிவிக்கப்பட்டுள்ளது.

நீட் தேர்வு வருவதற்கு முன்னர் பன்னிரெண்டாம் வகுப்பு மதிப்பெண்கள் அடிப்படையில் மருத்துவப் படிப்புகளுக்கு மாணவர்கள் சேர்க்கை நடைபெற்றது. அப்போது 2006 முதல் 2016 வருடம் வரை  மாநில முழுவதும் மருத்துவப் படிப்பில் சேர்ந்த அரசுப் பள்ளி மாணவர்களின் எண்ணிக்கை வெறும் 213 பேர் மட்டுமே. அதாவது ஒரு வருடத்துக்கு சராசரியாக பத்தொன்பது பேர். மாநில மருத்துவ மாணவர்களின் மொத்த எண்ணிக்கையில் 0.7 விழுக்காடு.

நீட் தேர்வை அறிமுகப்படுத்திய போது நமது மாநில மாணவர்களின் தேர்ச்சி அளவு குறைவாக இருந்தது. அதற்குக் காரணம் தமிழகத்தில் நீட் தேர்வு வராது என்று மாணவர்களிடத்தில் அரசியல் கட்சிகள் உருவாக்கிய தவறான கருத்து மற்றும் பள்ளிக் கல்வித் துறையின்  குறைபாடுகள் ஆகியன. சுமார் பன்னிரெண்டு வருடங்களாக மாநிலத்தில் பள்ளி பாடத்திட்டங்கள் மாற்றி அமைக்கப்படாமல் இருந்தன. அதனால் பிற மாநிலங்களுடன்  நமது மாணவர்களால் போட்டியிட முடியவில்லை.

2018 ஆம் வருடம் பாடத்திட்டம் திருத்தி அமைக்கப்பட்டு, பள்ளிகளில் நீட் தேர்வுக்கான பயிற்சிகளை அரசு கொடுக்கத் துவங்கிய பின்னர்  மாற்றம் ஏற்பட்டது. தொடர்ந்து அரசு பள்ளி மாணவர்களுக்கு 7.5 விழுக்காடு ஒதுக்கீடு என வந்ததும் ஏழை மாணவர்கள் அதிக அளவில் தேர்வாகினர். அதனால் சென்ற வருடம் தமிழக மாணவர்களின்  தேர்ச்சி விகிதம் தேசிய அளவை விட அதிகமாக இருந்தது.  

2019 ஆம் வருடம் நடைபெற்ற தேர்வுகளுடன் ஒப்பிடும் போது 2020 ல் தமிழகத்தின் தேர்ச்சி விகிதம் 9 விழுக்காடு அதிகமானது. மேலும் முதல் முறையாக அதிக அளவில் முப்பதுக்கும் மேற்பட்ட தமிழக மாணவர்கள் இந்திய அளவில் பிரபலமான மருத்துவக் கல்வி நிறுவனங்களான எய்ம்ஸ், டெல்லி  மற்றும் ஜிப்மர் உள்ளிட்டவற்றில் சேர்ந்தனர்.

மருத்துவப் படிப்புகளைப் படிக்க விரும்பும் மாணவர்களுக்கானநீட் என்று சொல்லப்படும் நுழைவுத் தேர்வினை 2016 ஆம் வருடம் உச்ச நீதிமன்றத்தின் ஐந்து நீதிபதிகள் கொண்ட அரசியலமைப்பு அமர்வானது,  மத்திய அரசு அந்த வருடம் முதலே நாடு முழுவதிலும் நடத்துவதற்கு அனுமதி அளித்தது. பின்னர்  2017 ஆம் வருடம் முதல் அது தமிழகத்திலும் நடைமுறையில் இருந்து வருகிறது. நாடு முழுவதும் வருடா வருடம் மாணவர்கள் ஆர்வத்துடன் அதிக எண்ணிக்கையில் பங்கேற்று வருகின்றனர்.

தமிழகத்தின் பிரதான கட்சிகளான திமுக, அதிமுக மற்றும் திராவிட அமைப்புகள் உள்ளிட்ட பலவும் ஆரம்ப முதலே நீட் தேர்வினை எதிர்த்து வருகின்றன. காங்கிரஸ் மற்றும் கம்யூனிஸ்ட் கட்சிகள் அவை ஆட்சி செய்யும் மாநிலங்களில் ஆதரவு கொடுத்து விட்டு தமிழகத்தில் மட்டும் எதிர்ப்புகளைத் தெரிவித்து வருகின்றன.

அதிமுக அரசு எதிர்ப்பு என்று சொல்லிக் கொண்டே மாணவர்களுக்கு நீட் தேர்வுக்கான பயிற்சியை அளித்து வந்தது. திமுக ஆட்சிக்கு வந்ததும் நீட் தேர்வை ரத்து செய்வது என்பது அரசின் முதல் நடவடிக்கையாக இருக்கும் எனத் தேர்தல் அறிக்கையில் கூறியது.  அதன் தலைவர்களும் அந்த வாக்குறுதியை தொடர்ந்து மக்களிடத்தில் தேர்தலின் போது பரப்புரை ஆற்றி வந்தார்கள்.

திமுக அரசு ஆட்சிக்கு வந்ததும் ஜூன் ஐந்தாம் தேதி நீட் தேர்வின் தாக்கம் குறித்து ஆராய்வதற்காக ஓய்வு பெற்ற நீதியரசர் கே ராஜன் தலைமையில் ஒரு குழுவினை அமைத்துள்ளது. அந்தக் குழு தேர்வின் தாக்கம் குறித்து மக்களிடத்தில் கருத்துகளைப் பெற்று ஒரு மாத காலத்தில் அரசுக்கு அறிக்கை அளிக்குமெனச் சொல்லப்பட்டுள்ளது.

அதற்காக வெளியிடப்பட்ட அரசுக் குறிப்பு திமுகவின் முக்கிய நோக்கம் தமிழகத்தில் சமூக நீதியைப் பாதுகாப்பது எனவும், முந்தைய திமுக ஆட்சியில்  கொண்டு வந்த முறையான பன்னிரெண்டாம் வகுப்பு மதிப்பெண்களை வைத்து மாணவர்களை மருத்துவப் படிப்புகளுக்குத் தேர்ந்தெடுப்பதுதான் சரியாக இருக்கும் எனக் கல்வியாளர்கள் கூறியுள்ளதாகவும் குறிப்பிட்டுள்ளது. நீட் தேர்விலிருந்து தமிழகத்துக்கு விலக்கு பெற முயற்சிக்கும் திமுக அரசுக்கு அதிமுக துணை நிற்கும் என எதிர்கட்சித் தலைவர் சட்டமன்றத்தில் அறிவித்துள்ளார்.

இந்த விசயத்தைச் சரியாகப் புரிந்து கொள்ள தமிழக மருத்துவ கல்லூரிகளில் உள்ள  இடங்கள், இடப்பகிர்வு பற்றிய அடிப்படை விபரங்கள் மற்றும் நீட் தேர்வு மூலம் பயன் பெற்றவர்களின் எண்ணிக்கை ஆகிய   விசயங்களைத் தெரிந்து கொள்வது அவசியமாகிறது. அவற்றின் மூலம் நீட் தேர்வு உண்டாக்கியுள்ள கள மாற்றங்களை நம்மால் அறிய முடியும். அதற்காக தமிழக அரசு வெளியிட்டுள்ள 2020 ஆம் ஆண்டுக்கான மருத்துவ சேர்க்கை குறித்த ஆதாரங்கள் மூலம் தொகுக்கப்பட்ட விபரங்கள் கட்டுரைக்கு எடுத்துக் கொள்ளப்பட்டுள்ளன.  

தனியார் மருத்துவக் கல்லூரிகள் பற்றிய விபரங்கள் முழுமையாக இல்லாததால், அரசு மருத்துவக் கல்லூரிகளின் எம்பிபிஎஸ்    சேர்க்கை மட்டுமே இங்கு எடுத்துக் கொள்ளப்படுகிறது. அதிலும் முதல் கலந்தாய்வை ஒட்டிய சேர்க்கைகள் மட்டும் எடுத்துக் கொள்ளப்பட்டுகின்றன. இந்த விபரங்கள் தனிப்பட்ட முயற்சியில் பொது வெளியில் கிடைத்த ஆதாரங்களை வைத்து ஆய்வு செய்யப்படுவதால், சுமார் 1-2% அளவு தவறுகள் நேர வாய்ப்புள்ளது.

மேற்கண்ட அட்டவணை பிற்படுத்தப்பட்ட, மிகவும் பிற்படுத்தப்பட்ட மற்றும் பட்டியலின் குடும்பங்களைச் சேர்ந்த குழந்தைகள் மருத்துவப் பட்டப் படிப்பில் அதிகமான பேர் சேர்ந்துள்ளதைக் காட்டுகிறது. மலை வாழ் மக்களின் குழந்தைகள் மட்டும் ஒதுக்கீட்டு அளவே பலன் பெற்றுள்ளனர். அதற்குக் காரணம் போட்டியிடும் மாணவர்கள் எண்ணிக்கையே குறைவாக உள்ளதாக இருக்கலாம். .  

மேற்குறிப்பிட்ட சமூகப் பிரிவுகளைச் சேர்ந்த மக்களுக்கு அதிக பலன் கிடைக்க வேண்டும் என்பதே சமூக நீதியின் அடிப்படை. எனவே நீட் அறிமுகப்படுத்தப்பட்ட பின்னர் சமூக நீதி பாதிக்கப்பட்டுள்ளது என்கிற வாதம் முற்றிலும் தவறாகிறது.  உண்மையில் மேற்கண்ட பிரிவுகளைச் சேர்ந்த அதிகம் பேர் மருத்துவக் கல்லூரிகளில் சேர்ந்துள்ளனர். எனவே சமூக நீதி தற்போது மிக அதிகமாகியுள்ளது.

முன்னர் 2006ஆம் வருடம் திமுக ஆட்சியின் போது  பன்னிரெண்டாம் வகுப்பின் மதிப்பெண்களை வைத்து மருத்துவ சேர்க்கை செய்யும் திட்டம் அறிமுகப்படுத்தப்பட்டது. 2016 ஆம் ஆண்டு வரை அந்த முறையானது தொடர்ந்து வந்தது. அதில் மொத்தமாக அந்தக் கால கட்டம் முழுவதும் மாநிலத்தில் தேர்ச்சி பெற்ற மாணவர்கள் வெறும் 213 பேர் மட்டுமே. அதாவது மருத்துவ படிப்பில் சேர்ந்த மாணவர்களின் வருட சராசரி வெறும் 19 பேர். அது மருத்துவப் படிப்பு மாணவர்களின் மொத்த எண்ணிக்கையில் 0,7 விழுக்காடு மட்டுமே வருகிறது.

அப்போதெல்லாம் பள்ளிகளில் பதினொன்றாம் வகுப்பு பாடங்கள் போதிக்கப்படவே இல்லை. பதினொன்றாம் வகுப்பு பாடங்களைப் படிக்காமல் பன்னிரெண்டாம் வகுப்புகளைப் புரிந்து கொள்வது மாணவர்களுக்குக் கடினம். மேலும் தமிழக அரசின்ப்ளூ பிரிண்ட்என்னும் முறை மூலம் குறிப்பிட்ட பகுதிகளை மட்டுமே மாணவர்கள் மனப்பாடம் செய்து, அதிக மதிப்பெண்களைப் பெற்று வந்தனர். மேலும் பன்னிரெண்டு வருடங்களுக்கு மேலாக பன்னிரெண்டாம் வகுப்பு பாடத்திட்டங்கள் மாற்றப்படவேயில்லை.

தமிழக அரசு 2017 ஆம் வருடத்தில்  பன்னிரெண்டாம் வகுப்பு பாடத்திட்டங்களை மாற்றியமைத்தது, பதினொன்றாம் வகுப்பு பாடங்களை வகுப்புகளில் போதிக்கத் துவங்கியது, மருத்துவப் படிப்புகளில் சேர விரும்பும் மாணவர்களுக்கு அரசே பயிற்சி அளித்தது ஆகிய நடவடிக்கைகள் மூலம் தமிழக மாணவர்கள் இயற்கையாகவே நீட் தேர்வில் அதிக அளவில் வெற்றி பெற ஆரம்பித்து விட்டனர். ஏனெனில் திருத்தி அமைக்கப்பட்ட பாடத்திட்டம் நுழைவுத் தேர்வை ஒட்டி அமைந்துள்ளது. மேலும் பாடத்திட்டத்தில் மாற்றங்கள் சேர்த்தப்பட்டுள்ளன. அதனால் மாணவர்கள் மனப்பாடம் செய்ய வேண்டிய அவசியமின்றி புரிந்து படிக்க முடிகிறது. . 

எனவே மருத்துவப் படிப்பு சம்பந்தமாக முன்னர் நிலவி வந்த சிரமங்களுக்குக் காரணம் மாணவர்கள் அல்ல; நமது மாநில  கல்வித் துறையில் நிலவிய குறைபாடுகள் தான். தமிழக மாணவர்கள் மிகத் திறமை வாய்ந்தவர்கள். முறையான வாய்ப்புகளை ஏற்படுத்தி தரும் போது, அவர்கள் நன்கு வெற்றி பெறுவார்கள். அதைத் தான்  இப்போது அவர்கள் சாதித்துக் காட்டி வருகிறார்கள்.

நீட் தேர்வு வந்த பின்னர் தமிழக மாணவர்கள் வருடா வருடம் அதிக எண்ணிக்கையில் பரீட்சையில் பங்கு பெறுவதும், தேர்ச்சி பெறுவதும் அதிகரித்து வருகிறது. சென்ற 2020 ஆம் வருடம் நடந்த தேர்வில் தேசிய அளவில் வெற்றி பெற்ற மாணவர்கள் சராசரி – 56.44%. ஆனால் தமிழ்நாடு விகிதம் - 57.44%. 2019 ஆம் வருடத்துடன் ஒப்பிடும் போது ஒரே வருடத்தில் தமிழக மாணவர்களின் தேர்ச்சி விகிதம் சுமார் 9% அதிகரித்து தேசிய அளவில் மிக வேகமாக உயர்ந்துள்ளது. தமிழக மாணவர் ஒருவர் அகில இந்திய அளவில் முதல் முறையாக எட்டாவது இடத்தைப் பிடித்துள்ளார். 

மேலும் நீட் தேர்வு வந்த பின்னர் தமிழக மாணவர்களுக்கு வெளி மாநிலங்களில் உள்ள உயர்தர மருத்துவக் கல்லூரிகளுக்கும், தேசிய அளவிலான எய்ம்ஸ், ஜிப்மெர் உள்ளிட்ட நிறுவங்களுக்குச் செல்லும் வாய்ப்புகள் அதிகரித்துள்ளன. சென்ற வருடம் முதன் முறையாக முப்பதுக்கும் மேற்பட்ட மாணவர்கள் எய்ம்ஸ், ஜிப்மெர் உள்ளிட்ட தேசிய நிறுவனங்களில் சேர்ந்துள்ளனர். அது மட்டுமன்றி, அகில இந்திய ஒதுக்கீட்டின் மூலம் நமது மாணவர்கள் நாட்டின் பிற மாநிலங்களில் உள்ள பெரிய மருத்துவ கல்வி நிறுவங்களில் சேர வாய்ப்புகள் அதிகரித்துள்ளன.

மோடி அரசு கடந்த இரண்டு வருட காலத்தில் தமிழகத்துக்கு மட்டும் பதினோரு மருத்துவக் கல்லூரிகளையும், ஒரு எய்ம்ஸ் மருத்துவக் கல்லூரியையும் கொடுத்துள்ளது. இது நாட்டின் மற்ற எந்தவொரு  மாநிலத்துக்கும் கிடக்காத பேருதவி. அதன் மூலம் அடுத்து வரும் சில மாதங்களில் சுமார் 1750 மருத்துவ இடங்கள் நமக்குக் கிடைக்க உள்ளன. அவை தொடர்ந்து வரும் நான்கு ஆண்டுகளில் மேலும் உயரும்.

எனவே தமிழக மாணவர்களுக்கு நீட் தேர்வு மூலம் சமூக நீதி அதிகரித்து, வாய்ப்புகளும் அதிகரித்துள்ளன. ஆகவே தமிழக அரசு கள உண்மைகளை ஆய்வு செய்து, நீட் மூலம் மேலும் அதிக மாணவர்கள் தேர்ச்சி பெறுவதற்கு எல்லா முயற்சிகளையும் எடுக்க வேண்டும்.

மாநில பள்ளிக் கல்வித்துறைக்கான நிதி ஒதுக்கீடு  24,000 கோடி ரூபாய் அளவு உள்ளது. தேவையான சிறு பயிற்சிகளை ஆசிரியர்களுக்குக் கொடுத்து, கட்டமைப்புகளை வலுப்படுத்தும் போது நமது மாணவர்களைப் போட்டித் தேர்வுகளுக்கு சுலபமாகத் தயார் செய்ய முடியும். அதன் மூலம் தேசிய அளவில் மட்டுமன்றி, சர்வதேச அளவிலும் அவர்களால் போட்டியிட முடியும். ஏனெனில் உலகின் பல பகுதிகளிலும் உயர் படிப்புகளுக்குப் போட்டித் தேர்வுகள் உள்ளன.

இந்த சமயத்தில் இன்னொரு முக்கியமான நடவடிக்கையை மாநில அரசு பரிசீலித்து முடிவெடுக்க வேண்டும். இப்போதுள்ள முறையில் முன்னேறிய வகுப்பினர் பட்டியலில் உள்ள மாணவர்களுக்கு மிகவும் குறைவான மருத்துவ படிப்பு இடங்களே கிடைத்து வருவதாகத்  தெரிகிறது. அவர்களின் மக்கள் தொகை தமிழகத்தில்  தோரயமாக பத்து விழுக்காடு அளவு இருக்கலாம். ஆனால் அந்தக் குடும்பங்களைச் சேர்ந்த குழந்தைகள் பெற்றுள்ள மருத்துவ இடங்கள் சுமார் 3.8%  மட்டுமே.

எனவே முன்னேறிய பிரிவினரில் உள்ள ஐம்பதுக்கு மேற்பட்ட சமூகங்களைச் சேர்ந்த மாணவர்களுக்கும் தேவையான உதவிகளைச் செய்து கொடுப்பது அரசுகளின் கடமை. அதற்காகத் தான் மோடி அரசு 2019 ஆம் வருடம் பொருளாதாரத்தில் நலிவுற்ற பிரிவனருக்காக பத்து விழுக்காடு ஒதுக்கீட்டை நடைமுறைப்படுத்தியது. அதை மாநில அரசு நடைமுறைப்படுத்தி அனைத்து பிரிவு மாணவர்களுக்கும் சட்ட ரீதியாக் கிடைக்க வேண்டிய பலன்களை உறுதிப்படுத்த வேண்டும்.  அதன் மூலம் ஒட்டு மொத்த சமூக நீதியுடன் கூடிய புதிய தமிழகம் உருவாகும்.

சென்ற வருடம் அரசு பள்ளி மாணவர்களுக்கான ஒதுக்கீடு போக மீதமுள்ள பொது ஒதுக்கீட்டு இடங்களிலும் அதிக எண்ணிக்கையில் பிற்படுத்தப்பட்ட, மிகவும் பிற்படுத்தப்பட்ட மற்றும் பட்டியலின குடும்பங்களைச் சேர்ந்த மாணவர்களே இடம் பெற்றனர். அவர்கள் பெற்ற இடங்கள்  தமிழக அரசு நிர்ணயித்துள்ள ஒதுக்கீட்டு இடங்களை விட அதிகம். .  .

2021 ஆம் வருடம் நடத்தப்பட்ட தேர்வின் அடிப்படையில்  தற்போது கல்லூரி ஒதுக்கீடுகள் நடைபெற்று வருகின்றன. தற்போது அரசுப்பள்ளி மாணவர்களுக்கான ஒதுக்கீடுகள் முடிந்து விட்டன. மருத்துவக் கல்லூரிகளில் 435 இடங்கள், பல் மருத்துவக் கல்லூரிகளில் 100 இடங்கள் என மொத்தம் 535 இடங்களுக்கு ஒதுக்கீடுகள் நடைபெற்று விட்டன.

இந்த வருடமும் பிற்படுத்தப்பட்ட, மிகவும் பிற்படுத்தப்பட்ட மற்றும் பட்டியலின குடும்பங்களைச் சேர்ந்த மாணவர்கள் அரசு நிர்ணயித்த ஒதுக்கீட்டு இடங்களை விட அதிக இடங்களைப் பெற்றுள்ளனர்.  மொத்த இடங்களில் பிற்படுத்தப்பட்ட பிரிவு மாணவர்கள் 43 விழுக்காடு, மிகவும் பிற்படுத்தப்பட்ட பிரிவு 31 விழுக்காடு, பட்டியலினப் பிரிவு  19 விழுக்காடு எனப்  பெற்றுள்ளனர். சென்ற வருடத்தை விடவும் இந்த வருடத்தில் அதிகமான இடங்கள் கிடைத்துள்ளன.  

அதனால் மிகவும் ஏழைக் குடும்பங்களைச் சேர்ந்த, கிராமப்புற மற்றும் வசதி குறைவான மலைப் பகுதிகளில் வாழ்ந்து கொண்டிருக்கும் குடும்பங்களின் தமிழ் வழியில் படித்த குழந்தைகள் சென்னை உள்ளிட்ட முக்கிய நகரங்களின் மருத்துவக் கல்லூரிகளில் இடம் பெற்றுள்ளனர்.

திருவள்ளூர் மாவட்டம் பொன்னேரியை அடுத்த பெரும்பேடு குப்பம் கிராமத்தைச் சேர்ந்த மாணவி அனுஷா. பெற்றோர் இருவரும் கூலி வேலை செய்பவர்கள். உள்ளூர் அரசு பள்ளியில் படித்தார். பயிற்சி மையம் எங்கும் செல்லாமல், வீட்டிலிருந்து தேர்வுக்குத் தயார் செய்தார். விழுப்புரம் அரசு மருத்துவக் கல்லூரியில் இடம் பெற்றுள்ளார்.

வேலூர் மாவட்டம் பென்னாத்தூர் அருகில் உள்ள கணேசபுரத்தைச் சேர்ந்தவர் மாணவி சத்யா. மாற்றுத் திறனாளி. பெற்றோர் இருவரும் குவாரியில் கல் உடைக்கும் வேலை செய்பவர்கள். உள்ளூர் அரசு பள்ளியில் படித்து வேலூர் அடுக்கம்பாறை அரசு மருத்துவக் கல்லூரியில் இடம் பெற்றுள்ளார்.

சேலம் மாவட்டம் சூரப்பள்ளி சின்னனூர் கிராமத்தைச் சேர்ந்த மாணவர் கலையரசன். பெற்றோர்கள் தறித் தொழில் செய்பவர்கள். ஆலமத்தூர் அரசு பள்ளியில் படித்து சென்னை அரசு மருத்துவக் கல்லூரியில் இடத்தைப் பெற்றுள்ளார்.

நீலகிரி மாவட்டம் பந்தலூர் அருகேயுள்ள அய்யங்கொல்லி பரிவாரம் பகுதியைச் சேர்ந்த மாணவி அனகா. தந்தை சிறு விவசாயி. தாய் நூறு நாள் வேலை வாய்ப்புத் திட்டத்தில் வேலை செய்பவர். அனகா பல் மருத்துவப் படிப்புக்குத் தேர்வாகி உள்ளார்.

திருவள்ளூர் மாவட்டம் மலைவாழ் மக்கள் பிரிவு குடும்பத்தைச் சேர்ந்த மாணவி சினேகா. தந்தை சாலை ஓரத்தில் கரும்புச் சாறு விற்கும் கடை வைத்து குடும்பத்தை நடத்தி வருகிறார். மழைக் காலங்களில் பாத்திர வியாபாரம் செய்வார். அவருக்கு ஐந்து பெண் குழந்தைகள். சினேகா மலைவாழ் மக்கள் பிரிவு மாணவர்களில் மாநில அளவில் முதலிடம் பெற்று, சென்னை ஸ்டேன்லி மருத்துவக் கல்லூரியில் இடம் பெற்றுள்ளார்.

திருவண்ணாமலை கூலித் தொழிலாளி மகன் பிரகாஷ் ராஜ். மாநில தர வரிசையில் இரண்டாம் இடம் பிடித்து சென்னை மருத்துவக் கல்லூரியைத் தெர்வு செய்துள்ளார்.

மேற்சொன்னவை  உதாரணங்கள் மட்டுமே. அப்படிப்பட்ட குடும்பங்களைச் சேர்ந்த பல பேர் நீட் தேர்வு மூலம் பலன் பெற்று வருகின்றனர்.  மேலும் பொருளாதார வளர்ச்சி குறைந்த மாவட்டங்களில் இருந்து அதிக எண்ணிக்கையிலான  மாணவர்கள் இந்த வருடம் மருத்துவக் கல்லூரிகளில் சேர்ந்துள்ளனர்.

தருமபுரி, புதுக்கோட்டை, திருவள்ளூர் மற்றும் திருவண்ணாமலை  மாவட்டங்களிலிருந்து முறையே 33, 31, 26, 24 மாணவர்கள் மருத்துவப்படிப்புகளில் சேர்ந்துள்ளனர். காஞ்சிபுரம், விழுப்புரம், தென்காசி ஆகிய மாவட்டங்களிலிருந்தும் கணிசமான  எண்ணிக்கையில் சேர்ந்துள்ளனர். பொருளாதார வளர்ச்சி பெற்ற பல  மாவட்டங்களை விட  மேற்காணும் எண்ணிக்கைகள் அதிகம்.

தற்போது தேர்ச்சி பெற்றுள்ள மாணவர்கள் மிகச் சாதாரண மற்றும் ஏழைக் குடும்பங்களைச் சேர்ந்தவர்கள். அவர்தம் குடும்பங்களில் பள்ளிப் படிப்பு கூட முடிக்காதவர்களே அதிகம்  இருக்கும்.  பொருளாதாரப் பின்னணி இல்லை. அவர்களில் பலர் முதல் முறையாக நீட் தேர்வு எழுதியவர்கள். பலர் பயிற்சி வகுப்புகளுக்குப் போகாமல் வீட்டிலேயே இருந்து படித்தவர்கள். முழுக்க தமிழ் வழியிலேயே கல்வி கற்றவர்களும் உள்ளனர்.

அவர்கள் எல்லாம் சென்னை உள்ளிட்ட பெரு நகரங்களில் பெரிய மருத்துவக் கல்லூரிகளில் படித்து முதல் தலைமுறை பட்டதாரி ஆகப் போகிறார்கள். இது தற்போதைய தேர்வு முறையால் மட்டுமே சாத்தியமாகி உள்ளது. பன்னிரெண்டாம் வகுப்பு மதிப்பெண்களை வைத்து தேர்வு நடந்த காலங்களில் இவையெல்லாம் கற்பனை கூட செய்து பார்க்க முடியாத காரியம்.

எனவே சென்ற வருடத்துக்கான  மொத்த சேர்க்கை விபரங்களையும் தற்போது அரசு பள்ளி மாணவர்களுக்கான ஒதுக்கீட்டு விபரங்களையும் பார்க்கும் போது. பொருளாதாரத்தில் பின் தங்கிய மற்றும் கிராமப்புற மாணவர்கள் பெருமளவில் மருத்துவப் படிப்புகளில் சேர்ந்து வருவது உறுதியாகிறது. ஆகையால் தற்போதைய நீட் தேர்வு முறை சமூக நீதிக்கு எதிரானது என்றால் வேறு எது சமூக நீதி என்கின்ற எண்ணம் எழுகின்றது.   

சுதந்திரம் பெற்று எழுபது ஆண்டுகளுக்கு அப்புறம் நீட் தேர்வு முறை வசதி வாய்ப்புகள் குறைந்த குடும்பங்களைச் சேர்ந்த மாணவர்கள் மருத்துவக் கல்வி பயிலும் அரிய வாய்ப்பினை ஏற்படுத்திக் கொடுத்துள்ளது. மக்களாட்சியின் நோக்கமே ஏழை மக்களை முன்னேற்றுவது தான். அந்தப் பணியை தற்போது நீட் தேர்வு முறை செய்து வருகிறது.

கல்வித் துறையில் அரசியல் தலையீடு ஆபத்தானது. துரதிர்ஷ்டவசமாக தமிழக கல்வித் துறையில்  அரசியலின் தாக்கம் அதிகமாக உள்ளது. மாணவர்களின் நலனை விட சொந்த விருப்பு வெறுப்புகளே அரசின் முடிவுகளுக்குக் காரணமாக உள்ளன. இந்தப் போக்கு உடனே நிறுத்தப்பட வேண்டும்.

நீட் தேர்வு தற்போது நாடு முழுவதும் நடைமுறையில் உள்ளது. நாட்டின்  மாநிலங்கள் பலவற்றிலும் வெவ்வேறு கட்சிகள் ஆட்சியில் உள்ளன. மத்தியிலும், பல மாநிலங்களிலும் பாரதிய ஜனதா கட்சி தனியாகவும், கூட்டணி அமைத்தும் ஆட்சி செய்து வருகின்றது. அவற்றைத் தவிர பிற மாநிலங்களில் காங்கிரஸ், திரிணாமுல் காங்கிரஸ், ஆம் ஆத்மி, கம்யூனிஸ்ட், தெலுங்கான ராஷ்டிரிய சமிதி, ஒய்.எஸ்.ஆர் காங்கிரஸ் திமுக, பிஜூ ஜனதா தளம், சிவ சேனா-  தேசிய காங்கிரஸ் கட்சி  உள்ளிட்ட கூட்டணி என வெவ்வேறு கட்சிகள் தனியாகவும் கூட்டணியாகவும் ஆட்சி நடத்திக் கொண்டு  வருகின்றன.

அந்தக் கட்சிகள் ஒவ்வொன்றும் வேறுபட்ட பின்னணிகளையும், கொள்கைகளையும் கொண்டவை. ஆனால் அவை எல்லாம் நீட் தேர்வை ஏற்றுக் கொண்டு தமது மாநிலங்களில் நடைமுறைப் படுத்தி வருகின்றன.  அப்படி இருக்கும் போது இங்குள்ள திராவிட கட்சிகள் மட்டும், குறிப்பாக திமுக, தமது கூட்டணிக் கட்சிகளோடு அதைத் தொடர்ந்து எதிர்த்து வருகின்றன. அதே சமயம் திமுகவின் கூட்டணிக் கட்சிகளான காங்கிரஸ் மற்றும் கம்யூனிஸ்ட் கட்சிகள் அவை ஆளும் மாநிலங்களில் நீட் தேர்வை நடைமுறைப்படுத்தி வருகின்றன.

கல்வித் துறையில் முன்னேறிய தமிழகத்தில் ஏழை மாணவர்களுக்கு மருத்துவக் கல்வி இது வரை பெருமளவு மறுக்கப்பட்டு வந்துள்ளது. அந்த நிலை தற்போது மாறி வருகிறது. எனவே தமிழகத்திலும் நீட் தேர்வு தொடர வேண்டும். அதன் மூலமே உண்மையான சமூக நீதி கிடைக்கும். அதற்காக மாநில ஆளுநர் மசோதாவைத் திருப்பி  அனுப்பிய நடவடிக்கையை நாம் அனைவரும் வரவேற்போம்.

Justice Rajan Committee Report on NEET is clearly biased

 

While returning the NEET Bill back to the state Government for re-consideration on Feb 1, 2022, the Hon’ble Governor of Tamil Nadu had pointed out the biased nature of the Rajan Committee Report. The High Level Committee to study the impact of NEET on medical admissions in Tamil Nadu under the chairmanship of Justice A K Rajan was appointed by the DMK Government in June 2021.   The Report of the Committee is the basis for the Bill passed by the state Government.

The Governor finds the Report “utterly unconvincing” and notes that it “…  merely reflects the jaundiced view of the High Level Committee.”  The Governor’s letter to the Speaker of the legislative assembly further mentions that “the report is based on several unsubstantiated sweeping assumptions” and mentions some of them. They are:

·       “NEET is directionless”

·       “NEET is anti-merit. It enables and empowers comparatively low-performing students to get admission to MBBS”

·       “NEET has paved the way for entry of poorly skilled candidates who are financially and socially strong and thus will make the medical profession dominated by low quality professionals”

·       “NEET discourages complex thinking and high order of skilling compared to State Board Examinations.”

One finds it difficult to comprehend how such statements could be made in a state-appointed Committee Report after the NEET was introduced with the approval of the Hon’ble Supreme Court. But there are many such statements throughout the Report.  Some more:  

·       “NEET does not seem to help achieve the much required diversity” p.7

·       “Students have to pay a hefty fee for private coaching to get prepared for the NEET, which only the affluent and rich people could afford to. Such negative consequences have already discouraged and prevented the most vulnerable communities, like socially depressed and backward, educationally and geographically backward, and those who studied in Higher Secondary schools in Tamizh medium and that too in Government, who enjoyed so far at least a little number of enrolments, though disproportionate, before the NEET” pp.7-8

·       “Past few years of its application in medical admission indicates that the NEET has caused an unprecedented havoc and setback to the students of different social, economic and demographic denominations aspiring for medical studies” p.12

·       NEET is    …… a discrete arbitrary framework that is politically driven” p.13

·       “ …. the union government making it mandatorily a sole criterion for admission into medical colleges, is a flaw, eccentrical and an injustice against both the spirit of the constitution and people of the country” p.29

The Governor’s letter also points out that the Report ignores “the sorry state of affairs in the Government schools” and blames only the NEET for the meagre number of students getting admissions in medical courses. To quote: “Statistics cited in the Report shows that in the pre-NEET system only some 30-38 students (hardly 1%) from the Government schools were able to get admission in Government medical colleges. It reflects the sorry state of affairs in the Government schools which mostly cater to the poor students. Ignoring this crucial fact coming in the way of social justice, the Report instead goes off the tangent and blames NEET.”

The Report blames the NEET for everything using conveniently chosen data selectively. But there also it has failed. The real problem for the poor performance of the State Board and the Tamil medium students lies in the school education system, which the Report is ardently trying to hide. It is an open secret that over the last many years, many parents have been taking their children out of the Tamil medium and the Government schools and are placing them in the private matriculation   and the CBSE schools. The successive state Governments are also aware of the closure of several Tamil medium schools over the past decade, much before the introduction of NEET.

The Report interprets the data to suit its convenience and makes conclusions based on partial figures. Presenting the number of students who have studied 12th standard under the State Board system and their size (Table 7.7), it compares the number of Tamil and English medium students between 2011 and 2020.  Then it says that in the post-NEET period, the Tamil medium students size went down by 24.8% whereas that of the English medium rose to 8.4% between the period of 2017 and 2020.

It fails to take into account that the number of students studying in English medium have continuously been increasing since 2011, but considers only the post-NEET period and make conclusions. In fact, the increase in the number of English medium students between 2011 and 2016 was as high as 42.6%. Before the introduction of NEET, an average 14,569 students per year were joining English medium, but post- NEET, it was only 6920 students per year. But this was ignored.

Similarly, while presenting the number of students studying in three different types of schools, namely Government, Government aided and private in Table 7.9, the Report says: “The trend indicates that until 2016, both the Govt. Schools and Govt. Aided Schools have managed their student size stable, while the private schools showed steady growth in its student size. Post-NEET period, in the cases of Govt. and Govt. Aided Schools, the student size fell down by 18.5% and 14.1% respectively, whereas, in the same period, the private schools have maintained their student strength much unaltered”

The actual percentage figures in the Table from 2011 to 2016 reveal that there was a decline of students from the Government schools from 48.12% to 44.85% and the Government Aided schools from 30.56% to 27.34%. Besides the increase of students in the private schools from 2011 to 2016 was higher, but the Report ignores it.

Moreover, the Report refuses to present the data leaving the columns blank while making conclusion regarding MBBS admissions during the pre-NEET and the post- NEET periods from from the different types of schools, medium of instruction and management. It hides the data, by failing to provide it in public, as it would be apparently against its pre-decided conclusions. Hence there is no data for admissions from the Government and the private schools from 2010-11 to 2013-14. But the data obtained through the RTI reveals that the admissions from Government schools were between 18 and 23 students during these years, averaging 20 annually.

 At the same time, it cannot hide the facts completely as they are visible. So it had to accept that during the pre-NEET years, the Tamil medium students obtained a “little share” and the Government students “achieved a little number of seats, though it was so little.”   

Moreover, one could understand from the Report that even during the pre-NEET year 2016-17, the share of Government school students getting medical admissions was 0.9 per cent while it was 99.05 per cent for private schools. Similarly, during the post-NEET year 2020-21, the share of Government school students was 8.42 per cent. Besides, during the post –NEET period also, the students from the State Board getting admissions into medical colleges increased from 2303 in 2017-18 to 2789 in 2020-21. Hence their own data disprove much of their conclusions.

Basically the very constitution of the committee is not balanced. Two third of the members are the higher officials of the state Government. Apart from the Chairman, the two other individual members are those who oppose NEET. One of them is a senior communist activist, who vehemently opposes all the policies of the central Government. The other is an academic from engineering backgrounds. There is not even one experienced academic from the field of medical education.

While arguing for exemption, the Government claims that they are speaking for 80 million Tamils in the state and they had received opinions from one lakh persons on NEET.  Hence it says that the Report must be accepted by all.  But the Report mentions that it received submissions from 86,342 persons, almost all of them through e mails. Even when we take the population of the state during 2011 (72 millions approximately), the percentage of people who gave their opinion was 0.001. Among them, while 75.29 per cent opposed NEET, 21.96 percent supported it.

In its conclusion, the Report states: “…… if NEET continues for a few more years, the health care system of Tamil Nadu will be very badly affected. There may not be enough doctors for being posted at the various Primary Health Centres. There may not be enough expert doctors for being employed in the Government Hospitals. Further the rural and urban poor may not be able to join the medical courses. Ultimately Tamil Nadu may go back to pre-independence days, where in small towns and in villages only “bare-foot” doctors were catering for the needs were available. Tamil Nadu as a State would go down in the rank among States, in the Medical and Health Care system”. p.146

There is no doubt that this report - poorly drafted with many errors-, is completely one-sided. It is full of rhetoric with high political overtones. From the beginning it proceeds with a preconceived notion putting all the blame on the NEET, while burying every other thing under the carpet.

The Tamil Nadu Governor is right: The state needs NEET

 

The DMK Government passed a resolution in the state assembly during September 2021 seeking exemption from NEET for the state and submitted the Bill to the Tamil Nadu Governor. The Governor returned it back to the state Government for reconsideration on Feb 1, 2022. The press note released by the office of the Governor says that he “is of the opinion that the Bill is against the interests of the students, specially the rural and economically poor students of the state”.  

After four days, the DMK Government convened a meeting of representatives of all the parties in Tamil Nadu legislature to discuss the issue.  The BJP and the AIADMK did not participate in it.  The next day the Government has announced that a special session of the assembly is to be convened on Feb 8th to pass a resolution seeking exemption once again and send it to the Governor.

A detailed analysis of the medical admissions for the previous year   revealed that the students belonging to the families from the backward, most backward and the scheduled castes got the maximum number of seats in the state medical colleges ( Swarajya June 2021). In the case of allotments under general category also, the students from the above categories got more seats over and above the quotas prescribed by the state.   

Earlier when the admissions were taking place on the basis of the plus two examination marks, the number of students who entered the medical colleges from the Government schools were very minimal. During 2006-16, only 213 students got admissions, an average of just 19 students per year.  

It is true that the Tamil Nadu students faced difficulties initially when the NEET was introduced. It was due to two reasons. One, both the Dravidian parties and their allies were continuously assuring that NEET would not introduced in the state. Hence the students were not fully prepared. Second is the poor school education system. The school syllabi remained outdated without revision for twelve years.

But after the revisions during 2018 and the introduction of coaching for NEET in state schools, the performance of students increased fast.  As a result, the success rate of the students who had written the exams during 2020 was higher than the national average. In just one year, the success rate of the state students increased by 9 percent. Besides   around thirty students from the state were able to join the premier all India medical institutions.   

More number of students from Tamil Nadu are appearing for NEET every year. Around 1.08 lakh students went for the NEET during 2021. Besides the number of students writing the exam in Tamil is also on the rise.

As the selection process is going on, the allotment details of all the students who wrote NEET in 2021 are not available. The allotments for students from the Government schools eligible for 7.5% reservation is almost over. Available details show that 535 seats (435 medical and 100 dental) have been allotted.

Details reveal that students from the backward, most backward and scheduled caste backgrounds have got higher number of seats than the seats prescribed in the quotas this time also. Students from backward castes have got 43 percent seats as against 30 percent prescribed, most backward castes 31 percent as against 20 percent and scheduled castes 19 percent as against 18 percent. Only in the case of scheduled tribes category, there was deviation by one seat. 

As a result, all the seats in the Government medical colleges of the state have gone to the students from the above categories this year. It is the  students from very poor families and underprivileged sections living in difficult circumstances, with majority from the rural and upcountry areas, who  have got admissions.

Anusha is from Perumpedu Kuppam in Thiruvallur district whose parents are daily wage- earners. She studied in the local Government school in Tamil medium and prepared for NEET from home without joining any coaching centre. She has got admission in the Government Medical College, Villuppuram. She says that NEET is not difficult.

Sathya is a physically challenged girl from Ganesapuram in Vellore district. Her parents work in a quarry breaking stones as daily labourers. Studied in the local school, she has got a seat in the Government Medical College, Vellore.

Kalaiarasan is from Surappalli Sinnanur  in Salem district. Parents are working in looms. Studied in Alamathur Government school, he has got admission in the Madras Medical College, Chennai.

Joseph Sundersingh, who lost his father, is from Thirukkadaiyur in Mayiladuthurai district living with his mother earning daily wages.  Studied in Government schools through Tamil medium, prepared for NEET from home, is going to join Government medical college.

Sneka stood first in the state from the Scheduled Tribes category. Her father manages family with five daughters through juice business on the road side and selling of utensils during summer. She has selected Stanley Government Medical College, Chennai.  

The above are just a sample from the socially and economically disadvantaged groups who are joining the medical course. A great   majority of them are going to be the first time graduates in their families.

Moreover, higher number of students from the economically less developed districts in the state are joining medical courses this year. Students from the districts of Dharmapuri, Pudukkottai and Thiruvallur districts have got 33, 31 and 26 medical and dental seats respectively. Thiruvannamalai, Kanchipuram, Villuppuram and Tenkasi district students have also got good number of admissions.

For the first time in medical education, Tamil Nadu is witnessing a historic transformation. Students from the very ordinary backgrounds are entering the medical colleges in metros and cities. The list of toppers at all India level for the OBC (non- creamy layer) category shows that two out of ten are from Tamil Nadu. 

The admissions during the previous year and the allotments for the Government school students this year clearly prove that maximum number of students from the economically and socially disadvantaged backgrounds are entering medical courses only due to the NEET system. With more medical colleges in the state from this year, we will be witnessing a very high number of students from these sections every year in future. 

So the argument of the DMK Government and its supporting parties scrapping NEET is not based on facts. The conclusions of the state appointed Rajan Committee are biased. Tamil Nadu needs NEET to enable students from the poor and the ordinary backgrounds to get into medical colleges on the basis of merit, without paying higher amounts. The Governor has taken a wise decision in returning the Bill. We all have to support the Governor in the interests of true social justice for Tamil Nadu.
