Develop Indian Management Theories

Management courses are still considered the most prestigious ones in our country, though the glamour is slowly coming down during the recent years. The proliferation of management institutes and the departments of management offering graduate and post-graduate degrees have increased manifold during the past two decades. It is not that easy to get seats in the prestigious institutions even today.  

Management degrees from the top institutions usually command a very high respect in the West, such as the US. The opportunities for climbing up fast in the corporate ladder and chances for earning millions of dollars as income are many times more for the management graduates. The spread of multinational companies across the world and the idea of globalization increased the demand for MBAs across different countries.

The concept of “modern management” began in Europe. The industrialization process and the consequent developments led to the birth of scientific management techniques. Management theories of the West started emerging in Europe and America from the final decades of the nineteenth century.

Practicing managers such as Taylor and Henry Fayol and social scientists such as Mayo and McGregor had contributed to the earliest western theories.  Later it was the academicians and the management consultants- mostly from the US- who have been predominantly contributing.

As the rest of the world was largely under the   dominance and influence of Europe, and later the American thinking, their concepts of management came to be adopted in other parts of the world. After the US began to dominate the global economic scene, they began popularizing their theories. As a result, their theories came to be accepted by the universities and higher institutions in different countries, including India.

But the developments in the western management field, particularly the US, led to the questioning of the popular management beliefs from the first decade of the twenty first century. Experts began to point out the serious flaws in the western management system.

Too much of individualism at the top,   maximization of profits as the only objective and   little concern for values were some of the flaws that are repeatedly mentioned. The well-known management guru Peter Drucker lamented: “Today, I believe it is socially and morally unforgivable when managers reap huge profits for themselves, but fire workers. As societies we will pay a heavy price for the contempt this generates among the middle class managers and workers.”  ( Managing in the Next Society, Oxford, 2003)

Beginning from 2005, the international bodies and the multilateral agencies such as the World Bank openly admitted that the western economic models were no longer universal. It implied that the business and management models are also different for different countries, as the management systems are the products of the larger business and economic systems.

Field studies in India indicate unique management models functioning at the ground level. The little- studied non-corporate sector follows a completely different system based on Indian ethos and realities. Entrepreneurs in different industrial centres proudly note that they groom future entrepreneurs in their work places, without being worried that those people would enter the same field and set up businesses mostly in their own localities.  They feel proud of the fact they are creating many more entrepreneurs. But our modern management theories teach that any one entering the field is a competitor.

The well-known Dhabbawalas of Mumbai are known for their very successful native management system. There are community-run business enterprises and they run them for the benefit of the people based on higher values. There is a village called Palamedu in Madurai district. The Nadar community of that village runs a very successful diary, saloon, toilets and even a cinema theatre.

On one of the days, a few from some other communities in the village, noticed a few obscene scenes in a movie. They go and point out the fact to   the management.  The management immediately withdraws the movie from the screen. Not only that, they immediately appoint a committee of persons to pre-view the movies so that they would allow only the ‘decent’ movies for screening. 

Even at the corporate level, many companies follow distinct systems reflecting the unique foundations of our country. There are companies that give higher monthly incentives for women employees who keep their parents in-law with their families.

During the recent years, the western universities and research bodies are showing interest to study the Indian management practices. Harvard institutions from the US were here in India during the previous Kumbh Mela to study the Indian methods and practices.

Even though the western universities  take up only a few limited aspects of Indian business and management, they reveal the unique Indian methods adopted here. For example, the study by four US professors on leadership practices note that Indian corporates follow superior systems than those followed in the US. 

But it is unfortunate that the management education system in India refuses to see the realities and develop suitable theories. Besides, we still teach many failed western theories in different fields of management, wasting the time of millions of students who spend so much money to get degrees.

The noted management expert Chakraborty asks: “  …. have we Indians ever thought of challenging its (US) wholesale transmission to our students and managers? Could it be that post-independent Indian culture has been so characterless, and our intellectual spinelessness so shameful, that the well intentioned Americans have never really faced a solid and genuine challenge to review the intellectual wares they have brought over to do us good?” (Management by Values – Towards Cultural Congruence, OUP, 1991)

India has emerged as the fastest growing economy during last year. Besides, she is expected to become a major force and powerful player in the years to come. Her economic and business systems are slowly getting recognized the world over.


This is time for the management experts and the management institutes to develop theories based on the functioning Indian systems. It is already late; hence this task has to be taken up urgently. Then only we can develop management graduates who understand the Indian realities.

காங்கிரஸ் ஆட்சியின் அவலங்களும் மோடி அரசில் நம்பிக்கையும்

நமது நாடு தனித்தன்மைகளையும் சிறப்புகளையும் நிறையப் பெற்றது. பாரம்பரிய மிக்க நீண்ட வரலாறு, இயற்கை வளங்கள்,  கலாசாரம் சார்ந்த வாழ்க்கை முறை, வெவ்வேறு வகையான திறமைகளைக் கொண்ட மக்கள் எனப் பல  சாதகமான அம்சங்கள் நமக்குண்டு.

கடந்த இருபத்தைந்து வருடங்களாக உலக அளவில் வெளி வரும் வரும் ஆய்வுகள் நமது நாட்டின் பண்டைய பொருளாதாரச் செழிப்பை எடுத்துக் காட்டுகின்றன.  பணக்கார நாடுகள் சேர்ந்து உருவாக்கியுள்ள  பொருளாதார முன்னேற்றம் மற்றும் கூட்டுறவு அமைப்பு ( Organisation for Economic Cooperation and Development) பாரீஸ் நகரில் இருந்து செயல்பட்டு வருகிறது. அவ்வமைப்பின் ஆய்வுகள்  பொருளாதார வரலாற்றாசிரியர் ஆங்கஸ் மாடிசன் தலைமையில் கடந்த இரண்டாயிரம் வருடங்களில் உலக நாடுகளின்  பொருளாதாரங்கள் எவ்வாறு இருந்து வந்தன என்பது பற்றிப் புள்ளி விபரங்களுடன் எடுத்து வைக்கின்றன.

இந்தியா இரண்டாயிரம் வருடங்களுக்கு முன்னரே  உலகின் பொருளாதாரச் செழிப்பில் 33 விழுக்காடு அளவைப் பெற்று முதல் நிலையில் இருந்ததையும், தொடர்ந்து ஆங்கிலேயர் இங்கு வந்து நமது முறைகளைச் சிதைக்கும் வரை நாடு சிறப்போடு விளங்கி வந்ததையும் அந்த ஆய்வுகள் விளக்குகின்றன. மேலும் இப்போதும் நம்மிடையே வலுவாக உள்ள அடித்தளங்கள் பலவும் வெவ்வேறு ஆய்வுகள் மூலமாக வெளிக் காட்டப்பட்டு வருகின்றன.    

பண்டைய காலம் முதல்  தொடர்ந்து பல நூற்றாண்டுகளாக பல துறைகளிலும் உலகுக்கே முன் மாதிரியாக நமது தேசம் விளங்கி வந்துள்ளதை வரலாறு காட்டுகின்றது. பின்னர் ஆங்கிலேயரின் ஆட்சியில் நமது பொருளாதாரம் மட்டுமன்றி, சமூக, கலாசார அடித்தளங்களும் கடும் சிதைவுகளுக்கு உள்ளாகின.

அதன் விளைவாக நமது நாடு வறுமையும் பட்டினியும் நிறைந்த, கல்வி அறிவு குறைந்த, தொழில் வளர்ச்சி இல்லாத, நம்பிக்கையற்ற மக்களைக் கொண்ட நாடாக மாறிப் போகிறது. ஆங்கிலேயரின் ஆட்சிக் காலம்  பற்றிச் சொல்லும் போது உலகிலேயே ஒரு நாடு இன்னொரு நாட்டைக் கிரிமினல் தனமான முறையில் சுரண்டியது இந்தியாவில் தான் என வரலாற்றாசிரியர் வில் துரந்த் வர்ணிக்கிறார்.

எனவே நமக்குச் சுதந்திரம் கிடைத்தது ஒரு கிடைத்தற்கரிய வாய்ப்பாக அமைந்தது. ஏனெனில் ஆங்கிலேயர் இங்கு வருவதற்கு முன்னரே சுமார் எண்ணூறு வருட காலம் நாம் தொடர்ந்து படையெடுப்புகளுக்கும், அந்நியர்களின் ஆதிக்கத்துக்கும், அதனால் உண்டான சிரமங்களுக்கும் ஆட்பட்டுக் கொண்டிருந்தோம். எனவே ஒரு ஆயிரம் ஆண்டுகளுக்கப்புறம் நமக்குப் பொருத்தமான வகையில் நாமே நமது எதிர்காலம் குறித்துப் பொருத்தமான வழிமுறைகளை வகுத்துக் கொள்ளக் கூடிய வாய்ப்பு கிடைத்தது.

சுதந்திரத்துக்கு முன்னரே மகாத்மா காந்தி அவர்கள் நாம் சுதந்திரம் பெற்ற பின் கடைப்பிடிக்க வேண்டிய பொருளாதார முறைகள் உள்ளிட்ட விசயங்கள் குறித்துப் பரவலான விவாதம் நடத்தி முடிவு செய்ய வேண்டுமென காங்கிரஸ் தலைவர் நேருவுக்குக் கடிதம் எழுதினார். ஆனால் நேரு அதற்குச் சம்மதிக்கவில்லை.

சுதந்திரம் வந்த பின்னர் நமது நாட்டுக்குப் பொருத்தமான முறைகள் குறித்து  சிந்தனைப் பரிமாற்றங்கள் எதுவுமின்றி ஐரோப்பிய சோசலிச அணுகுமுறையைக் காங்கிரஸ் நடைமுறைப் படுத்தியது. தனித்துவம் மிக்க வழிமுறைகளை அமைத்துக் கொண்டு அதன் மூலம் உலக அளவில் மிகச்  சிறப்பாக செயல்பட்டு வந்த நமது தேசத்தின் அனுபவங்கள் எல்லாம் முற்றிலும் நிராகரிக்கப் பட்டன. அதனால் அரசியல் அளவில் சுதந்திரம் கிடைத்த பின்னரும், சிந்தனைகள் மற்றும் செயல்பாடுகளின் அளவில் நாட்டை அடிமைகளாகவே வைக்க நமது ஆட்சியாளர்கள் கொள்கைகளை வகுத்தனர்.

இந்தியப் பாரம்பரியம், பண்பாடு, வரலாறு, சிந்தனை மற்றும் வாழ்க்கை முறைகள் என எதுவும் முன் வைக்கப் படவில்லை. மேலும்  தொன்மை வாய்ந்த நமது தேசத்தின் அனுபவங்கள் பயனற்றவை என ஒதுக்கப்பட்டன. அதனால் நமது தேசத்தைத் தாங்கிப் பிடித்து வரும் அஸ்திவாரங்கள் கூட நமக்கு எவையெனத் தெரியாத நிலைமை ஏற்பட்டது.

எனவே நாட்டின் முன்னேற்றம் போதிய அளவு ஏற்படவில்லை.  நமது வளங்களும் மக்களின் திறமைகளும் சரியான முறையில் பயன்படுத்தப் படவில்லை. 1989-90 கால கட்டத்தில் பொருளாதாரம் மிகவும் மோசமான நிலைக்குச் சென்றது. அந்த சமயத்தில் உலக அளவில் கம்யூனிசமும் பெரும் தோல்விகளைச்  சந்தித்துக் கொண்டிருந்தது.

எனவே நமக்குப் பொருத்தமான வகையில் நாட்டுக்குப் புதிய உத்திகளை வகுக்க இன்னொரு வாய்ப்பினை வரலாறு கொடுத்தது. ஆனால் அப்போதும் பொறுப்பிலிருந்த காங்கிரஸ் அரசு, எந்த விதமான பரவலான விவாதங்களுமின்றி மற்றுமொரு மேற்கத்திய சித்தாந்தமான உலக மயமாக்கலை நடை முறைப் படுத்தியது.

தொடர்ந்து நமது பொருளாதாரத் துறைகள் சரியான முறையில் முன்னேறுவதற்கான வாய்ப்பினை இழந்தன. ஆனால் அதையெல்லாம் மீறி நமது மக்கள்  நாட்டை முன்னெடுத்துச் சென்று வருகிறார்கள் என்பது பெருமைக்குரிய விசயமாகும். நமது குடும்ப அமைப்பு முறை, அதிக சேமிப்புகள், சமூக மூலதனம், மக்களின் கடின உழைப்பு, தொழில் முனையும் தாகம் ஆகிய தன்மைகள் அரசுகளின் குளறுபடிகளையும் மீறி நம்மை மேலெடுத்துச் சென்று கொண்டுள்ளன. ஆயினும் அரசுகள் நமக்குப் பொருத்தமான அணுகுமுறைகளை நடைமுறைப் படுத்தத்  தவறி விட்டன என்பதும், அதனால் மக்கள் பலவிதமான இன்னல்களைச் சந்தித்து வருகிறார்கள் என்பதுவும் நிதர்சனமான உண்மையாகும்.

காங்கிரஸ் கட்சி வறுமை ஒழிப்பு, மதச் சார்பின்மை என வெற்று முழக்கங்கங்களை வைத்துக் கொண்டே  அறுபது வருடங்களுக்கு மேலாக மக்களை முட்டாள்களாக்கி ஒரே  குடும்பத்தின் பிடியில் அதிகாரத்தை வைத்துக் கொண்டுள்ளது. அதன் உச்ச கட்டமாக ஐக்கிய முற்போக்குக் கூட்டணி அரசின் பத்தாண்டு ( 2004-2014) ஆட்சிக் காலம் அமைந்தது.

சுதந்திர இந்தியாவின் மிகப் பெரும் ஊழல்கள் ஒவ்வொன்றாக அந்தக் கால கட்டத்தில் நிறைவேறி வந்தன. எவ்வளவு கொள்ளையடிக்க முடியும் என்பதை வைத்து அமைச்சர் பொறுப்புகள் பேரம் பேசப்பட்டன. தேசத்தின் இயற்கை வளங்கள் பல இலட்சக் கணக்கான கோடிகளில் அரசியல் வாதிகளின் கைகளுக்குள் சென்றன.

1998-2004 கால கட்டத்தில் வாஜ்பாயி ஆட்சியில் ஏற்பட்ட முன்னேற்றங்கள் எல்லாம் தடைபட்டுப் போயின. அவரது ஆட்சிக் காலத்தில் உண்டான அந்நியச் செலாவணி கையிருப்பு, காங்கிரஸ் ஆட்சியில் அளவுக்கதிகமான பற்றாக்குறையாக மாறிப் போனது. இறக்குமதிகள் தாறுமாறாக அனுமதிக்கப்பட்டன. அதனால் தொழில்கள் நசிந்தன. வேலை வாய்ப்பு உருவாக்கம் என்பது மிகவும்  சொற்பமாக  ஆகிப்போனது.

வாக்குகளை மட்டுமே மனதில் வைத்து  ஊரக வேலை வாய்ப்பு போன்ற திட்டங்கள் பல்லாயிரம் கோடி செலவில் அறிவிக்கப்பட்டன.  அவை பலவற்றிலும் ஒவ்வொறு மட்டத்திலும் ஊழல் தலை விரித்தாடியது. அன்றைய சோவியத் முறையில் நேருவால் அமைக்கப்பட்ட திட்டக் குழு, முதலமைச்சர்களைக் கூட மதிக்காமல் பன்னாட்டு நிதி அமைப்புகளில் ஓய்வூதியம் வாங்குபவர்களால் வழி நடத்தப்பட்டது.

பிரதமர் தலைமையேற்று நடத்தும் அமைச்சரவை மதிப்பிழந்து, கட்சித் தலைவரே நாட்டை வழி நடத்தும் அவல நிலை மக்களாட்சிக்கு ஏற்பட்டது. மேலும் அமைச்சரவைக்கும் மேலாக மக்களால் தேர்ந்தெடுக்கப்படாத இடதுசாரி சித்தாந்தவாதிகளைக் கொண்டு காங்கிரஸ் தலைவரால் அமைக்கப்பட்ட  தேசிய ஆலோசனைக் குழு நாட்டின் கொள்கைகளை  வகுப்பதில் முக்கிய பங்கு வகித்தது.

அதனால் காங்கிரஸ் கூட்டணியின் இறுதி ஆண்டுகளில் நாட்டின் பொருளாதாரம்  படு பாதாளத்துக்குச் சென்று கொண்டிருந்தது. விலைவாசி பல மடங்கு அதிகரித்தது.  அதற்கு முந்தைய பதினைந்து ஆண்டுகளாக உலக அளவில் நாட்டுக்கு உருவாகிக் கொண்டிருந்த  மரியாதை வேகமாக சரியத் தொடங்கியது. இந்தியா என்றாலே ஊழல் என்கின்ற அவப் பெயர் நமக்கு ஒட்டத் தொடங்கியது.  தேச விரோத சக்திகள் மிகவும் தைரியத்துடன் செயல்பட்டு வந்தன. மிகச் சிறிய பக்கத்து நாடுகள் கூட நம் மீது நம்பிக்கையை இழந்தன.

அந்த சமயத்தில் தான் திரு. நரேந்திர மோடி அவர்களை மக்கள் ஏகோபித்த ஆதரவில் பிரதமராகத் தேர்ந்தெடுத்தனர். கடந்த முப்பது ஆண்டுகளில் முதன் முறையாகப் பெரும்பான்மை ஆதரவுடன் பாஜக தலைமையிலான  தேசிய ஜனநாயகக் கூட்டணி ஆட்சியை அமைத்தது. அண்மைக் கால வரலாற்றில் நாட்டு மக்களிடையே பெரிதும் பரவலாக மதிக்கப்படும் தலைவராக மோடி உருவானார்.  

அவர் பிரதமராகப் பொறுப்பேற்றது முதலே புதிய அணுகு முறைகளைக் கையாண்டார். பதவியேற்பு விழாவுக்கு பாகிஸ்தான் உள்ளிட்ட எல்லா பக்கத்து நாடுகளின் தலைவர்களையும் வரவழைத்தார். பாராளுமன்றத்துக்குள் முதல் நாள் நுழையும் போது, வாயிலின் படிக்கட்டில் தலையை வைத்து வணங்கினார். அதன் மூலம்  நாடாளுமன்றம் கோவிலைப் போலப் புனிதமானது என்பதை உணர்த்தினார்.

அவரது தொகுதியான வாரணாசியில் ஒரு சாதாரண மனிதனைப் போல நெற்றியில் சந்தனம் குங்கும் பூசி  கங்கா ஆர்த்தி எடுத்து இறைவனை வழி பட்டார்.  சுதந்திரம் பெற்றது முதலே நேருவிய அணுகு முறைகள் நமது நாட்டின் பாரம்பரியம் மற்றும் நம்பிக்கைகள் ஆகிய எல்லாமே தவறு என்னும் ஒரு போலி பிம்பத்தை ஏற்படுத்தியிருந்தன. ஒரு ஏழைக் குடும்பத்தில் பிறந்து தன்னுடைய தேசப்பற்று, அர்ப்பணிப்பு மற்றும் நிர்வாகத் திறமை ஆகிய உயர் குணங்களால் பிரதமராக உயர்ந்த  மோடி அவர்கள், தன்னுடைய அந்த ஒரு செயல் மூலம்  நவீன இந்தியத் தேசத்தைத் தொன்மையான நமது கலாசாரத்துடன்  தொடர்பு படுத்தினார்.

கடந்த பத்தொன்பது மாதங்களாக மோடி அவர்களின் தலைமையில் செயல் பட்டு வரும் மத்திய அரசு நமது தேசத்தை மேலெடுத்துச் செல்லும் வகையில் பல புதிய  அணுகுமுறைகளை நடை முறைப்படுத்தி வருகிறது. பொருளாதாரத் துறைகளைப் பொறுத்த வரையில் முக்கியமான மாற்றங்கள் நிகழ்ந்து வருகின்றன.

நேரு உருவாக்கிய காலாவதி ஆகிப்போன திட்டக்குழுவுக்குப் பதிலாக , நிதி ஆயோக் என்னும் புதிய அமைக்கப்பட்டுள்ளது. சுதந்திரம் பெற்று அறுபது ஆண்டுகளுக்கும் மேலாக மேல் நாட்டு சித்தாந்தங்களே நமது கொள்கை வகுப்பதில் ஆதிக்கம் செலுத்தி வந்தன. அதனால் நமது முன்னேற்றம் பெருமளவு தடைபட்டு வந்தது. இனிமேல் பாரதீய அணுகுமுறைகளை வைத்தே கொள்கைகள் வகுக்கப்படும் என்பது முதன் முறையாக அறிவிக்கப்பட்டுள்ளது.

மேலும் தேசத்துக்கான கொள்கைகளை வகுக்கும் போது கூட்டாட்சி தத்துவ அடிப்படையில் மாநிலங்களுடன் இணைந்து செயல்படும் வகையில் நிதி ஆயோக் அனைத்து மாநிலங்களின் முதல்வர்களை உள்ளடக்கியதாக அமைக்கப்பட்டுள்ளது. நாட்டு வளர்ச்சியில் இது வரை கணக்கில் எடுத்துக் கொள்ளப்படாத சமூக மூலதனம் போன்ற முக்கியமான காரணிகள் திட்டம் தீட்டுதலில் இடம் பெற்றுள்ளன. திட்ட அமைப்பு முறையே கீழிலிருந்து மேலே கிராமங்கள் தொடங்கிச் செல்லும் வகையில் சொல்லப்பட்டுள்ளது. நிதி ஆயோக் இந்தியப் பொருளாதார வரலாற்றில் ஒரு முக்கிய மாற்றமாகும்.

நமது பொருளாதாரமே குடும்பம் சார்ந்தது. விவசாயமும், சாதாரண மக்களால் நடத்தப் படும் சிறு, குறு மற்றும் மத்திய வகைத் தொழில்களுமே அதில் முக்கிய பங்கு வகிக்கின்றன.  நமது நாட்டின் பெரும்பகுதி வருமானம் அவற்றின் மூலமே கிடைக்கின்றது. கம்பெனிகள் மூலம் உண்டாகும் வருமானம் பதினைந்து விழுக்காடு மட்டுமே. மேலும்  நமது நாட்டின் 93 விழுக்காடு மக்கள் அமைப்பு சாரா தொழில் துறைகளில் மூலமே வேலை பெறுகின்றனர்.  

இந்தியாவில் சிறிய தொழில்கள் மட்டும் சுமார் ஆறு கோடி எண்ணிக்கை அளவில் உள்ளன. அவற்றைச் சார்ந்து பன்னிரெண்டு கோடிக்கு மேற்பட்ட மக்கள் வாழ்க்கை நடத்தி வருகின்றனர். ஆனால் சிறிய தொழில்களின் நிதித் தேவையில் சுமார் நான்கு விழுக்காடு அளவு மட்டுமே வங்கி மூலமாகக் கிடைக்கிறது. எனவே அவர்கள் அதிக அளவில் வட்டி கொடுத்து வெளியாரிடம் கடன் வாங்கி சிரமப் படுகின்றனர். அதனால் அவர்களின் வளர்ச்சி பாதிக்கப் படுகின்றது.

ஆனால் அந்தத் தொழில்களுக்கு உதவி செய்வதற்காக இது வரை எந்த வித சிறப்பு அமைப்புகளும் இல்லை. இதை உணர்ந்த மத்திய அரசு முதன் முறையாக ஏப்ரல் 2015 ல் முத்ரா வங்கி என்று ஒரு தனி அமைப்பை உருவாக்கியுள்ளது. அதன் மூலம் சாதாரண நிலையில் உள்ள மிகச் சிறிய தொழில் செய்பவர்களும் எளிதாகக் கடன் பெற்று வருகின்றனர். கடந்த எட்டு மாதங்களில் மட்டும் 50,000 கோடி ரூபாய் அளவு நிதி உதவிகள் கொடுக்கப்பட்டுள்ளதாகப் புள்ளி விபரங்கள்  தெரிவிக்கின்றன.  

நமது நாட்டில் இன்று வரை பெரும்பான்மை மக்களுக்கு வங்கிக் கணக்கே இல்லை. வங்கிக் கணக்கின் மூலமே சாதாரண மக்கள் அரசின் உதவிகளை ஊழல் இல்லாமல் பெற முடியும். எனவே அரசு ஜன தன் ஒரு புதிய திட்டத்தை அறிவித்து அதன் மூலம் பதினான்கு கோடிக்கு மேற்பட்ட மக்களின் கணக்குகளைப் புதியதாகத் தொடங்கியுள்ளது. இது ஒரு உலக சாதனையாகும். மேலும் வங்கிக் கணக்குகள் மூலம் மக்களுக்குச் சேர வேண்டிய பல கோடி ரூபாய்கள் பெறுமான எரி பொருள் மானியம், ஏழை மக்களுக்கான ஊரக வேலை வாய்ப்பு ஊதியம் ஆகியவை எந்த விதமான இடைத்தரகரும் இல்லாமல் நேராக அவர்களுக்குப் போய்ச் சேர்ந்து கொண்டுள்ளன.

சாதாரண மக்களுக்கான புதிய காப்பீட்டுத் திட்டங்கள் அறிமுகப்படுத்தப்பட்டு மிகக் குறைந்த தொகையில் காப்பீடு கிடைக்க வழி வகை செய்யப்பட்டுள்ளது. அவற்றின் மூலம் பல இலட்சக்கணக்கான பேர் அந்தத் திட்டங்களில் இணைந்து வருகின்றனர். பெண் குழந்தைகளுக்காக புதியதாக அதிக வட்டியில் அறிமுகப்படுத்தப்பட்டுள்ள ’செல்வ மகள்’ திட்டம் மக்களிடையே மிகுந்த வரவேற்பைப் பெற்று வருகிறது.

இயற்கை வளங்களை ஏலம் விடுவது சம்பந்தமாக வெளிப்படைத் தன்மை கடைப்பிடிக்கப்பட்டு, ஊழல் அகற்றப் பட்டு விட்டது. கட்டமைப்புத் துறைகள் மூலமே நாட்டின் வளர்ச்சியை அதிகரிக்க முடியும். அந்த வகையில் போக்குவரத்து, மின்சாரம் உள்ளிட்ட பல துறைகளிலும் வேலைகள் முடுக்கி விடப்பட்டுள்ளன. அதன் மூலம்  நாடு சுதந்தரம் அடைந்த பின் முதன் முறையாக பல கிராமங்கள் மின்சாரத்தைப் பார்த்து வருகின்றன.

விவசாயத்துக்கும், வேலை வாய்ப்பு உருவாக்கத்துக்கும் முன்னுரிமை கொடுக்கப்பட்டு வருகிறது. புதிய தொழில் முனைவோரை ஊக்குவிக்கும் வகையில் திட்டங்கள் அறிமுகப்படுத்துள்ளன. தொழில் துறைக்குத் திறமையான ஆட்களைத் தயார் செய்யும் வகையில் முதன் முறையாக திறன் மேம்பாட்டுக்கெனத் தனியாக அமைச்சரகம் ஏற்படுத்தப்பட்டு, பல இலட்சம் பேருக்குப் பயிற்சிகள் கொடுக்கப்பட்டு வருகின்றன.

திட்டங்களைச் செயல்படுத்துவதற்கு வெளிப்படையான திறமையான நிர்வாகம் அவசியம். அந்த வகையில் அரசு நிர்வாகம் வெளிப்படையானதாக ஆக்கப்பட்டு வருகிறது. அதற்காக நவீன தொழில் நுட்பம் முழுமையாக உபயோகப்படுத்தப்பட்டு வருகிறது. அதிகாரிகள் நியமனங்களில் திறமைக்கும் நேர்மைக்கும் முன்னுரிமை அளிக்கப்படுகிறது.

அரசு அலுவகங்களில் முதன் முறையாக நேரம் கடைப்பிடிக்கப்படுகிறது. அமைச்சர்கள் முதல் அனைவரும் கடுமையாகப் பணியாற்றுகிறார்கள். மின்னஞ்சல் போன்ற எளிமையான வழிகள் மூலமே மக்களின் பல முக்கியமான சிரமங்கள் தீர்க்கப்பட்டு வருகின்றன. நவீன தொழில் நுட்பங்கள் மூலம் அரசு பல தரப்பட்ட மக்களுடனும் இணைந்து செயலாற்றத் தொடங்கியுள்ளது.

கடந்த ஒன்றரை வருட காலத்தில் சர்வதேச அளவில் இந்தியாவின் மதிப்பு பல மடங்கு அதிகரித்துள்ளது. முதன் முறையாக இந்தியா ஐக்கிய நாடுகள் குழுவில் நிரந்த உறுப்பினராகப் பல நாடுகள் வெளிப்படையாக ஆதரவு தெரிவித்து வருகின்றன.  ஜூன் 21 ஆம் தேதியை சர்வதேச யோக தினமாகக் கொண்டாட வேண்டுமெனப் பிரதமர் கேட்டுக் கொண்டதையடுத்து, ஐக்கிய நாடுகள் சபையில் முதன் முறையாக மிகப் பெரும்பான்மையான நாடுகள் ஒரு மனதாகத் தீர்மானம் கொண்டு வந்தது ஒரு வரலாற்றுச் சம்பவமாகும். இந்தியர்கள் வெளி நாடுகளில் சிரமத்துக்கு உள்ளாகும் போது அரசு விரைந்து செயல்பட்டு அவர்களுக்கு உதவிகள் செய்கிறது.

நமது நாடு மிகப் பெரியது. இதன் அமைப்பும் செயல்பாடுகளும் பன்முகத் தன்மை கொண்டவை. கடந்த காலங்களில் நடைமுறையில் இருந்து வந்த நேருவிய சோசலிச சித்தாந்தங்கள் நமது முன்னேற்றத்துக்கும் எழுச்சிக்கும் பெரும் தடையாக இருந்து விட்டன.   எனவே நாட்டைச் சீரமைப்பதற்குக் கடுமையான முயற்சிகள் தேவை. அந்த முயற்சிகளில் மோடி அரசு தம்மை முழுமையாக ஈடுபடுத்திக் கொண்டுள்ளது.

எல்லாத் துறைகளிலும் பலன்களைப் பெற கால தாமதமாகலாம்.  நாட்டின் வளர்ச்சி விகிதம் சீனாவைப் பின்னுக்குத் தள்ளி தற்போதே உலக அளவில் முதல் நிலைக்குச் சென்று விட்டது. அண்மையில் வெளி வந்துள்ள ஹார்வார்டு பல்கலைக் கழக ஆய்வு 2024 வரை இந்தியப் பொருளாதாரம் உலக அளவில் மிக வேகமாக வளரும் என எடுத்துச் சொல்கிறது.

எனவே ஒரு நல்ல எதிர்காலத்துக்கான அறிகுறிகள் வலுவாகத் தெரிகின்றன. பிரதமர் மோடி ஒரு அசாத்தியமான தலைவர். நமது தேசத்துக்கென ஒரு உயர்ந்த கனவுடன் அவர் செயல்பட்டு வருவது தெரிகிறது. அதனால் இந்த அரசின் மீது நம்பிக்கை வைக்கலாம்.

Reorient Economics Education

Economics is the basis of life. Sound economics is the pre-requisite for the meaningful functioning of the societies. Ancient civilizations must have followed certain basic principles of economics, as otherwise they could not have continued. This is true more in the case of the successful civilizations such as India and China, which have flourished over several centuries since the earlier times.   

All the educational institutions and text books teach us that the economic theories and concepts are the products of the West; and the economic development began with the Industrial Revolution during the 18th and 19th centuries in Europe. They called the economics that they presented as “modern”, purely based on their limited European experience and world views.

They did this as they considered themselves as the superior race in the world. All others were inferior and hence their history, practices, beliefs and ways of life had to be thrown out for they contained nothing useful. The colonial masters introduced the Macaulay education system during the 1830s with the ulterior motive of producing students without any national orientation. Unfortunately even after sixty seven years of Independence, we are still following a largely west-centric economics education.

As a result, all our discourses at the academic and policy making levels are based on the Western theories, concepts and approaches. Meanwhile studies of the economic histories of different countries undertaken since the 1980s reveal many new facts. They all conclude that India and China - and not the Western countries - were economically more powerful than the rest of the World before the Industrial Revolution.

Several studies note that the economic emergence of the European countries was predominantly due to the colonial exploitation. Maddison notes that India and China remained the two most prosperous nations for most of the time from the ancient periods. The details also show that these two countries remained the most sustainable economies during the last two millennia.

But none of these studies finds a place in our text books. Nor they are discussed in class rooms. With the result, even many of the University professors remain unaware of these important findings. It is not the history alone, they are not even aware of the contemporary realities.

Colonial exploitation and the subsequent rule by the British destroyed Indian economy and her strong foundations. With the result India became poor and underdeveloped. The alien interference made our country largely illiterate and social systems very weak.

But today India is emerging as the most promising nation in the World. During the latest year India has become the fastest growing economy overtaking China. India has achieved this in spite of serious difficulties and limitations. Policy makers over the years have always tried to follow the western approaches and there remains lack of proper understanding of the realities.

Hence India’s emergence as a highly potential economy in about six and half decades is almost without parallel in the contemporary history. From being one of the poorest countries, it has emerged as the third largest economy in the World. All these achievements are in spite of the unsuitable theories and approaches guiding our policy making circles over the past decades.

The world witnessed the collapse of both the Western economic ideologies namely communism and market capitalism in less than three decades. Hence there is a huge vacuum before them and they do not know where to go. They are beginning to understand that their economic theories lack foundations. 

At the same India has been rising slowly, but steadily over the past decades. There is no doubt that there are serious problems in the economy. But at the same time it is clear that the economy has been moving forward. The difficulty in India is not with the economy, but with the people who are closely dealing with economics.  

India is a unique economy, with strong foundations. We have special factors driving the economy, with most of them are special to our country. But the educational institutions fail to notice, study, understand and recognize them, as they still believe that India may not have anything original of her own to offer.

With the result, the students and scholars who come out of the universities have no idea about the ‘functioning economy.’ The bureaucrats and policy makers who frame policies for our country are the ‘successful products’ of such a system. This is a serious problem in Independent India today.

Our education system still believes that the Western theories and approaches are the only way to understand, explain and analyze the Indian realities. Hence they have nothing original to offer to the improvement of our economy, as they do not have a proper understanding of the Indian situation.

Field studies undertaken over the last one and half decades reveal a completely different India, with her own our unique functioning systems. Limited studies undertaken by a few reputed western universities and research bodies during the last few years also confirm the unique strengths of the Indian economic system. But our universities do not even discuss them.

Indian family system is special in many ways. Family system is the core strength of India. Families are not just social or cultural units, they play the dominant role in the functioning of the Indian economy. Our economy is safe and going strong, as it is largely driven by families. But how many of us know it?

Do the education system acknowledge and recognize this fact? Our text books contain only the theories based on the individualistic approaches, as prevalent in the Western societies. They do not reflect the ground realities here. Hence their utility is very limited for us. 

When we talk to people, they acknowledge the influence of families in all their activities. All the successful entrepreneurs admit the contribution of their families to their success. They passionately narrate the sacrifices of their mothers, fathers, grandparents, family members and the society at large. But do we find at least a mention of these factors in any of our academic discussions?

Even a cursory look at the functioning of the global economies during the recent periods would reveal many truths. The western economic approaches have been continuously failing. At the same time, India has been rising. The global economic crisis during 2008 affected countries different parts of the world, though its influence was severe in the Western world. But India remained one of the least affected nations.  

There must be some strong reasons for this. What are they?  What are the factors that protect us from the global crisis and make our country to continuously move on?  In spite of so much of evidence pointing to our strengths, our education system refuse to study the ground realities. So we not only ignore the historical facts, but also the contemporary functioning systems.

Hence our economics education is almost completely away from the realities. In spite of having many reputed economists in our midst and built well known institutions specializing in different aspects of the economics, we have largely failed to study the Indian economy from the national perspectives. With the result we do not have any Indian economic theories. We have not attempted to develop at all.


Hence at least now when India is emerging at the global level, we need to give a new orientation to our economics education. It should look at our economy from the native perspectives, understand it and try to contribute to its development based on our core strengths.

From Gujarat Kite Industry to MUDRA bank: Focus on developing small and micro businesses


Indian economy is unique in many ways. One of its   major features is the dominant role played by the non- corporate sector, comprising of millions of micro, small and medium enterprises. The non-corporate sector plays the most crucial role in the economy, contributing the largest share to the GDP and more than 90 per cent of employment.   

The 67th round of National Sample Survey carried out during July 2010- June 2011 reveal that there were 5.77 crore unincorporated non-agricultural enterprises (excluding construction) employing 10.8 crore workers.  85% of them were Own Account Enterprises, promoted and run by the owners themselves.

Of the total number of enterprises functioning in the country, about 54 % are located in rural areas. 62% of the enterprises are owned by persons belonging to the Scheduled Tribes, Scheduled Castes and the Other Backward Castes. This proportion was more in the rural areas (69%) and in own enterprises (65%).

The Fourth All India Census of Micro, Small and Medium Enterprises for 2006-07 reveals that 95% of the units are micro enterprises in the MSME sector. Micro and small enterprises provide 95% of the total employment, with most of them having no access to external finance.

The MSME sector has consistently registered a higher growth rate than the overall growth of the industrial sector during the previous decade. The smaller enterprises employ lesser capital, use least resources, but provide more benefits to the economy.

The promoters of small businesses come from less privileged backgrounds. They struggle a lot to mobilize whatever little funds they could through their families and personal networks.  They continue in their business despite all odds and in spite of lack of support from the authorities.

 Studies show that they do not have much educational backgrounds. In fact a significant proportion of them are either illiterates or have studied only up to the primary levels. Besides, they do not have access to financial assistance from the organized system. Only four per cent of the banking finance goes to the smaller businesses.

The academic institutions and policy making circles continue to be obsessed with the western theories. Indian economy is being viewed only from the approaches. There is very little understanding of the functioning of the non-corporate sector and small businesses.

The neta-babu raj curtailed the growth of entrepreneurship during the earlier decades after independence. The later periods concentrated mainly on the organized and the corporate sectors, without giving the attention that the smaller businesses deserved.

There has not been adequate efforts to understand the functioning of the non-corporate sector and smaller businesses. As a result there is no proper understanding of the ground realities at the policy making levels. Hence the growth of the non-corporate sector and small business suffer. In the process, the entrepreneurship at the lower levels has not progressed beyond certain levels.

In this respect, the special initiative taken by the Gujarat Government to encourage the growth of kite industry during 2003- 04 deserves a special mention. At that time the state Government under the leadership of Shri.Narendra Modi was taking concerted efforts to develop the various sectors of the economy in a systematic way.

The Gujarat Government invited a team of academicians and professionals in Tamil Nadu who were involved in studying the much neglected non-corporate sector, clusters and the small businesses and asked them to study the kite industry to improve its prospects. It was the first invitation for the team from a Government. More important was the realization by the Chief Minister that a small business activity such as kite making has the potential to grow further.

A report was made after studying the industry, visiting different kite making centres and meeting with various stake holders. Subsequently a work shop was organized in which all the stakeholders of the kite industry, experts, senior officials of the banks and financial institutions, officials and the Ministers of the Government took part actively. Later a concept note on the kite industry and the International Kite Festival, 2014 was prepared and circulated to all concerned.

The team submitted the findings of the study detailing different issues and problems, along with the suggestions for the development of the industry. It is important to note that kite making in Gujarat is dominated by women, with people from the Muslim community playing a major role. The Chief Minister acted fast on the findings of the study and took immediate steps to help the entrepreneurs and develop the industry.  

As a result, the entrepreneurs felt happy and the business increased manifold. Hence the kite industry witnessed fast development and reports mention that the turnover of the industry during last year was around Rs. 700 crore. It was just Rs.35 crore during 2003. It is a great   achievement for a business that was not even a cottage industry till then. It is all because of a proactive government under the leadership of a visionary who wanted to develop the smaller businesses.

For the size of the Indian economy, the requirements of smaller businesses are not large. Most of them require small amounts of funds at reasonable rates of interest without much difficulty.  But they are not able to get it in the present system. Besides, the share of credit distributed by banks to smaller businesses has been coming down beginning from 1990. Figures show that the share to the household sector has gone down from 58.3 per cent in 1990 to 36.2 per cent between in 2011.

In the fast changing environment, the survival and growth of smaller businesses require assistance. The most important of them is finance. Studies show that apart from own funds and family support, local finance is the most important avenue for promotion and running of enterprises. At present entrepreneurs pay a very high rates of interest to the local financiers. With the result, most of their income go towards servicing debts. Hence the entrepreneurs are not able to develop their businesses. 

It is in this context, the launching MUDRA bank by the central Government assumes significance. It is to fund the unfunded entrepreneurs who remain neglected from the organized financial systems even after sixty seven years of independence. First of all, the Government needs to be congratulated for this timely initiative.

Field studies in different parts of the country clearly reveal that many of the people running the smaller businesses have extra ordinary levels of entrepreneurship.  They have very good talents, possess high technical abilities, have enormous common sense and lots of financial wisdom. In fact most of the owners of medium enterprises and builders of the two thousand and odd clusters in the country have all started their lives as small businessmen a few decades ago. Many of the corporate houses were promoted by people who began their lives as small entrepreneurs.  

Encouragement of small entrepreneurs help the nation in many ways. It contributes a lot to the overall development due to its reach and depth. People living in rural areas, poor urban localities and far off places get benefited when small businesses flourish. More employment opportunities are generated at the local levels, with lesser investments. Many social problems get solved with increasing economic opportunities.

Non-corporate sector in India is largely self- functioning. Their dependence on the state is less. In the case of smaller businesses it is almost nil. Small businesses are promoted and run by entrepreneurs on their own, with the support of their families and personal connections. The small business do not give any burden to the state.

So MUDRA initiative is an important mile stone in the economic history of independent India. It shows the resolve of the government to encourage entrepreneurship at the lower levels and integrate all the sections in the development journey. It is hoped that the MUDRA initiative will transform the lives of people involved in different entrepreneurial activities across the country and create new employment opportunities for millions of people.  

India is basically an entrepreneurial nation. It has   remained so since the ancient periods. India’s prosperity during the earlier periods was fuelled by the superior entrepreneurship in manufacturing and service activities. Contemporary field studies reveal that India has high   levels of entrepreneurship even now. This is the reason why we are one of the highest entrepreneurial nations in the world.

In spite of all the difficulties, about half of our population still remains self-employed. Self-employment is very less in the developed countries, where most of the population prefer to go for jobs as they do not want to take risk. In the US for example, only about 7.5 per cent of the population is engaged self- employment. But large sections of Indians even today consider self-employment as the best status in life.


With all our fundamentals and a proactive leadership, India is expected to grow fast in the coming years. What we require is an inclusive development approach. People from different regions and the neglected segments, especially those belonging to the Dalit and the back ward communities, should be encouraged to become wealth creators. In this connection MUDRA is expected to fill the huge gap that persists now and make the small entrepreneurs the leading stakeholders in the new development process.

Explore Indian Wisdom to Revive Agriculture  

In the Indian system agriculture has been considered as the most important activity of human life. As such farming was considered as a noble profession. India is known for her superior agricultural systems since the ancient periods.

Scholars and experts from foreign countries who visited India during the earlier centuries were surprised to see the very high performance of the agricultural sector. The famous agricultural scientist Albert Howard, who came to India during the British period, regarded the Indian farmers as ‘professors’ and “decided that he could not do better than watch their operations.”

The colonial period witnessed the state interfering in the agricultural sector. The British administration followed similar policies over the subsequent years resulting in the decline of agriculture. Bajaj and Srinivas note: “The abundance of food began to turn into a state of acute scarcity within decades of the onset of British rule. As the British began to dismantle the elaborate arrangements of the Indian society and began to extract unprecedented amounts of revenue form the produce of lands, vast areas began to fall out of cultivation and the productivity of lands began to decline precipitously.”

Very high levels of taxes forced several thousands of farmers to move out of agriculture. At the same time, the death of handicrafts, village based industrial and service activities compelled the displaced population to depend on land based activities. Hence there was higher proportion of population in the already unviable sector, leading to a mismatch.

After suffering for a long period during the alien rule, the independence gave a hope for the farming community. There were several attempts and new initiatives during different periods over the past decades to help the sector. With the result, there were progress in certain areas such as food production. India ranks second world-wide in farm output.

But unfortunately, the farmers continue suffer in large parts of the country. Their plight has increased manifold in the globalized system. Most of the smaller farmers are not able to make living out of agriculture, as it is no longer profitable. While thousands are committing suicides every year, several thousands are leaving agriculture.

The share of contribution of agriculture has been continuously going down over the years. Table 1 below shows the declining share in the Gross Value Added during 2011-12 to 2014-15.

But still almost half of the employment is provided by the agricultural sector, as it continues to remain the primary activity in the country. Table 2 provides the share of employment of different sectors during 2011.

Several scholars reiterate that India has a very good potential for successful agriculture, due to the presence of strong fundamentals. Balasubramanian notes: “India is richly endowed with plentiful natural resources and tremendous density and diversity of bio-resources. Its cultivable area of 160 million hectares is about 60 per cent of the total land area against the world average of 10 per cent. The average rainfall throughout India is 105 cm per year, higher than what other large areas of the world receive.” 

Agriculture has become a complex subject for the modern experts and economists, who take decisions based on the text book approaches. They have complicated it over the years with lack of understanding of our agricultural history and the Indian systems. The ordinary farmers, with their enormous common sense and knowledge of ground realities, do not have much say in the policy making process.

The traditional Indian wisdom and practices that helped India to remain as a powerful agricultural nation remain ignored to a large extent. Balasubramanian writes: “India has one of the largest networks of organisations and infrastructure for agriculture anywhere in the world. Nevertheless, traditional Indian agriculture has hardly any space in the research or extension and dissemination services of the central or state governments.”

Even the large body of modern scientific evidence supporting the use of the traditional Indian systems remain unnoticed. He notes further: “The Indian Council of Agricultural Research launched a nationwide mission mode project on collection, documentation and validation of indi­genous technical knowledge under the national agriculture technology project in 2000. Info­rmation on indigenous technical knowledge was collected from primary sources through voluntary disclosure and collection and compilation of the Indigenous Technical Kno­wledge volume was made from available literature.

The compilation has five documents in seven volumes (published betw­een 2002 and 2004). The first two documents consisting of four volumes listed 4,879 indigenous practices. The third and fourth documents describe eff­orts at validating and cro­ss-validating these practices. Of the 4,879 practices documented, a set of 111 pr­actices were selected and subjected to experimental testing in efforts that were conducted by ICAR institutes and state agricultural departments and universities. These pertain to various topics such as pest control, crop protection, farm implements and weather forecasting. The results of these validation experiments were published as separate volumes.”

“ The chart shows that slightly more than 80 per cent of these practices were valid and about 6 per cent of the practices were partly valid. …. In summary, there was overwhelming evide­nce in favour of the validity of these practices. How­ever, it is strange that this entire exercise seems to have left no impression whatsoever on our body of scientists nor have the validated practices been disseminated through our extension services.

In fact, the existence of this voluminous body of information is hardly kno­wn, much less publicised widely. Information about the series could be procured only after filing a petition under the RTI Act! ”

Agriculture is critical for India as we are home to one sixth of the humanity. We cannot depend on others for our food. India cannot fail in agriculture, with her superior agricultural history, knowledge systems and hardworking farmers.

All possible steps should be taken to study and understand the Indian wisdom and try to make use of it for a higher performance in the coming years. India’s emergence as an economic power would be complete only when we succeed in reviving agriculture and making farming a respectable economic activity.
