Swami Vivekananda’s Ideas on Economics



Swami Vivekananda remains one of the most influential personalities of India and the modern world. Though vast changes have taken place in the country since the beginning of the twentieth century, his influence continues to increase over the years. In fact many of his thoughts appear to be more relevant today.   

Swami Vivekananda is a great visionary, with a rare clarity on diverse aspects of human life.  His intimate knowledge of the Indian situation, wide experience across different countries, deep understanding of the civilizational backgrounds and keen intellect gave him a unique opportunity to develop new insights on different subjects, including economics.

Indian economy during the time of Swamiji

The Indian economy was at its worst period during the times of Swamiji. Dadabhai Naoroji calculated that the national income of India during 1867-68 was 3.4 billion rupees for a population of 170 million, with a per capita income of just 20 rupees1. Comparison of per capita incomes of different countries revealed that India’s income was very low; ‘even the most oppressed and mis-governed Russia’ was much better and it was believed that India was ‘the poorest country in the civilized world 2.’   

The European domination had made India, the nation with a long history of prosperity and superior achievements, a poor country.  The agricultural, industrial and business sectors were   destroyed. The replacement of the native education with the Macaulay system resulted in changing the entire course of education, apart from denying it to the larger sections of the society. The value based systems that governed the functioning of the society and economy since the ancient times suffered severe damages.

Swami Vivekananda’s insights into economic issues  

Swami Vivekananda acquired a deep understanding of the Indian economy due to his first-hand knowledge of the issues as an itinerant monk covering different parts of the country.  His experiences and interactions in the foreign countries provided him an opportunity to understand and compare the economic and social systems of different parts of the world. 

Though Swamiji was not a student of economics in the narrow   sense of the term, he was well-read in economics and was familiar with the works of political economists like John Stuart Mill. His expertise on economic concepts could be understood from the fact that he gave a lecture to the experts at the American Social Science Association in the United States on the ‘Use of Silver in India’ during 1893.  

Manifold contributions  

Swamiji proposed many new ideas in the field of economics at the global and the Indian levels. He emphasized the need for combing material prosperity with the spiritual values for the all-round development of people in different countries. When the western countries were accumulating wealth and involved in enjoying material pleasures, he told them clearly that it was necessary to imbibe higher principles for a meaningful life. The west is beginning to realize the meaning of his words only during the recent years, after suffering a lot.  

The western economic ideas revolve around the materialistic aspects only. The economic theories and models that they were advocating over the years are proving to be failures. It is only now that they have begun to understand that life is a complex process of which economics is only a part.

Swamiji’s thoughts for the Indian economy encompass different areas that are crucial to the functioning of the economic system.  He remains the one spiritual monk who emphasized the need for material progress of the society more than anyone else. This is the reason why he was called as ‘father of modern materialism.’3. He was not an arm-chair theorist, confined to standard sets of beliefs. His ideas cover diverse aspects necessary for the all-round development of different sections of people and the progress of the nation.   

India’s downfall due to exploitation

Swamiji had a clear understanding of the background of the Indian and Western economies during those times. He was aware of the higher performance of the Indian economy till the eighteenth century. He was one of those who understood that the primary source of wealth of the Europeans was the Indian resources.  

Swamiji noted: “Indian commerce, Indian revenue and all are now in the possession of the English; it is therefore that they are foremost of all nations now. …. That India, the India of the “natives”, is the chief means and resources of their wealth and civilization, is a fact which they refuse to admit, or even understand.4”  

Detailed research studies during the recent decades prove the above statements. The noted economic historian Angus Maddisson has established the supremacy of the Indian economy at the global level since the beginning of the Common Era5. Economists such as Andre Gunder Frank reveal as to how the western historians were engaged in projecting a wrong image of the West over the years 6.

Wanted India to develop on her own   

 During those times, two noted economists Naoroji and Romesh Chandra Dutt were producing works and arguing that the exploitation of India should be stopped forthwith.  Even at that time, Swamiji went many steps further and stated that India had to evolve her own economic policies for all round development without imitating other countries.

He was worried that the western countries were getting rich with the Indian resources, while Indians remained unaware of the opportunities. He said:  “In this country of abundance, the produce of which has been the cause of the spread of civilization in other countries, you are reduced to such straits!  Your condition is even worse than that of a dog ….. People of foreign countries are turning out such golden results from the raw materials produced in your country, and you, like asses of burden, are only carrying their load. The people of foreign countries import Indian raw goods, manufacture various commodities by bringing their intelligence to bear upon them, and become great. 7”  

Inclusive economics was his vision  

Swamiji’s vision of economics was concerned with the wholesome development of all categories of people in the country. He strongly advocated what the economists in the recent periods call as ‘inclusive economics.’ His priority was the removal of poverty and uplifting the poorer and downtrodden sections of the society.  He wanted all sections of the country to progress. His emphasize was on the weaker sections and women. He underlined that education and basic facilities be provided to all.  

Indian agriculture is unique

Basically India is an agricultural country. As a true visionary, Swami Vivekananda was fully aware of the importance of agriculture and noted that “Indians must not shy off from their unique characteristic of being an agrarian economy 8”.  He wanted India to adopt modern scientific practices to improve agriculture. He was particular that the small farmers need to be encouraged. 

His emphasis on agriculture remains true even in the present context, as about 60 per cent of the population still depends on agriculture and rural activities.  We are witnessing as to how the neglect of agriculture after independence is resulting in suicides and the younger generations leaving farming activities. This is not good for the future of the country. India has inherent strengths in agriculture, which the other countries lack. Besides, there is no other nation in the world that is capable of feeding our population, which is one sixth of humanity.

Industrialization  
Swami Vivekananda advocated the development of the   industrial sector for economic progress. He gave much importance to the promotion of a vibrant industrial sector.  He was clear about the nature of industrialization also. He wanted Indians to take steps to make the required items without depending on foreign countries. His discussions with Jamshedji Tata during his voyage to Chicago in 1893 reveal his vision for the development of the industrial sector.  Swamiji’s emphasize on domestic production instead of imports has become very important for India now, as the country has been facing the heat at several fronts due increased imports in different sectors during recent periods.

Entrepreneurship and promotion of traditional works

Swamiji was aware that India could be built only by developing the entrepreneurial talents of people.  Hence he encouraged self-employment activities at different levels. He was concerned that the art works of the village communities were neglected and wanted them to be taken up by those in towns. Swamiji underlined the need for the cottage and small scale units, as he was aware of the negative effects of the big industries.  

Emphasize on Science and Technology

Swamiji emphasized the use of modern science and technology to solve India’s problems. He wanted India to develop into a scientific and technological power. In this connection it is necessary to remember that it was the suggestion made by Swamiji to Jamshedji Tata that led to the establishment of the prestigious Indian Institute of Science.

Swamiji wanted Indians to learn Western science and adopt them in India. He said: “With the help of Western science, set yourselves to dig the earth and produce food-stuffs – not by means of servitude of others – but by discovering new avenues of production, by your own exertions aided by Western science 9.”  

India to be built on Indian methods

Swamiji was particular that India should be built on her own methods. In this context, he quoted Japan to admonish Indians who imitate the West. To quote:  “There, in Japan, you find a fine assimilation of knowledge, not its indigestion, as we have here. They have taken everything from the Europeans, but they remain Japanese all the same, and have not turned European; while in our country, the terrible mania of becoming westernized has seized upon us like a plague. 10

Swamiji was perhaps the first personality who suggested an Indian model of economic development, even when the country was under the colonial rule.  Ghosh notes: “The uniqueness of the Vivekananda doctrine lies in the fact that whatever remedies it suggests for India’s economic, political and spiritual regeneration derives from Swamy’s practical experiences of life. He used to meet the common Indian’s directly whenever he went to different places. This made him confident that India has to develop an economic model for herself which will take the peculiarities of her social life into consideration.11”   

India as the Jagat Guru  

After the rise of the West in the global arena, the entire world was made to believe that their economic models are the only solutions for progress.  Now after the global economic crisis during 2008, people have realized that the western ideologies cannot solve the basic problems even in their own countries.

Studies undertaken by experts at different levels during the recent periods clearly reveal that India need not follow the western models, as her fundamentals and functioning systems are unique. Many western scholars acknowledge that there is ‘the Indian way’ due to the peculiar social and cultural backgrounds of the country. 12 Our experience shows that India has failed to realize her full potential as the policy makers have been blindly following the western approaches.

As a pioneering thinker, Swamiji underlined the need to develop India on the national lines. He said: “My ideal is growth, expansion, development on national lines. 13” There is no doubt that if we frame our policies with the nation- centric approaches, India has the potential to emerge as the Jagat Guru, as Swami Vivekananda had envisioned.

Rebuilding India – 5

Swami Vivekananda wanted India’s economic growth on the national lines

India was probably in her worst phase of history during the life-time of Swami Vivekananda. Dadabhai Naoroji had calculated that the national income of British India during 1867-68 was only 3.4 billion rupees for a population of 170 million, with the per capita income being just 20 rupees.1 Besides he noted that huge wealth was being taken out of the country to England.  He declared in 1905 that about “34 million sterling or Rs.515 million were being drained out of India every year.”

The country had also been witnessing large scale famines on a continuous basis with millions of people losing their lives. Digby mentions the situation during the last quarter of the nineteenth century: “In the last twenty-five years of the past century more than one million of people died from famine and its effects on an average every year in a British –ruled country –that is two each minute, 120 each hour, 2880 each day; and, during the past ten years, the average has been nearly four each minute, 240 each hour, 5760 each day.” 2

Swami Vivekananda was a witness to the sufferings of the people. He interacted with them and the different sections of the society directly during his days as an itinerant monk in different parts of the country. Later during his visits abroad he learnt about the economic and social systems of the other countries in detail. His unique experience of moving with diverse groups of people across the country and outside, and his keen intellect provided him an opportunity to develop original ideas on different issues concerned with the lives of people, including economics. 

Swamiji’s ideas relating to economics place him as a true visionary. His thoughts for the economic systems at the Indian and global levels were far ahead of his times. Naoroji and Romesh Chandra Dutt, the two prominent economists, were conducting detailed studies and producing evidence to show as to how the Indian economy was being decimated by the British. Justice Ranade was the other notable personality who presented the economic issues before the people.  

While the economists and freedom fighters wanted the British to stop their exploitation, Swamiji went many steps ahead and argued for economic policies along the national lines for the development of the country. He said: “My ideal is growth, expansion, and development on national lines.3” Swamiji was perhaps the first leading personality to speak along such lines decades before independence.

After the ascendance of the West in the international scene during the eighteenth century, they saw to it that their ideas got prominence over the others. The concepts and practices of the ancient economies such as India and China were neglected. For this purpose, Europe developed its own set of historians and wrote a new history for the world.  As a result, the concepts and practices that sustained the Indian economy (as well as that of China and others’ also), for centuries as the most prosperous nation since the earlier periods lost their significance.

Hence for around two hundred years since the nineteenth century, the world was taught to believe that there were only two economic ideologies, namely communism and capitalism. Both of them are products of the West, conceived and developed in their part of the world, based on their own views and approaches towards life.  So the rest of the world had to sail with their ideas, concepts and practices, as the west was dominating the world.

But all these have changed in a period of just two decades. The communist ideology collapsed during the late 1980s with the breaking up of the Soviet Union into several pieces.  The global economic crisis during 2008 showed that market capitalism, the other economic philosophy of the West, has also failed. 

Hence it is now being realized that there could be different methods for economic development. Even the multilateral agencies openly acknowledge this as fact. So the attention is shifting towards exploring alternate economic thoughts and systems. In this connection, the Indian concepts, ideas and systems are gaining prominence.  

India is one nation that remained as a sustainable economic power since the ancient periods, till the time the Europeans began to dominate her. It is the same nation that has been emerging as a powerful economy after independence, in spite of the wrong approaches of the policy makers continuously for over six decades. Besides, India remains as one of the very few countries least affected by the global crisis.

The United States and many of the European economies are unable to find out the solutions to the problems faced by them even after five years of the melt down. Hence the rest of the world has started questioning them. Earlier before the meeting of the World Economic Forum during 2013, the Telegraph reported that the developing countries were bracing to tell the western leaders that their economic model has failed.4 

Different studies, including the few conducted by the top international agencies and institutions, clearly indicate that India has her own methods of functioning, aided by the strong fundamentals and unique social and cultural backgrounds. So even the western experts and practitioners have now begun to speak of the Indian ideas and approaches.

Swami Vivekananda underlined even while India was under the British rule that India need to develop her own systems for the development of the economy. He wanted India to progress based on our own strengths and methods, without imitating and depending on other countries. As a pioneering thinker, he advocated an Indian economic model for our country, as he must have had a clear understanding of the economic fundamentals of India and the western world. That was long before the world witnessed failure of the western models and the emergence of India at the global level after independence. 

Sarup Prasad Ghosh notes: “The uniqueness of the Vivekananda doctrine lies in the fact that whatever remedies it suggests for India’s economic, political and spiritual regeneration derives from Swamy’s practical experiences of life. He used to meet the common Indian’s directly whenever he went to different places. This made him confident that India has to develop an economic model for herself which will take the peculiarities of her social life into consideration.5

இந்தியக் கலாசாரமே பொருளாதாரத்தின் அடிப்படை


”பாரத நாடு பழம் பெரும் நாடு” என்று மார் தட்டினான் மகாகவி பாரதி. இந்தியா உலகின் தொன்மையான நாடுகளில் மிகவும் முக்கியமானது; அதிக சிறப்புகளைப் பெற்றதும் கூட. ஒரு நாடு தொடர்ந்து பல்லாயிரம் வருடங்களாக நடை போட்டு வர வேண்டுமெனில், அதற்குப் பொருளாதார சக்தியும் சரியான அடித்தளங்களும் அவசியமாகும். அவை இல்லையெனில் பெரிய நாகரிகங்களும்  கூட சீக்கிரமே அழிந்து போகும் என வரலாறு சொல்கிறது.

மகாத்மா காந்தியின் பிரதான சீடராக இருந்தவர் தமிழகத்தைச் சேர்ந்த ஜே.சி.குமரப்பா. காந்தியின் பொருளாதார சிந்தனைகளுக்கு வடிவம் கொடுத்த பெரிய நிபுணர். அவர் தனது ‘நிரந்தரப் பொருளாதாரம்’ என்ற புத்தகத்தில், முந்தைய காலங்களில் செல்வாக்கோடு விளங்கிய எகிப்திய, பாபிலோனிய, கிரேக்க, ரோமன் நாகரிகங்கள் எல்லாம் ஏன் தற்போது அவற்றின் கதைகளைச் சொல்வதற்கு இல்லை?;  அவை ஏன் சில நூற்றாண்டுகள் மட்டுமே கவர்ச்சிகரமான ஒளியோடு விளங்கி விட்டு கண்ணுக்குத் தெரியாமல் மறைந்து விட்டன? என்ற கேள்வியை  எழுப்புகிறார்.

அதற்குக் காரணம் அந்த நாகரிகங்களின் அடிப்படைகள் சுய நலம் மட்டுமே சார்ந்து நிலையற்ற தன்மைகளைக் கொண்டதாக அமைந்திருந்தன என அவரே பதிலும் சொல்லுகிறார். அவற்றுக்கு மாற்றாக இந்திய மற்றும் சீன நாகரிகங்களைச் சுட்டிக் காட்டுகிறார். அவை மட்டும் உயிர்ப்போடு எவ்வாறு தொடர்ந்து செயல்பட்டு வருகின்றன என்பதற்கு அவை உயர்ந்த மதிப்பீடுகளின் மேல் சமைக்கப்பட்டு, நீடித்த தன்மைக்கான பண்புகளை இன்னமும் தம்மகத்தே கொண்டு விளங்கி வருகின்றன என்று விளக்கம் அளிக்கிறார்.  

சுமார் ஐயாயிரம் வருடங்களுக்கு முன்பு சிந்து- சரஸ்வதி நாகரிக காலத்திலேயே நமது நாடு பொருளாதார மற்றும் வணிக தளங்களில் மிகவும் முன்னணியில் இருந்ததை ஆய்வுகள் தெரிவிக்கின்றன. உலகின் முதல் அரசியல் பொருளாதார புத்தகமே இங்குதான் எழுதப்பட்டுள்ளது. இரண்டாயிரத்து முன்னூறு வருடங்களுக்கு முன்னால் அதை எழுதிய கௌடில்யர் தனக்கு முன்பு இருந்த நூற்றுக்கு மேற்பட்ட ஆசிரியர்களை தனது அர்த்த சாஸ்திரத்தில் மேற்கோள் காட்டுகிறார். எனவே பொருளாதாரம் என்பது ஒரு பாடமாக ஏறத்தாழ இரண்டாயிரத்து அறுநூறு ஆண்டுகளுக்கு முன்னமே இங்கு தொடங்கியிருக்க வேண்டுமென்பது ஆய்வாளர்களின் கருத்தாக உள்ளது.

தமிழில் திருவள்ளுவர் காலம் கடந்து நிற்கும் பொருளாதாரக் கருத்துகளை இரண்டாயிரத்து நூறு வருடங்களுக்கு முன்னரே அற்புதமாகச் சொல்லியுள்ளார். பொருளை ஈட்டுவதில்  நேர்மையும் நாணயமும் இருக்க வேண்டும் என்பதை  வலியுறுத்தும் வகையில் ‘பொருள் செயல் வகை’ என ஒரு தனி அதிகாரமே படைத்துள்ளார்.

பொருளாதாரம் என்றாலே அது மேற்கு நாடுகளுடன் அதிகம் சம்பந்தப்பட்டது என்பது போலவும் பொருளாதார முன்னேற்றம், வளர்ச்சி என்பதெல்லாம் அவர்களுக்கே உரித்தானது எனவும் ஒரு எண்ணம் பரவலாகப் பலரது மனங்களிலும் நிலவி வருகிறது. அதற்குக் காரணம் ஐரோப்பிய நாடுகள் பிற நாடுகளைக் காலனிகளாக்கி உலக அரங்கில் தலையெடுக்க ஆரம்பித்த பின்னர், உலகப் பொருளாதார வரலாற்றை அவர்களுக்கு ஏற்றவாறு எழுதின. பிற நாடுகளின் உண்மையான வரலாறுகளை எல்லாம் பின்னுக்குத் தள்ளின. தொடர்ந்து வந்த காலங்களில் அவர்களின் கருத்துகளே பிற நாடுகளிலும் திணிக்கப்பட்டன.

பின்னர் இருபதாம் நூற்றாண்டின் தொடக்கத்தில் அமெரிக்கா உலக அரங்கில் முதன்மையான பொருளாதாரமாக உருவெடுத்தது. அதன் விளைவாக பல்கலைக் கழகங்களிலும் கல்விக் கூடங்களிலும் அவர்களின் கருத்துகளும் வழிமுறைகளும் முன்னிலைப் படுத்தப்பட்டன.  எனவே பொருளாதாரம் குறித்த இந்திய சிந்தனைகள் மேற்கத்திய கருத்துருவாக்கங்களை ஒட்டியே சுதந்திரக்குப் பின்னரும் அமைந்தன. 

ஆனால் கடந்த முப்பது வருடங்களாக மேற்கத்திய நாடுகளில் சில நிபுணர்கள் மேற்கொண்ட ஆய்வுகள் உலகப் பொருளாதார வரலாறு குறித்த சிந்தனைகளை முற்றிலும் மாற்றியுள்ளன. அவை இந்தியா மற்றும் சீனா ஆகிய இரு நாடுகளும் பதினெட்டாம் நூற்றாண்டு வரை உலக அளவில் முதல் இடங்களில் இருந்து வந்ததையும், மேற்கத்திய நாடுகள் பொருளாதார அளவில் முன்னணியில் வருவதற்கு காலனி ஆதிக்கம் மூலம் கிடைத்த செல்வங்களும் வாய்ப்புகளுமே காரணம் என்பதையும் எடுத்து வைத்தன. அவற்றின் மூலம் இந்தியா மற்றும் சீனா ஆகிய நாடுகளுக்கு என சிறப்பான ஒரு பெரிய வரலாறு இருப்பது உறுதிப்படுத்தப்பட்டது.

பணக்கார நாடுகளின் அமைப்பாக ’பொருளாதார முன்னேற்றம் மற்றும் கூட்டுறவுக்கான அமைப்பு’ பிரான்சு நாட்டின் பாரீஸ் நகரில் இருந்து இயங்கி வருகிறது. அதன் மூலம் வரலாற்றாசிரியர் ஆங்கஸ் மாடிசன் தலைமையில் நடத்திய ஆய்வுகள் கடந்த இரண்டாயிரம் ஆண்டுகளில் பெரும்பான்மையான காலம் இந்தியா உலக அளவில் மிகவும் செல்வந்த நாடாக இருந்து வந்ததை எடுத்து வைக்கிறது. மேலும் 2013 ஆண்டுகளுக்கு முன்னர் பொது யுகம் தொடங்கும் காலத்தில் உலகப் பொருளாதாரத்தில் மூன்றில் ஒரு பங்கை தன் வசம் வைத்திருந்த நாடாக இந்தியா இருந்துள்ளது. இந்தியப்  பொருளாதாரத்தின் வீழ்ச்சி ஆங்கிலேயர்களின் ஆளுமையால் ஏற்பட்ட சிதைவுகளின் காரணமாகவே நடந்துள்ளது.

எனவே உலக வரலாற்றில் அதிக பட்சமாக தொடர்ந்து பல நூறாண்டுகளாக பொருளாதாரச் செழிப்புடன் விளங்கி வந்த தேசமாக இந்தியா இருந்துள்ளது. மேலும் உயர் தரமான கண்டுபிடிப்புகள், அதிகபட்ச சாதனைகள், பல்வேறு துறைகளில் வளர்ச்சி, நெறி முறைகள் சார்ந்த வாழ்க்கை முறை என தனித்தன்மைகளுடன் உலகமே போற்றக் கூடிய வகையிலும் விளங்கி வந்துள்ளது.  

ஆனால் ஐரோப்பியர்களின் ஆட்சிக்காலத்தில் இந்தியா சொல்ல முடியாத சிரமங்களுக்கு ஆட்பட்டது. இந்தியாவின் வளங்கள் சூறையாடப்பட்டன; தொழில்கள் நசுக்கப்பட்டன; பாரம்பரியமான கட்டுமானங்கள் தகர்க்கப்பட்டன. அதன் விளைவாக சுதந்திரம் பெற்ற போது இந்தியா மிகவும் ஏழை நாடாக, தொழில் வளம் இல்லாத நாடாக, கல்வி அறிவு இல்லாதவர்கள் அதிகம் பேரைக் கொண்ட நாடாக இருந்தது.  அதனால் உலக அரங்கில் நமது நாட்டுக்கு எந்த வித மரியாதையும் இல்லை.

சுதந்திர இந்தியாவுக்கான பொருளாதாரக் கொள்கைகள் சம்பந்தப்பட்ட விசயத்தில் மகாத்மா காந்தி தெளிவான கருத்துக்களைக் கொண்டிருந்தார். எனவே ஆங்கிலேயர் ஆட்சியில் இருந்த போதே நாடு சுதந்திரம் பெற்ற பின்னால் கடைப்பிடிக்க வேண்டிய பொருளாதாரக் கொள்கைகள் குறித்து விரிவாக விவாதம் நடத்த வேண்டுமென  மகாத்மா காந்தி முயற்சி எடுத்தார். அது குறித்து நேருவுக்குக் கடிதம் எழுதினார். ஆனால் நேரு அதற்கு மறுத்து விட்டார். எனவே அந்த முயற்சி தோல்வியுற்றது.

எனவே நாடு சுதந்திரம் பெற்ற போது நம்முடைய தலைமையிடம் பொருளாதாரம் குறித்த சரியான சிந்தனைகள் எதுவுமில்லை. ஆகையால் 1950 களில் நாட்டுக்குக் கொள்கை வகுக்கும் சூழ்நிலை ஏற்பட்ட போது மேற்கத்திய சோசலிச சித்தாந்தம் சார்ந்த திட்டங்கள் கொண்டு வரப்பட்டன. அதன் விளைவாக முதல் முப்பது ஆண்டுகளில் பெரிய வளர்ச்சி ஏற்படவில்லை. அதனால் 1990களின் ஆரம்பத்தில் பொருளாதாரம் நாட்டின் தங்கத்தை அடகு வைக்கும் நிலைக்குத் தள்ளப்பட்டது.

அப்போதைய நெருக்கடிகளுக்குக் காரணம் முந்தைய காலத்திய பொருளாதாரக் கொள்கைகளே எனவும், அதற்கு மாற்றாக உலக மயமாக்கல் சார்ந்த கொள்கைகளை  நடைமுறைக்குக் கொண்டு  வருவதாகவும் ஆட்சியாளர்கள் முடிவெடுத்தனர். அதன் விளைவாக தொடர்ந்து வந்த காலங்களில் அமெரிக்க சிந்தனைகள் சார்ந்த சந்தைப் பொருளாதாரக் கொள்கைகள் நடைமுறைப்படுத்தப்பட்டு வருகின்றன. எனவே சுதந்திரம் பெற்ற பின்னர் தொடர்ந்து மேற்கத்திய சித்தாந்தங்களே நமது பொருளாதரக் கொள்கைகளை வழி நடத்தி வருகின்றன.

முக்கியமான கொள்கை முடிவுகள் எடுக்கும் சமயங்களில் மக்களிடையே கொள்கைகள் குறித்து ஆட்சியாளர்கள் பரவலான விவாதங்களை மேற்கொள்வதில்லை. மேல் நாட்டுக் கருத்துகளையும் செயல் திட்டங்களையும் மையமாக வைத்தே கொள்கை வகுப்பவர்கள் செயலாற்றி வருகின்றனர். அதனால் நாட்டின் வளங்களும் திறமைகளும் இன்று வரைக்கும் முழுமையான அளவில் பயன்படுத்திக் கொள்ளப்படவில்லை. மேலும் நாட்டுக்குப் பொருந்தாத கொள்கைகளை நடைமுறைப் படுத்தியதன் காரணமாகப்  பல துறைகளில் சீரழிவுகளும் அதனால் மக்களுக்கு சிரமங்களும் ஏற்பட்டு வருகின்றன. எனவே அறுபத்தி ஏழு ஆண்டுகள் கழித்து இன்னமும் வறுமை, வேலையின்மை, விவசாயம் மற்றும் சிறு தொழில்கள் நசிவு ஆகியவை முக்கிய பிரச்னைகளாக உள்ளன.

அதே சமயம் மேல் மட்டத்தில் நிலவும் பல்வேறு விதமான குழப்பங்கள் மற்றும் தவறுகள் ஆகியவற்றுக்கிடையிலும், நாடு வெகுவாக முன்னேறி வருகிறது. அதனால் இந்தியாவின் பொருளாதார பலம் உயர்ந்து வருகிறது. அண்மையில் சர்வதேச நாணய நிதியம் வெளியிட்டுள்ள அறிக்கையில் இந்தியா உலகின் மூன்றாவது பெரிய பொருளாதாரமாக உருவாகி விட்டதாகப் புள்ளி விபரங்களை வெளியிட்டுள்ளது. கடந்து பத்து வருடங்களுக்கு மேலாகவே உலக அளவில் வேகமாக வளரும் நாடுகளில் சீனாவுக்கு அப்புறம்  இந்தியா  இரண்டாவது இடத்தில் இருந்து வருகிறது.

சில வருடங்களுக்கு முன்னால் லண்டன் மேலாண்மை நிறுவனம் இந்தியாவில் எட்டரை கோடி தொழில் முனைவோர்கள் வெவ்வேறு நிலைகளில் தொழில்களை செய்து வருவதாக தெரிவித்தது. உலக அளவில் இது மிக அதிகமான எண்ணிக்கையாகும். இந்தியத் தொழில்கள் இன்று உலக முழுவதும் விரிவடைந்துள்ளன. பெரிய கம்பெனிகள் மட்டுமன்றி உள்ளூர் நிறுவனங்களும் கூட இன்று பல நாடுகளில் கால் பதித்து வருகின்றன. நாடு முழுவதும் சுமார் 2500 தொழில் மையங்கள் இருப்பதாக அரசின் புள்ளி விபரங்கள் கூறுகின்றன. அவையெல்லாம பெரும்பாலும் அதிகம் படிக்காத சாதாரண மக்களால் நடத்தப்படும் தொழில்களைக் கொண்டவை.

இன்று நாட்டின் பொருளாதரத்துக்கு அவை ஆற்றும் பங்கு மிக முக்கியமானதாக உள்ளது. சூரத், ஆக்ரா, திருப்பூர், கரூர் என அவற்றில் பல உலக அளவில் வியாபாரம் செய்து நாட்டுக்குப் பெயர் கொடுத்து வருகின்றன. வைர வியாபாரம் போன்ற தொழில்களில் இன்று சர்வதேச சந்தையில் இந்தியர்கள் தான் முக்கியமாக உள்ளனர். மேலும் கல்வி, மருத்துவம், பொறியியல், கணினி, நிர்வாகம் எனப் பல துறைகளிலும் இந்தியர்கள் அமெரிக்க ஐரோப்பிய நாடுகள் உட்பட்ட உலகின் பல பகுதிகளில் முக்கிய பொறுப்புகளை வகித்து வருகின்றனர். அதனால் பணக்கார மேற்கத்திய நாடுகளில்  இந்தியர்களின் திறமை வெளிப்பட்டு வருகிறது.

மனிதனின் பல்வேறு செயல்பாடுகளுக்கும் அவசியமானது நிதியாகும். தனி மனித, சமூக மற்றும் பொருளாதார நடவடிக்கைகளுக்கு நிதியே ஆதாரம். சுதந்திரத்துக்குப் பின்னர் இந்திய நாடு ஒரு குறுகிய காலத்தில் இவ்வளவு தூரம் வளர்ந்துள்ளது என்றால், அதற்கு முக்கியக் காரணம் மக்களின் அதிகப் படியான சேமிப்புகளும், அவர்களின் அபரிமிதமான தொழில் முனையும் தன்மைகளுமாகும். சுதந்திரம் பெற்ற பின்னர் மத்திய அரசு முதன் முறையாக 1950-51 ஆவது வருடம் தொடங்கி புள்ளி விபரங்களை வெளியிடத் தொடங்கியது. அப்போது வறுமைக் கோட்டுக்குக் கீழே ஏறத்தாழ 45 விழுக்காடு பேர் வாழ்ந்து வந்தனர். ஆனால் அந்த சமயத்திலேயே சேமிப்பு 8.6 விழுக்காடு இருந்தது. இன்றைக்கு உலகின் பல பணக்கார நாடுகள் கூட அந்த அளவு சேமிப்பை எட்ட முடியாமல் தவிக்கிறார்கள்.

நாட்டின் பல பகுதிகளிலும் நடத்தப்பட்ட ஆய்வுகள் சாதாரண மக்களில் தொடங்கி எல்லா நிலைகளிலும் சேமிப்புகள் உள்ளதைத் தெரிவிக்கின்றன. மேலும் தொடர்ந்து சேமிப்புகள் அதிகரித்து வந்துள்ளன. சென்ற வருடம் அதிகார பூர்வ சேமிப்பு மொத்த பொருளாதார உற்பத்தியில் 31 விழுக்காடு அளவாக இருந்தது. அதைத் தவிர மக்கள் தங்களுக்குள்ளேயும் உள்ளூர் முறைகளின் படியும் தங்கம் உள்ளிட்ட முதலீடுகளில் சேமிப்பதும் அதிகமாக உள்ளது. உலக அளவில் தங்க உற்பத்தியில் சுமார் இருபத்தி ஐந்து முதல் முப்பத்தி மூன்று விழுக்காடு வரையிலும் இந்தியர்களே வாங்குகின்றனர். எனவே அவற்றையெல்லாம் கூட்டிப்பார்த்தால் மொத்த சேமிப்புகள் மிக அதிகமாக இருக்கும்.

நாட்டின் மொத்த சேமிப்புகளில் சராசரியாக மூன்றில் இரண்டு பாகத்துக்கு மேல் குடும்பம் மற்றும் அவை சார்ந்த அமைப்புகள் மூலமே ஏற்படுகின்றன. நம் மக்களின் சேமிக்கும் பழக்கம் வெளி நாடு சென்றாலும் அவர்கள் கூடவே செல்கிறது. எனவே தம்மைச் சுற்றியுள்ளவர்கள் அதிகமாகச் செலவு செய்யும் போதும் அவர்கள் தங்களின் குடும்பங்களுக்காகச் சேமிக்கிறார்கள். அதனால் அங்கு முதலீடுகளை மேற்கொள்கின்றனர். தாய் நாட்டில் உள்ள தங்களின் குடும்பங்களுக்குப் பணம் அனுப்புகின்றனர். உலகம் முழுவதும் உள்ள மக்கள் தங்களின் தாய் நாடுகளுக்கு அனுப்பும் தொகைகளில் வெளி நாடு வாழ் இந்தியர்களே தொடர்ந்து முதலிடம் பிடித்து வருகின்றனர். சென்ற வருடம் மட்டும் அவ்வாறு நமது நாட்டுக்கு வந்துள்ள பணம் 71 பில்லியன் டாலர்கள்.

மக்களின் அதிகப்படியான சேமிப்புகள் மூலமே வங்கிகள், நிதி நிறுவனங்கள் மற்றும் ஆயுள் காப்பீட்டு நிறுவனங்கள் போன்ற அமைப்புகளில் தொகைகள் பெருகுகின்றன. அதன் மூலமே தனியார் துறை சார்ந்த தொழில்கள், அரசு நிறுவனங்கள் ஆகியவற்றுக்கு மூலதனம் ஏற்படுகிறது. மேலும் சிறு மற்றும் நடுத்தரத் தொழில்களை ஆரம்பித்து நடத்துபவர்கள் தங்களுக்குத் தேவைப்படும் மூலதனத்தில் பெரும்பகுதி நிதியை தாங்களே திரட்டிக் கொள்கின்றனர். மத்திய அரசின் பொருளாதார கணக்கெடுப்பு 2005 அமைப்பு சாராத துறையில் நாட்டில் சுமார் 4.2 கோடி தொழில்கள் உள்ளதாகக் கூறுகிறது. அவற்றுக்குத் தேவையான முதலீடுகளில் 95 விழுக்காட்டுக்கு மேல் அதை நடத்துபவர்கள் தங்களின் சொந்த முயற்சிகளாலும், தொடர்புகளாலுமே திரட்டிக் கொள்கின்றனர். வங்கி மற்றும் நிதி நிறுவனங்கள் அவற்றுக்குக் கொடுக்கும் உதவிகள் நான்கு விழுக்காட்டுக்குச் சற்று அதிகமாக மட்டுமே உள்ளது.

எனவே நமது மக்களின் மூலதனம் திரட்டும் தன்மை அசாத்தியமானதாக உள்ளது. சொந்த சேமிப்புகள், உறவுகள் மற்றும் நட்புகளின் உதவி எனத் தொடர்பு வட்டத்துக்குள்ளேயே பெரும்பாலான மூலதனங்கள்  திரட்டப் படுகின்றன. அதற்குக் காரணம் இந்திய மக்களிடையே உள்ள வலுவான சமூக உறவுகள் என ஆய்வுகள் தெரிவிக்கின்றன. திருப்பூர் ஏற்றுமதியாளர்கள் சர்வதேச அளவில் தொழிலில் வெற்றி பெறுவதற்கு ஒரு முக்கிய காரணம் அங்கு நிலவும் சமூக முறைகளே என உலக வங்கியின் 2001 ஆம் வருடத்துக்கான வளர்ச்சி அறிக்கை கூறுகிறது. தென் தமிழகத்தில் அதிகமாக வாழும் நாடார் சமூகம் தங்களின்  தொழில்களுக்குத் தேவைப்படும் மூலதனங்களைத் தங்கள் மக்களின் மூலமே திரட்டிக் கொள்ள தாங்களே உருவாக்கிய முறைதான் மகமை என்பதாகும். அதனால் ஏற்பட்ட தொழில் வளர்ச்சியால் இன்று சில்லறை வணிகம், தீப்பெட்டி, பட்டாசு, வங்கி எனப் பல துறைகளில் அவர்கள் தேசிய அளவில் முன்னோடியாக உள்ளனர்.

தன்னை விடத் தனது குழந்தைகள் நன்றாக இருக்க வேண்டும் என ஒவ்வோரு இந்தியத் தாயும் தந்தையும் கனவு காண்கின்றனர். அதற்காக அவர்களை நல்ல கல்விக் கூடங்களில் சேர்க்கின்றனர். மிகச் சிறிய அளவிலாவது தொழில்களை ஆரம்பிக்கின்றனர். அப்படி சிறிய அளவில் ஆரம்பிக்கப் பட்ட தொழில்கள் தான் இன்று நாடு முழுவதும் பரவியுள்ளன. நமது நாட்டில் இன்னமும் ஏறத்தாழ  பாதியளவு மக்கள் சுய தொழில்களில் தான் ஈடுபட்டு வருகின்றனர். அதுவே அமெரிக்காவில் வெறும் 7.5 விழுக்காடு தான். அங்கெல்லாம் சம்பளத்துக்கு செல்பவர்களே மிகவும் அதிகம்.

எனவே கடந்த அறுபத்தைந்து ஆண்டு கால வளர்ச்சி நமது மக்களாலேயே முன்னெடுத்துச் செல்லப்பட்டு வந்துள்ளது. அவர்களின் சொந்தக் காலில் நிற்க வேண்டும் என்னும் எண்ணம் தான் நமது நாட்டை சுய சார்புத் தன்மை கொண்டதாக வைத்துள்ளது. அதனால் வெளி நாட்டினைச் சாராமல் சுயமாக செயல்படக் கூடிய தன்மை கொண்ட பொருளாதாரமாக இருப்பதாக நம்மைப் பலரும் பாராட்டுகின்றனர்.  அரசுகள் தொடர்ந்து தவறான கொள்கைகளை வகுத்துக் கொண்டு வந்த போதும், நாடு முன்னேறி வருவதற்குக்.காரணம் நமது மக்களின் அடிப்படையான குணங்களாகும்.

குடும்பங்களே நமது மக்களின் ஆதாரம். அவை வெறும் சமூக, கலாசார மையங்கள் மட்டுமல்ல. பொருளாதாரத்துக்கும் அவையேதான் அடிப்படையாக உள்ளன. சமூகங்கள் குடும்பங்களின் நீட்சியே ஆகும். குடும்ப மற்றும் சமூக உறவுகள் ஒரு நாட்டின் அமைதிக்கும் பொருளாதார வளர்ச்சிக்கும் பெரும் பங்கினை வகிக்கின்றன. எவ்வளவோ சிரமங்களுக்கிடையிலும் நமது நாடு பெருமளவு பொது அமைதியினைக் காத்து வருவதற்கும் பொருளாதார வளர்ச்சியைக் கண்டு வருவதற்கும் நமது குடும்பங்களும் சமூகங்களுமே காரணம்.

நமது குடும்பங்களும் சமூகங்களும் தனித் தன்மையுடன் விளங்கி உலகிலேயே ஒரு முன் மாதிரியாக இன்னமும் விளங்கி வருவதற்குக் காரணம், நமது தேசத்தின் உயர்ந்த கலாசார பண்பாட்டு நெறிகளாகும். அந்த நெறிகள் தான் ஐரோப்பியர்கள் இங்கு வரும் வரை நமது நாட்டை ஒரு பொருளாதார வல்லரசாகவும், பல துறைகளிலும் வளர்ச்சி பெற்ற ஒரு உயர்ந்த நாடாகவும்  வைத்திருந்தன. அதே மதிப்பீடுகள் தான் பல நூறாண்டுகள் அடிமைப்பட்டு இன்று சுதந்திரக்குப் பின்னர் தடுமாறும் கொள்கைகளை அரசுகள் கடைப்பிடிக்கும் போதும், தேசத்தை முன்னெடுத்துச் சென்று கொண்டிருக்கின்றன.

மேற்கத்திய கோட்பாடுகள் தோற்றுப் போய் அந்த நாடுகள் பொருளாதாரச் சிக்கல்களில் தவித்துக் கொண்டிருக்கும் போது, இன்றைக்கு உலக முழுமைக்கும் ஒரு மாற்றாக இந்திய வழிமுறைகள் தெரிய வந்து கொண்டிருக்கின்றன. எத்தனையோ சிரமங்களையும் தாண்டி, உலகப் பொருளாதார நெருக்கடிகளுக்குச் சிக்காமல் எப்படி இந்த தேசம் நடை போட்டுக் கொண்டிருக்கிறது என்று பலரும் வியக்கின்றனர். அதனால் அண்மைக் காலமாக மேற்கத்திய பல்கலைக்கழகங்களும் ஆய்வு நிறுவனங்களும் அதிக எண்ணிக்கையில் இங்கு வந்து ஆராய்ச்சிகளைச் செய்து கொண்டுள்ளன. அவை அனைத்துமே இந்தியப் பொருளாதார மற்றும் வியாபார முறைகளில் தனித்தன்மைகள் உள்ளதாகவும் அவற்றுக் காரணமாக நமது நாட்டின் சமூக மற்றும் கலாசார முறைகள் எனவும் அறுதியிட்டுக் கூறுகின்றன.

பொருளாதார நிபுணர் குமரப்பா கூறிய வார்த்தைகளின் உண்மையை நாம் மீண்டும் ஒரு முறை உணர வேண்டிய சந்தர்ப்பம் வந்துள்ளது. அமெரிக்க ஐரோப்பிய நாடுகளின் தற்போதைய வீழ்ச்சிக்கு அவர்களின் வலுவற்ற அடிப்படையே காரணம் என்பது உறுதியாகிறது. தனி நபர் கலாசாரம் என்ற பெயரில் அவர்கள் குடும்பம், சமூகம் உள்ளிட்ட அடிப்படைக் கட்டமைப்புகளை அழிக்கத் துணிந்து விட்டது பெரும் சிக்கல்களை உண்டாக்கி உள்ளது.  அதனால் உறவுகள் சிதைந்து சமூகத்தில் நுகர்வுக் கலாசாரம் பெருகி சேமிப்புகள் குறைந்து பொருளாதாரனகளே  தள்ளாடிக் கொண்டுள்ளன.

இந்தியா குடும்பங்களையும் சமூகங்களையும் இன்றளவும் பெரிதும் மையப்படுத்தி வாழ்ந்து வருகிறது. அதனால் பல்வேறு தாக்கங்களையும் தாண்டி பெரியவர்களுக்கும், பெண்களுக்கும் மரியாதையும், சமூகங்களில் பொது நியதிகளும் இருந்து வருகின்றன. எனவே குடும்ப அளவில் உறவுகள் நிலவி முன்னேற்றங்கள் ஏற்பட்டு, அவை தேச அளவில் வளர்ச்சியாக உருவெடுத்து வருகின்றன. அதனால் நமது பொருளாதாரமும் உலக அளவில் முன்னேறி வருகின்றது. எனவே  நமது பொருளாதாரத்தின் அடிப்படையாக  இந்தியாவின் உயர்தரக் கலாசார நெறிகளே இன்றளவும் இருந்து வருகின்றன. அதை உணர்ந்து காப்பாற்றிச் சிறப்பிக்க வேண்டியது நமது அவசியமான பணியாகும்.

வறுமைக்கோடு: விவாதங்கள், விளக்கங்கள்


சென்ற  ஜூலை மாதம் 23 ஆம் தேதி மத்திய திட்டக்குழு நாட்டின் வறுமை விகிதம் பற்றிய ஒரு முக்கியமான அறிவிப்பை வெளியிட்டது. அதன்படி 2004-05 ஆம் வருடத்தில் 37.2 விழுக்காடாக இருந்த நாட்டின் வறுமை விகிதம், 2011-12 ஆம் வருடத்தில் 21.9 விழுக்காடாகக் குறைந்து விட்டது என அறிவித்தது. அதனால் 2004-05 ஆம் வருடத்தில் 41 கோடியாக இருந்த வறுமைக் கோட்டுக்குக் கீழ் வாழும் மக்களின் எண்ணிக்கை,  2011-12 ஆம் வருடத்தில் 27 கோடியாகக் குறைந்து விட்டது எனத் தெரிவித்தது.

மேலும் வறுமைக்கோட்டைக் கணக்கிடுவதற்கான அளவு கிராமப்புறங்களில் ஐந்து பேர் கொண்ட குடும்பம் ஒன்றுக்கு ஒரு மாதத்துக்கு ரூபாய் 4080 எனவும், நகர்ப்புறங்களில் ரூபாய் 5000 எனவும் நிர்ணயிக்கப்பட்டுள்ளதாகச் சொல்லப்பட்டது. அதைத் தனிநபருக்கு எனக் கணக்குப் போடும் போது மாதம் ஒன்றுக்கு கிராமத்தில் உள்ளவர்களுக்கு ரூபாய் 816 ஆகவும், நகர்ப்புற வாசிகளுக்கு ரூபாய் 1000 ஆகவும் வருகிறது.

அதையே தனி நபர் ஒருவருக்கு ஒரு நாளைக்கு என்று எடுத்துக் கொண்டால் கிராமப்புற மக்களுக்கு ரூபாய் 27.20 ஆகவும் நகர்ப் புறங்களில் ரூ.33.33 ஆகவும் உள்ளது.. அதன்படி, கிராமங்களில் 27 ரூபாய்க்கும், நகரங்களில் 33 ரூபாய்க்கும் மேலாக சம்பாதிப்பவர்கள் அனைவரும் வறுமை நிலையைத் தாண்டியவர்கள் என அர்த்தமாகிறது.

எனவே அந்தப் புள்ளி விபரங்களை ஒட்டி நாட்டின் வறுமை மற்றும் வறுமைக்கோடு குறித்து ஒரு காரசாரமான விவாதம் நடந்த முடிந்தது. மேற்சொன்ன மிகக் குறைவான தொகைகளை வைத்துக் கொண்டு மக்களை வறுமைக் கோட்டைத் தாண்டியவர்கள் என எவ்வாறு குறிப்பிட முடியும் என்கின்ற நியாயமான கேள்வி பலரால் எழுப்பப்பட்டது. அதன் மூலம் திட்டக்குழு மற்றும் பொருளாதார நிபுணர்கள் உண்மையாகவே மக்களின் சிரமங்களையும் நாட்டு நிலவரத்தையும் சரியாகத் தான்   புரிந்துள்ளார்களா என்றும் சந்தேகங்கள்  ஏற்பட்டன.

உடனே மத்தியில் ஆட்சி செய்யும் காங்கிரஸ் கட்சியைச் சேர்ந்த முக்கிய தலைவர்கள் இருவர் மற்றும் கூட்டணிக் கட்சியைச் சேர்ந்த ஒரு மூத்த மத்திய அமைச்சர் ஆகியோர் ஆளும் கூட்டணிக்கு எதுவும் கெட்ட பெயர் வந்து விடக் கூடாது என்ற நோக்கில் அபத்தமான அறிக்கைகளை வெளியிட்டனர். அதில் ஒருவர் பன்னிரெண்டு ரூபாய்க்கு மும்பையில் போதுமான மதிய உணவு கிடைக்கும் எனச் சொல்லி, அதற்கு எதிர்ப்புகள் வந்ததும் தனது கருத்துக்கு வருத்தம் தெரிவித்தார்.

இன்னொருவர் ஐந்து ரூபாய்க்கு டெல்லியில் மதிய உணவு கிடைப்பதாகக் கூறினார். அமைச்சரோ அதற்கெல்லாம் ஒருபடி மேலே சென்று ஒரு ரூபாய்க்குக் கூட நாட்டில் உணவு கிடைக்கிறது என்றார். அது மக்கள் எங்கே மற்றும் என்ன சாப்பிடுகிறார்கள் என்பதைப் பொறுத்தது என்று சொல்லி அதற்கு ஒரு விளக்கத்தையும் அளித்தார்.

நமது நாட்டில் சாதாரண மக்களின் பிரச்னை என்று வரும் போது அரசியல்வாதிகள் என்ன வேண்டுமானாலும் பேசலாம் என்கின்ற அளவில் அவர்களின் பேச்சுகள் அமைந்தன. மக்களின் வறுமை சம்பந்தப்பட்ட விசயத்தில் தங்களின் ஆட்சியை நியாயப்படுத்துவதற்கு சற்றும்   பொருத்தமில்லாத விளக்கங்களை எந்தவிதமான வெட்கமும் இல்லாமல் அவர்கள் அளித்தது  மிகவும் வேதனைக்குரிய செயலாகும்.

வறுமைக் கோடு சம்பந்தப்பட்ட தற்போதைய வரையறைகள் 2011 ஆம் வருடம் டெண்டுல்கர் குழு அளித்த அறிக்கையின் அடிப்படையில் கணக்கிடப்பட்டுள்ளது.  மறைந்த பேராசிரியர் சுரேஷ் டெண்டுல்கர் பிரதமரின் பொருளாதார ஆலோசனைக் குழுவில்  தலைவராக இருந்தவர். நமது நாட்டில் முன்பு வறுமைக்கோடு என்பது குறிப்பிடப்பட்ட கலோரி உணவு வாங்குவதற்குத் தேவையான செலவு என்கின்ற அடிப்படையில் அமைந்திருந்தது.

அந்த முறையில் உள்ள குறைகளைக் களையும் பொருட்டு டெண்டுல்கர் குழு 2004-05 ஆம் வருடத்துக்கான வறுமைக்கோடுகளைப் புதிதாகக் கணக்கிட்டது. அப்போது சர்வதேச அளவில் ஏற்றுக்கொள்ளப்பட்ட வறுமைக்கோடு கணக்கின்படி ஒரு நாளைக்கு ஒரு நபருக்கு வாங்கும் சக்தியின் அடிப்படையில் ஒரு டாலர் அளவுக்கு நிகரான இந்திய நாணய மதிப்பில் வறுமை கணக்கிடப்பட்டது.

நமது நாட்டில் வறுமைக் கோடு மாதாந்திர நுகர்வு செலவின் அடிப்படையில் கணக்கிடப்படுகிறது. அந்த செலவில் உணவு மட்டுமன்றி, கல்வி, மருத்துவம், மின்சாரம், போக்குவரத்து உள்ளிட்ட பிற செலவுகள் எல்லாம் சேர்த்துக் கொள்ளப்படுகின்றன. அதற்காக திட்டக்குழு மத்திய அரசின் தேசிய மாதிரி கணக்கெடுப்பு அமைப்பின்  செலவு பற்றிய புள்ளி விபரங்களை உபயோகப் படுத்திக்கொள்கிறது. பொதுவாக ஐந்து வருடத்துக்கு ஒரு முறை அந்தப் புள்ளி விபரங்கள் மக்களிடமிருந்து பெறப்படுகின்றன.

அதற்காக அந்த அமைப்பு தேர்ந்தெடுக்கப்பட்ட கிராம மற்றும் நகர்ப்புறப் பகுதிகளில் குறிப்பிட்ட அளவு மக்களை நேரடியாகச் சந்தித்து தேவையான விபரங்களைக் கேட்டறிகிறது. மக்கள் முந்தைய மாதங்களில் தாம் செய்த செலவுகளை நினைவுபடுத்திக் கூறுமாறு கேட்டுக் கொள்ளப்படுகிறார்கள். அந்த அடிப்படையில் 2009-10 ஆம் வருடம் கணக்கெடுப்பு நடத்தப்பட்டது. ஆனால் அந்த வருடம் கடுமையான வறட்சி என்பதால் மீண்டும் 2010-11 ஆம் வருடம் இன்னொரு முறை கணக்கெடுப்பு நடத்தப்பட்டது. அதன் அடிப்படையில் தற்போதைய வறுமைக்கோடு கணிப்புக்குத் தேவையான புள்ளி விபரங்கள் எடுத்துக் கொள்ளப்பட்டுள்ளன.

ஒரு டாலருக்கு நிகரான இந்திய ரூபாயின் மதிப்பு என்பது  உலக வங்கி நிர்ணயித்துள்ள அடிமட்ட நிலையான வறுமைக்கோடு கணக்கு ஆகும்.  அது உயிரைத் தக்க வைக்கத்துக் கொள்வதற்குப் போதுமான நிலை மட்டுமே. கடுமையான வறுமை என்பதே 1.25 டாலர் வருமானத்துக்கும் பெருபவர்கள் உள்ள நிலை.

உலகின் பிற நாடுகளில் வறுமைக் கோடு கணிப்பு பற்றிய அடிப்படைகள் மற்றும் கணக்குகள் வெவ்வேறாக உள்ளன. ஐரோப்பாவின் பெரும்பாலான நாடுகளில் நாட்டு மக்களின் மொத்த சராசரி வருமானத்தில் அறுபது விழுக்காட்டுக்கும் குறைவாக வருமானம் உடையவர்கள் ஏழைகளாக எடுத்துக் கொள்ளப்படுகின்றனர். அங்கெல்லாம் வறுமைக் கோடு என்பது நாட்டு சராசரி வருமானத்துடன் ஒப்பீட்டு முறையில் கணக்கிடப்படுகிறது. அதனால் வறுமைக்கோடு என்பது நாட்டு மக்களுக்கிடையே நிலவும்  இடைவெளியையும் பிரதிபலிக்கும் வகையில் உள்ளது.

அமெரிக்காவைப் பொறுத்த வரையில் குடும்பத்துக்குத் தேவையான உணவுச் செலவு அடிப்படையாக எடுத்துக் கொள்ளப்பட்டு, அது மூன்றால் பெருக்கப்படுகிறது. தொடர்ந்து வருடா வருடம் விலைவாசி ஏற்றத்தை ஒட்டி அது சரி செய்யப்படுகிறது. ஒரு குடும்பத்தின் வரிக்கு முந்தைய வருமானம் மேற்கூறிய அளவுக்குக் குறைவாக இருந்தால், அது ஏழ்மையாக எடுத்துக் கொள்ளப்படுகிறது. அந்த அடிப்படையில் 2011 வருட கணக்குப்படி சுமார் 15 விழுக்காடு மக்கள் ஏழ்மை நிலையில் இருப்பதாகக் கணக்கிடப்பட்டுள்ளது.

ஆனால் அமெரிக்கா உள்ளிட்ட மேற்கத்திய நாடுகளுக்கும் இந்தியாவுக்கும் நிறைய வித்தியாசங்கள் உள்ளன. நம்மைப் போன்ற நாடுகளில் எல்லாவற்றையும் அந்த நாடுகளைப் போல பணத்தில் முழுமையாகக் கணக்கிடுவதில்லை.  மேலும் அங்கெல்லாம் பெரும்பாலான உற்பத்திச் செலவுகள் மிகவும் அதிகமாக உள்ளது. எனவே நம்மை விட அவர்களுக்கு வாழ்வதற்கு அதிக தொகை தேவைப்படும்.

இந்த மாதிரி வித்தியாசங்கள் பெரும்பாலான ஆசிய ஆப்பிரிக்க நாடுகளுக்கும் பொருந்தும். ஏனெனில் அங்கெல்லாம் உறவுகள் சார்ந்த வாழ்க்கை முறை, எளிமையான செயல்பாட்டு முறைகள், பணம் சாராத வாழ்க்கை முறைகள் ஆகியன வாழ்க்கையின் அங்கமாக உள்ளன. தனிநபர் சார்ந்த மேற்கத்திய சந்தைப் பொருளாதார நாடுகளில் அதற்கான சூழ்நிலைகள் இல்லை. எனவே உலக வங்கியின் சர்வதேச கணக்குகள் எல்லாம் உலகின் பல நாட்டு சூழ்நிலைகளையும் சரியாக பிரதிபலிப்பதாக அமைவதில்லை. ஆனால் உலகமயமாக்கலின் ஒரு முக்கிய அம்சமாக அந்த வரையறைகள் எல்லா நாடுகளுக்கும் பொதுவாக எடுத்துக் கொள்ளப்படுகின்றன. 

ஆகையால் மத்திய அரசின் டெண்டுல்கர் குழு வரையறை என்பது முழுமையானது இல்லை. அதில் பல குறைபாடுகள் உள்ளன. அடிப்படையாக தேசிய மாதிரி கணக்கெடுப்பிலேயே நிறைய சிரமங்கள் உள்ளன. கணக்கெடுக்கும் விதம், கணக்கெடுப்பவர்களின் தரம் என்பவற்றில் தொடங்கி அதில் பல விசயங்கள் உள்ளன. உதாரணமாக  மக்களுக்கு வாடகை என்ற வகையில் ஆகும் செலவு வருடத்துக்கு எழுபத்து ஐந்து ரூபாய் என்று கணக்கில் எடுத்துக் கொள்ளப் படுகிறது. ஆனால் உண்மையில் இந்தத் தொகை நடைமுறைக்குப் பொருத்தமில்லாதது. அதே போல கிராமப்பகுதிகளில் மக்கள் தங்களின் பயன்பாட்டுக்காக வாங்கும் குறிப்பிட்ட பொருட்களின் செலவுகள் மிகவும் குறைவாகவே உள்ளன. அவை எல்லாம் உண்மை நிலையைப் பிரதிபலிப்பதாக இல்லை.

சந்தைப் பொருளாதார முறை நடைமுறைப் படுத்தப்பட்ட பிறகு மக்களின் அடிப்படைத் தேவைகளுக்கான கட்டமைப்புகளுக்கு செலவு செய்வதில் அரசுகளுக்குப் போதுமான அக்கறை இல்லை. மேலும் பொதுவாகவே ஊழல்கள் பெருத்து நிர்வாகம் சீரழிந்து வருகிறது. எனவே சாதாரண மக்கள் பல மாநிலங்களில் போதுமான மருத்துவ, கல்வி, சுகாதார வசதிகள் இன்றி சிரமப்படுகின்றனர். மிகச் சாதாராண நிலையில் உள்ள பெற்றோர்களும் கூட தங்கள் குழந்தைகளின் கல்விக்கு அரசுப் பள்ளிகளை விட தனியார் பள்ளிகளை நாடும் நிலைக்குத் தள்ளப்படுகின்றனர்.

எனவே திட்டக்குழுவின் வறுமைக் கோடு பற்றிய கணக்கு உண்மை நடைமுறையைப் பிரதிபலிப்பதாக இல்லை. மத்திய அரசாங்கத்தின் பன்னிரெண்டாவது திட்டத்திலேயே மக்கள் அனைவரும் வறுமைக் கோட்டுக் கீழே சென்று விட்ட பின்னரும் கூட வறுமையை முழுவதும் ஒழிப்பது சவாலாக இருக்கும் எனக் கூறியுள்ளது. ஏனெனில் பாதுகாக்கப் பட்ட குடிநீர், சுகாதாரம், கல்வி உள்ளிட்ட அத்தியாவசியத் தேவைகளை அனைவருக்கும் கொடுக்கும் போது தான் மக்கள் முழுமையாக ஏழ்மையிலிருந்து மீண்டு வருவார்கள் என்பது அனைவருக்கும் தெரிந்த உண்மையாகும்.

திட்டக் குழுவின் வறுமைக்கோடு வரையறை பற்றிய குற்றச்சாட்டுகளை ஒட்டி, பொருளாதார நிபுணர் ரங்கராஜன் தலைமையில் ஏற்கெனவே ஒரு குழு அமைக்கப்பட்டுள்ளது. அந்தக் குழு வறுமைக்கோட்டை வரையறை செய்வதற்கான சரியான வழிமுறைகள் உள்ளிட்ட விசயங்களை ஆராய்ந்து சொல்வதற்காக ஏற்படுத்தப்பட்டுள்ளது. அதன் அறிக்கை அடுத்த வருடத்தில் வரும் என எதிர்பார்க்கப்படுகிறது. எனவே அதன்பின் இந்த விசயங்கள் பற்றி ஒரு தெளிவு பிறக்கும் என எதிர்பார்க்கலாம்.

ஆயினும் சுதந்திரம் வாங்கி அறுபத்து ஏழு வருடங்கள் கழித்து இன்னமும் அரசு மட்டத்தில் வறுமைக் கோடு வரையறை பற்றிய ஒரு தெளிவான கருத்து கூட இல்லாதது மிகவும் வருத்தத்துக்குரியது. இவ்வளவு வருடம் கழித்தும் அரசுகளின் திட்டங்களால் வறுமையை இன்னமும் முழுமையாக ஒழித்து விடவில்லை என்பது கண்டிக்கத் தக்க விசயமாகும்.

இந்த விசயம் சம்பந்தமாக உயர் மட்டத்தில் இருக்கும் பொருளாதார நிபுணர்களின் அணுகுமுறைகள் நம்பிக்கை ஊட்டுவனதாக இல்லை. திட்டக்குழுவின் தலைவரான பிரதமர் ஒரு பொருளாதார நிபுணர். அதன் துணைத் தலைவர் அரசாங்கத்தின் பொருளாதாரத் துறைகள் பலவற்றில் கடந்த இருபத்தைந்து ஆண்டுகளாக பல பதவிகளை தொடர்ந்து வகித்து வருபவர். ஆனால் திட்டக்குழுவிடம் நாட்டின் வறுமை பற்றிய சரியான கணிப்புகள் இல்லை.

பொருளாதாரத் துறையில் நாம் மிகப்பெரிய தவறுகளைச் செய்து கொண்டிருக்கிறோம் என்பதையே இந்த நிகழ்வு எடுத்துக் காட்டுகிறது.

Understand India’s Cultural Strengths

As Indians, one of our greatest strength is our culture. Many of the educated people tend to either ignore it as irrelevant in the modern context or dismiss it as a burden of the past. Hence much of the thought process of our elite and the establishment continues to be dominated by the alien mindset.

Visionaries such as Swami Vivekananda emphasized the role of culture in the Indian lives. Several intellectuals from across the world have been insisting on the relevance of Indian culture,  not just for the future of our nation, but for the entire world. The well-known British Orientalist Sir John Woodroffe noted about a century earlier:  “The question of the value of Indian culture is not merely an academic one. It has present bearing on the future of India and the world.”

In spite of the good counsels, we have failed to understand the significance of culture in our lives.  In this connection, the modern education plays a critical role to create contempt for the traditional strengths of India. But the contemporary developments at the global level have made the experts from the western world to recognize and understand the role of culture in different national contexts.

For every human being, the families and the societies around him/her are the two basic institutions of life. They play the most crucial roles in shaping the lives of people. In the case of both the institutions, culture has a larger influence than the other factors.

The purpose of human birth is to lead a useful life. Peace of mind at the family and social levels is required for everyone to lead productive lives. Peace is largely the product of culture.  Families and societies strive to develop themselves materially and otherwise. They take the required steps consciously and work hard to achieve their aims.  

The role of culture in the human lives is important. It plays a major role in shaping their thoughts, behavior, world views, approaches and functioning. It has a huge impact on the families, societies and the nation as well.

After subjugating the local systems in different parts of the world, the thoughts and practices of the Europeans came to dominate the rest of the world during the earlier centuries. The writings of their sociologists and economists began to define the social and economic studies of the rest of the world as well. As a result the local cultures of different nations remained out of purview and viewed as a hindrance.

The subsequent developments clearly proved that the western systems and approaches have serious limitations. Different countries in the world have unique systems of their own. One of the major reasons for such uniqueness is the cultural dimensions of different societies.  The impact of cultural factors from the individual to the national levels is very significant. The way one thinks and behaves at the individual level impacts not just the family but also the society and the nation.

Recently a British diplomat highlighted the difference between the Indians and the westerners, in the context of education of children. It reveals the role of culture in shaping the approaches and lifestyles of people living in different countries. To quote his speech: “I would not sacrifice buying a car to educate my child but an Indian would do so. Such is the parental care and affection in building the future of the child. …. Family is everything here. While Indians earn and save money for their family, westerners hardly do so.”

These words show as to how Indians regard their family and children above everything else in this world. This is in stark contrast to their western counterparts. The foreign official is further reported to have noted that “parental affection is the key element of education in India and this is the only country where fathers dedicate their entire life for their children.” (The New Indian Express)

A very wrong notion seems to prevail that cultural influences   revolve around the household and religious matters only. In reality however, they play a bigger role in various aspects concerning all the activities of human life. But their importance in the functioning of societies, business, management and economy are being realized only slowly.

Studies reveal their deep influence even in fields such as modern business and corporate organizations. Pioneering studies undertaken by the Dutch researcher Geert Hofstede and his team for over more than four decades in different countries reveal that culture at the national and regional levels play a major role in influencing the behavior and approach of employees in organizations. 

The following table shows as to how two major human attributes namely individualism and long term orientation vary among the Indians, Americans and the British. The scores used by Hofstede and team are presented to explain the significance of culture on these attributes in these countries.

Individualism indicates the degree of interdependence among the members in the society. The scores show that the people of the United States are highly individualistic. Individualistic tendencies are very high in countries such as the US and the UK, while it is less India due to the family base and society orientation.

India scores high in long term orientation as Indians have a futuristic view of life. But the western countries such as the US and the UK are short term oriented.  The studies reveal as to how the attitudes of citizens get reflected in the functioning of the organizations. 

Hence the role of culture is much higher than what we generally assume.  It enables shaping the behavior and approaches of people at different levels of life. The functioning and progress of organizations, societies and the economies are influenced by factors related to culture. 

The superior culture of India enabled her to progress and perform well since the ancient times. It is said that whenever India was culturally strong, the society was functioning better and the economy showed a higher performance. Studies prove that India’s recent performance at the economic and social levels have been due to her inherent cultural strengths. 

Hence we have to realize the importance of culture in India and her functioning systems.  After studying the history of different civilizations across the world, the noted American philosopher Will Durant underlined the basic nature of the Indian approach in the following words: “India will teach us the tolerance and gentleness of mature mind, understanding spirit and a unifying, pacifying love for all human beings.”

The higher qualities of India and her cultural backgrounds have always made experts from different parts of world to look to our nation for guidance. In the current context of globalization there has been a renewed expectation for the emergence of India and her role at the global level. While welcoming the rise of India, the management expert Jean-Pierre Lehmann notes: “Perhaps the most encouraging development in this early 21st century is the emergence of India as an increasingly global force, economically, politically and culturally.”

Such expectations from scholars belonging to diverse fields over different time periods are due to the superior nature of Indian culture. It is not just a guiding philosophy for the higher spiritual aspects of life; it has a huge impact on the functioning of families, societies, economies and other aspects connected to the lives of people.

Rebuilding India requires a proper understanding of the time-tested culture of our country and its impact on various aspects of life. One cannot expect the desired results when plans are made without realizing  the underlying strengths of this ancient nation.
