சுவாமி விவேகானந்தரின் இன்றைய அவசியம்



நமது தேசத்தின் மகத்தான ஒரு துறவியின் 150 ஆவது பிறந்த வருடத்தைக் கொண்டாடிக் கொண்டிருக்கும் இந்த சமயத்தில் நம்மில் சிலருக்கு ஒரு கேள்வி எழலாம். ” மாறி வரும் தற்போதைய நவீன சூழ்நிலையில் சுவாமி விவேகானந்தரின்  கருத்துக்களுக்கான அவசியம் என்ன?”  ஏனெனில் அவர் வாழ்ந்த காலத்தில் இருந்த சூழ்நிலைகள் முற்றிலும் வேறானவை. கடந்த ஒரு நூற்றாண்டுக்கும் மேலான காலத்தில் நமது நாடு பெருமளவு மாறியுள்ளது. அரசியல், சமூகம், பொருளாதாரம் என வெவ்வேறு தளங்களிலும் மிகப் பெரிய மாறுதல்கள் ஏற்பட்டுள்ளன.

கடந்த நூறாண்டு காலத்தில் உலக முழுவதிலுமே பல முக்கியமான மாற்றங்கள் நிகழ்ந்துள்ளன. அவை தொடர்ந்து நிகழ்ந்தும் வருகின்றன. சுவாமி விவேகானந்தர் பத்தொன்பதாம் நூற்றாண்டின் இறுதியில்   செல்வச் செழிப்பில் கண்ட பல பணக்கார நாடுகள் இன்று பொருளாதார நெருக்கடியில் உள்ளன. உலக முழுமைக்கும் மேற்கத்திய நாடுகளால் முன் வைக்கப்பட்ட அவர்களின் இரண்டு முக்கிய பொருளாதார சித்தாந்தங்களும் தோல்வியைத் தழுவி விட்டன. மேலும் அவர்களின் சமூகக் கோட்பாடுகள், சிந்தனை முறைகள் மற்றும் வாழ்க்கை முறை எனப் பலவும்  கேள்விக் குறியாகி வருகின்றன. எனவே அந்த நாடுகளின் உலகளாவிய தாக்கமும் செல்வாக்கும் அண்மைக் காலமாக குறைந்து கொண்டே வருகிறது. ஆகையால் இப்போது அவர்கள் உலக நாடுகளுக்குத் தீர்வுகள் கொடுக்கும் சூழ்நிலையில் இல்லை.

அதே சமயம் இந்தியா உலக அளவில் முக்கியமான நாடாக மேலெழுந்து வருகிறது. சர்வதேச அளவிலான எல்லாக் கணிப்புக்களும் உலகப்  பொருளாதாரத்தில் மிக முக்கியமான இடத்தை இந்தியா வருங்காலத்தில்  எட்டும் எனச் சொல்லி வருகின்றன. கடந்த ஐந்து வருடங்களாக பெரிய பணக்கார நாடுகள் எல்லாம்  கடும் சிக்கல்களில் மாட்டிக் கொண்டிருக்கும் போது இந்தியா மட்டும் தொடர்ந்து பெரிய பிரச்சனைகள் இல்லாமல் செயல் பட்டுக் கொண்டிருப்பது உலக முழுவதையும் நம்மைத் திரும்பிப் பார்க்க வைத்துள்ளது. அதனால் ஆய்வு நிறுவனங்களும், பிரபல பல்கலைக் கழகங்களும் இந்தியாவைப் பற்றித் தெரிந்து கொள்ள இங்கே வந்து கொண்டுள்ளன. இந்தியப் பொருளாதாரம், சமூகங்கள், தொழில் முறைகள் எனப் பலவற்றைப் பற்றியும் அறிந்து கொள்ள அவர்கள் இங்கு  வந்த வண்ணம் உள்ளனர். .  

உலக அளவில் முக்கியமான முடிவுகளை எடுக்கக் கூடிய  ஜி -20 என்னும் இருபது செல்வாக்கான நாடுகளின் அமைப்பில் இந்தியா இடம் வகித்து வருகிறது. இந்தியத் தொழில்களும், தொழில் நிறுவனங்களும் சர்வதேச அளவில் பரவி வருகின்றன.  எனவே உலகின் கவனம் மேற்கிலிருந்து கிழக்கு நோக்கித் திரும்பிக் கொண்டுள்ளது. இந்த சமயத்தில் சுவாமி விவேகானந்தரின் அன்றைய வார்த்தைகளிலிருந்து நாம் என்ன கற்றுக் கொள்ள முடியும்?

சுவாமி விவேகானந்தரின் காலம் ( 1863-1902) நமது தேச வரலாற்றில் மிக ஏழ்மையானதும் சோகமானதுமாகும். அந்தச் சமயத்தில் பஞ்சமும் பட்டினியும் தலை விரித்தாடின. ஆங்கிலேயர்களின் மிகக் கொடூரமான  அணுகுமுறைகளாலும், அப்போதைக்கு சில ஆண்டுகளுக்கு முன் இந்திய நாட்டின் ஆட்சிப் பொறுப்பு அரசிக்கு மாறியதைத் தொடர்ந்து ஏற்பட்ட சுரண்டல்களாலும் நாடு மிகவும் வறுமையில் இருந்தது. முந்தைய நூற்றாண்டு தொடங்கி பல இலட்சக் கணக்கான பேர் பட்டினியால் ஏற்கெனவே உயிர் விட்டிருந்தனர். அப்போதும் பல பகுதிகளில் பெரும்பான்மையான மக்கள் பசியால் வாடிக் கொண்டிருந்தனர்.  

அந்தச் சமயத்தில் தான்  விவேகானந்தர் நாட்டின் பல பகுதிகளையும் சுற்றிப் பார்க்கிறார். பல தரப்பட்ட மக்களிடமும் அவர்களிடத்துக்கே நேரில் சென்று பேசுகிறார். சாதாரண மக்களின் நிலைமையை எண்ணி மனம் வெதும்புகிறார். நாட்டின் அப்போதைய சூழ்நிலையை முந்தைய கால கட்டங்களுடன் எண்ணிப் பார்க்கிறார். பிறகு மேற்கத்திய நாடுகளின் பொருளாதார வளர்ச்சி, அறிவியல் மற்றும் தொழில் முன்னேற்றம் ஆகியவற்றுடன் ஒப்பிடுகிறார்.  இந்திய தேசத்தை உலக அரங்கில் மீண்டும் முதன்மையான இடத்தில் உட்கார  வைக்க வேண்டும் என அறைகூவல் விடுக்கிறார். வரலாற்றின் மிக மோசமான கால கட்டத்தில் அடிமை வாழ்க்கையை வாழ்ந்து கொண்டு இருக்கும் போது, தேசத்தை மிக உயர்ந்த இடத்தில் வைத்துப் பார்ப்பது என்பது மற்றவர்களால் நினைத்துக் கூடப் பார்க்க முடியாத காரியமாகும். ஆனால் சுவாமி விவேகானந்தர் அது சாத்தியம் என நம்பினார்.  

இன்றைய இந்தியாவுக்குப் பலமான அஸ்திவாரங்கள் உள்ளன. நாடு நிறைய வலிமைகளைப் பெற்றுள்ளது.  அபரிமிதமான இயற்கை வளங்கள்,  பரந்த நிலப்பரப்பு, காடுகள், மலைகள், நதிகள், இனங்காண முடியாத அளவு உயிரினங்கள், செடி கொடிகள், வருட முழுவதுவும் ஆதவனின் கதிர் வீச்சு, மண்ணுக்கு மேலே மட்டுமன்றி கண்ணுக்குத் தெரியாமல் கீழேயும் மதிப்பிட முடியாத மூலப்பொருள்கள் எனப் பலவிதமான அனுகூலங்கள் நமக்கு உள்ளன. மனித இனத்தின் ஆறில் ஒரு பகுதி மக்கள் இங்குதான் வாழ்ந்து கொண்டுள்ளனர்.   மேலும் தற்போது உலகில் உள்ள இளைஞர்களிலேயே அதிகம் பேர் இங்கு தான் உள்ளனர். மிகப் பெரும்பாலான மக்கள் எளிமை, கடின உழைப்பு, குடும்பப் பற்று, முயற்சி, அமைதியை நாடும் குணம் ஆகிய நல்ல தன்மைகளைக் கொண்டவர்களாக உள்ளனர்.    

இந்தியாவின்  குடும்ப அமைப்பு முறை நமது முக்கியமான சொத்தாகும். நமது குடும்பங்கள்தான் நல்ல மக்களை உருவாக்கி, நாட்டுக்குத் தேவையான சேமிப்புகளைப் பெருமளவு ஏற்படுத்தி, தமது முயற்சியினால் புதிய தொழில்களை உண்டாக்கி, சமூகத்தில் அமைதியை நிலை நாட்டி வருகின்றன. மக்கள் நிம்மதியாக வாழவும் பொருளாதார முன்னேற்றத்தை அடையவும் சமூகங்கள் உறுதுணையாக அமைகின்றன. நமது நாட்டில் சமூக மூலதனம் அதிகமாக உள்ளது. நமது குடும்பங்களும் சமூகங்களும் அடுத்தவரைச் சார்ந்து நிற்காமல் சொந்தமாக இயங்கும் தன்மை பெற்றவை. மேற்கத்திய நாடுகளைப் போல அவை எல்லாவற்றுக்கும் அரசாங்கத்தைச் சார்ந்து நிற்பதில்லை. சுதந்திரத்துக்குப் பிந்தைய கடந்த  அறுபது ஆண்டு கால வளர்ச்சி மக்களாலேயே பெருமளவு முன்னெடுத்துச் செல்லப்பட்டுள்ளது. பல சமயங்களில் அது அரசு இயந்திரங்களை மீறிய வளர்ச்சியாகவும் உள்ளது.

 இந்தியக் கலாசாரம் உயர் தரமானது. தனித்தன்மைகள் நிறைந்து நிற்பது. உலகமே ஒரு குடும்பம் என்னும் சிந்தனையில் அமைந்தது. உயிரில்லாத பொருள்களிலும் தெய்வீகத்தைக் காண்பது. கண்ணுக்குத் தெரியாத இந்தக் கலாசாரம்தான் இன்றைக்கும் நமது நாட்டின் அடித்தளமாக விளங்கி வருகிறது. இந்திய வாழ்க்கை முறையில் குடும்பங்களும், சமூகங்களும், அவற்றுக்கு ஆதாரமான கலாசாரமும் மிக முக்கியமான பங்கினை ஆற்றி வருகின்றன.

ஆயினும் நமது நாடு அதன் வளங்கள் மற்றும் திறமைகள் ஆகியவற்றைப் பயன்படுத்தி முழுமையான பலன்களைப் பெற முடியவில்லை. அதனால் தேசம் பல விதமான சிரமங்களை அனுபவித்து வருகின்றது. அதற்கு முக்கியமான ஒரு காரணம் படித்த நமது மக்களின் தேசம் பற்றிய அறிவுப் பற்றாக் குறையாகும். இந்தியர்கள் இன்று உலக அளவில் அதிக எண்ணிக்கையில்  படித்துப் பல்வேறு நிலைகளில் உள்ளனர். சாதாரண நிலைகளில் உள்ள மக்களே  பெரும்பான்மையானவர்கள். பொது வெளியில் அவர்களின் கருத்துக்களுக்குப் பெரிய மதிப்பில்லை. மேலும் அவர்களுக்குச் சுலபமாகக் கருத்துக்களை வெளிப்படுத்தத் தெரியாது. எனவே படித்தவர்கள் தான் அவர்களுக்குமான பிரதிநிதிகளாக உள்ளனர். ஆகையால் படித்தவர்களின் பொறுப்பு அதிகம். அவர்களால் தான் நாட்டைப் பற்றி சரியான முறையில் விசயங்களை எடுத்து வைக்க முடியும்.

ஆனால் துரதிர்ஷ்டவசமாக ஆங்கிலேயரால் திணிக்கப்பட்ட கல்வி முறையின் தாக்கம் சுதந்திரம் பெற்று இவ்வளவு ஆண்டுகளுக்குப் பின்னர் இன்னமும் அப்படியே பெரும்பாலும் நீடித்துக் கொண்டுள்ளது. அதனால் நமது நாட்டைப் பற்றி சரியான புரிதல் இல்லை. நமக்கான ஒரு பெரிய பாரம்பரியம் உள்ளது. உலகிலேயே அதிக செல்வச் செழிப்பான நாடாக வரலாற்றின் அதிக காலம் நாம் தானிருந்தோம். தொழில்கள், கல்வி, அறிவியல், தொழில் நுட்பம், வர்த்தகம், இலக்கியம், கண்டுபிடிப்புகள் எனப் பல துறைகளிலும் உலகுக்கே முன்னோடியாக விளங்கி வந்துள்ளோம். பொருளாதாரச் செழிப்பின் உச்சத்தில் இருந்த  போதும், ஆன்மிகத்தின் அடித்தளத்திலேயே கால்களைப் பதித்து  வைத்திருந்த சிறப்பினை உடையது நமது தேசம். இது உலகின் எந்த நாட்டிலும் காணப்படாத அதிசயமாகும். நமது வரலாற்றைச் சரியாகப்  படிக்கும் போது இன்றைய வாழ்க்கைக்குத் தேவையான  எத்தனையோ நல்ல விசயங்களை  நாம் சுலபமாக எடுத்துக் கொள்ள முடியும். தவறுகளிலிருந்து பாடமும் கற்றுக் கொள்ளலாம்.  அவையெல்லாம்  நமது முன்னோர்கள் நமக்குச் சேர்த்து வைத்தச் சென்ற சொத்து.

நமது தேசத்தின் தற்போதைய நடைமுறைகள் மற்றும் அதற்கான அடிப்படைகள் ஆகியவை பற்றியும் நமக்குச் சரியான புரிதல்கள் இல்லை. எந்த ஒரு விசயமானாலும் அதை மேற்கத்திய அணுகுமுறைகளைக் கொண்டே பார்க்கும் பழக்கமே நம்மிடம் மிகுந்துள்ளது. ஏனெனில் நமது பாடப் புத்தகங்களில் தொடங்கி நாம் செய்திகளுக்காகத் தினசரி நாடும் ஊடகங்கள் வரை பெரும்பாலும் அப்படிப்பட்ட அணுகுமுறைகளை மையமாக வைத்தே அமைந்துள்ளன. எனவே நமது வலிமைகள் நமக்குப் புரிவதில்லை. சின்னச் சின்ன விசயங்களுக்குக் கூட பிற நாடுகளைப் பார்த்துச் செய்யும் பழக்கம் தொடர்கிறது.  

இந்தியப் பொருளாதாரத்துக்குப் பிற நாடுகளை விட வலிமைகள் இருப்பது  நமது கண்ணுக்கு முன்னால் நன்றாகத் தெரிகிறது. கடந்த சில  வருடங்களாக மேற்கத்திய நாடுகள் பெரும் சிக்கல்களைச் சந்த்தித்துக் கொண்டுள்ளன. அவற்றிலிருந்து மீள்வதற்கு அவர்களுக்கு எந்த வழியும் தென்படவில்லை.  அதே சமயம் நமது பொருளாதாரம் எத்தனையோ குழப்பங்களுக்கு இடையிலும் வலுவாக உள்ளது. ஆயினும்  இதனுடைய அடிப்படை குறித்து நாம் அதிகம் சிந்திப்பதில்லை. பணக்கார நாடுகள் பலவற்றில் ஆணும் பெண்ணும் முறையாக இணைந்து வாழ்வதே வெகுவாகக் குறைந்து வருகிறது. சமூகங்கள் சீரழிந்து வருகின்றன. ஆனால் எவ்வளவோ தாக்கங்களுக்கு அப்புறமும் நமது குடும்ப மற்றும் சமூக அமைப்பு முறைகள் பெருமளவு சிறப்பாகச் செயல் பட்டுக் கொண்டுள்ளன. ஆனால் அவற்றின் தன்மைகளைப் பற்றி நாம் முழுமையாகத் தெரிந்து கொள்வதே இல்லை.

எனவே வரலாற்றை மட்டுமன்றி நிகழ் காலத்தைப் பற்றியும் சரியாகத் தெரியாதவர்களாகவே நாம் இருந்து வருகிறோம். நமது படிப்புகளும் பட்டங்களும் பதவிகளையும் பணத்தையும் கொடுக்கின்றன. ஆனால் நம்மைத் தாங்கி நிற்கும் அடிப்படைகளைப் பற்றியோ சுற்றியுள்ள  சூழ்நிலைகளைப் பற்றியோ முழுமையாகத் தெரிந்து கொள்ள உதவி புரிவதில்லை.  அதனால் நமது சுய தன்மையை இழந்து அந்நிய சிந்தனைகளுக்கு ஆட்பட்டே வாழ்க்கையை நகர்த்தி  வருகிறோம்.

இந்த வேளையில் தான் சுவாமி விவேகானந்தர் நமக்குத் தேவைப் படுகிறார். அவர் ஒரு பெருமை மிக்க துறவி மட்டுமல்ல. ஒரு தீர்க்கதரிசி. எதிர்காலத்தில் நிகழக்கூடியவற்றை முன்னமே கண்டறியும் வல்லமை பெற்றவர். பன்முகத் திறமைகளைக் கொண்ட  ஆளுமையைப் பெற்றவர்.  ஒரு உயர்ந்த தலைவராகவும் தலை சிறந்த அமைப்பாளாராகவும் விளங்கியவர். அவரால் நிறுவப்பட்ட நிறுவனங்கள் இன்று உலகின் பல பகுதிகளிலும் பரந்து விரிந்து சிறப்பாகச் செயல்பட்டு வருவதைப்  பார்க்கும் போது அவர் எவ்வளவு பெரிய அமைப்பாளர் ( organizer) என்பது  புரியும்.

கடவுளைக் காண நாட்டம் கொண்டு குருவைத் தேடிச் சென்று, பின்னர் ஆன்மிகத்தில் ஈடுபட்டு துறவறம் பூண்டிருந்தாலும், அவரது  நோக்கம் தனிப்பட்ட முறையில் அவர் முக்தி பெற வேண்டும் என்பதல்ல. மாறாக ஒட்டு  மக்களின் வாழ்வு சிறக்க வேண்டுமென்பதேயாகும். அதனால் தான் அவர் சேவைக்கு மிகுந்த முக்கியத்துவம் கொடுத்தார். சாதாராண மக்கள், ஏழ்மை நிலையில் உள்ளவர்கள், வலிமை குறைந்தவர்கள் ஆகியோரின் முன்னேற்றத்தை வலியுறுத்தினார்.  அறிவியல் வளர்ச்சி, பொருளாதார முன்னேற்றம், பெண் கல்வி, சமூக மேம்பாடு எனப் பல விசயங்கள் குறித்தும் ஆழமான கருத்துகளை எடுத்துரைத்தார்.  

அவரது தேசப்பற்று அபரிமிதமானது. மற்ற எல்லாவற்றையும் விட அவர் தேச நலனையே முக்கியமாகக் கருதினார். தேசத்தைத் தாய்மையின் வடிவமாகவும், பராசக்தியின் வடிவமாகவும் போற்றினார். அவரது வார்த்தைகள்  பல இலட்சக்கணக்கான மக்களின் மனங்களில் தேச பக்தியை ஊட்டின. திலகர், மகாத்மா காந்தி, சுபாஷ் சந்திர போஸ், இரவீந்தரநாத் தாகூர் உள்ளிட்ட எண்ணிலடங்காத பேர் அவரால் உத்வேகம் பெற்றனர். நாட்டில் சுதந்தர வேட்கை ஏற்பட அவர் முக்கியமான காரணமாக விளங்கினார்.

தனியொருவராக அமெரிக்காவில் நடைபெற்ற சர்வமத சபையில் பேசி குறிப்பிட்ட சமயம்  மட்டுமே சரியானது என்னும் மேற்கத்திய நாடுகளின் எண்ணம் ஒட்டு மொத்த உலக நலனுக்கு ஏற்புடையதல்ல என்பதை எடுத்துக் காட்டினார். பின்னர் தொடர்ந்து மூன்று வருடங்களுக்கு மேலாக அமெரிக்கா மற்றும் ஐரோப்பிய நாடுகளில் பிரயாணம் செய்து மக்களுடன் உரையாடி இந்திய கலாசாரத்தின் பெருமைகளை அவர்களுக்கு உணர்த்தினார்.

சுவாமி விவேகானந்தர் நமது நாட்டில் உதித்த ஒரு மிகப் பெரிய உந்து சக்தி. அன்று முதல் இன்று வரை தொடர்ந்து நாட்டின் பல பகுதிகளிலும் உள்ள பல இலட்சக்கணக்கான மக்களை ஆட்கொண்டு வருபவர். நாடு முழுவதிலும் அதிக எண்ணிக்கையிலான மக்கள் தங்களை சுவாமி விவேகானந்தருடன் மானசீகமாக இணைத்துக் கொள்வது இன்றளவும் நடந்து வருகிறது. அவர்கள் எல்லாம் வெவ்வேறு விதமான பின்னணிகளைக் கொண்டவர்கள். அவர்களின் மாநிலங்கள், மொழிகள், தொழில்கள், படிப்புகள் எனப் பலவும் வேறு. ஆனால் அவர்கள் அனைவருமே சுவாமி விவேகானந்தரின் கருத்துகள், செயல்பாடுகள் அல்லது அவரது ஆளுமை ஆகியவற்றால் கவரப்பட்டவர்கள். எனவே நாடு முழுவதும் அதிகம் பேர்களால் பரவலாக அறியப்பட்ட உதாரண புருஷராக அவர் இன்றளவும் விளங்கி வருகிறார்.

இன்றைய கால கட்டம் உலக வரலாற்றில் ஒரு முக்கியமானது. கடந்த இருநூறு வருடங்களுக்கு மேலாகக் கோலோச்சி வந்த மேற்கத்திய நாடுகள் செய்வதறியாது திகைத்து நிற்கின்றன. அதே சமயம் எத்தனையோ பிரச்சனைகளை எல்லாம்  மீறி உலக அரங்கில் இந்தியா மீண்டெழுந்து வந்து கொண்டுள்ளது. இந்த சமயத்தில் நமக்கெல்லாம் ஒரு முக்கியமான பணி காத்துக் கிடக்கிறது. அது நமது நாட்டைப் பற்றிச் சரியாகப் புரிந்து கொண்டு, நாட்டின் நலனுக்காகச் செயல்படுவதாகும்.

சுதந்திரம் வாங்கி அறுபத்தாறு ஆண்டுகளுக்கு மேலாகியும் தீர்க்கப்படாத பல முக்கிய பிரச்சனைகள் நம் முன் உள்ளன. அதிக எண்ணிக்கையிலான மக்களுக்கு அடிப்படைத் தேவைகளைக் கூடக் கொடுக்க இயலாத நிலையில் நாம் உள்ளோம். நாட்டுக்கே உணவளிக்கும் விவசாயத் துறை கடும் சிரமங்களில் உள்ளது. வேலை வாய்ப்புகள் குறைந்து வருகின்றன. இவற்றுக்கெல்லாம் காரணமாக அமைவது நமது தவறான கொள்கைகள் மற்றும் அணுகுமுறைகளே ஆகும். மேலும் நாட்டுப் பற்றுக் குறைந்த சுய நலமிக்கவர்கள் பொது வாழ்க்கையை ஆக்கிரமித்து வருவதும் நமக்குப் பெரிய குறைபாடாக உள்ளது.

எனவே நம்மிடத்தில் தேசப்பற்று உருவாக வேண்டும். நமது நாட்டை எல்லாத் திசைகளிலும் முன்னேற்றப் பாதையில் கொண்டு சென்று அதன் மூலம் அனைவரும் நன்றாக வாழும் சூழ்நிலையை ஏற்படுத்த முயற்சிக்க வேண்டும். நமது தேசத்தின் பெருமை உலகெங்கும் பரவுவதற்கு நாம் பங்களிக்க  வேண்டும். அதற்கு சுவாமி விவேகானந்தரின் வாழ்க்கை, இலட்சியங்கள், கருத்துக்கள் ஆகியவை சரியான வழி காட்டும். ஏனெனில் அவரிடம் நம் அனைவரையுமே ஒட்டு மொத்தமாகத் தட்டி எழுப்பும் பேராற்றல் நிறைந்துள்ளது. 

சுவாமி விவேகானந்தரின் வாழ்வும் வார்த்தைகளும் அமரத்துவம் பொதிந்தவை. எனவே அவர் இன்றைக்கும் நமக்குப் பொருத்தமானவர். முந்தைய காலங்களை விடவும் இன்றைக்கு மிகவும் அவசியமானவர்.

During early November, while addressing a huge rally at the national capital attended by several hundreds of small farmers, labourers and the ordinary sections of the society, the economist- Prime Minister of the country reiterated that the foreign direct investment in retail trade would bring huge benefits to all of them. Believing that the Prime Minister and his elite group of policy makers know much better economics than the roti-kapda issues that confront them every day, the crowd cheered him. Later when some curious reporters asked a few of the participants from the enthusiastic crowd as to what was the meaning of the foreign direct investment, they replied that they had no idea about it. 

They are ordinary people from the lower strata of the economic system. They are honest, as they do not need to pretend. In fact most of the people, including the educated sections, believe the economic theories and the economists who explain them. Hence the economic policy making is left to the economists and the administrators thinking that they would be able to plan for the country better, as they have more knowledge of economics than others.    

In turn, most of our economists believe that the western economic ideas and approaches would help us guide us our nation.  The colonial mindset that dominates the thought process refuses to allow our economists to look at the realities. They do not comprehend the economic history of India, the country that dominated the global economic arena for most of the time during the past two millennia and earlier. They also fail to realize that the contemporary Indian progress has been possible in spite of the unsuitable frame work of the policy makers after independence.  

The noted economic historian Andre Gunder Frank has shown as to how the economic history of the world became ‘Euro-centric’ during the nineteenth century, after Europe promoted its own historians and made use of them for selfish interests. The decline of the Asian economies and the rise of the west during the subsequent periods have helped them to place their ideas and approaches as superior to that of the others in the world. The introduction of the new education system alienated the natives from their roots and made them look at India from the western perspectives.

The end of colonialism signaled the decline of the European domination. Subsequently the US emerged as the dominant power during the twentieth century.  As a result even after sixty five years of independence, the policy making in India continues to be influenced by the west. This is really disturbing as the western ideologies and approaches have been continuously failing one after another during the last four hundred years.

From the feudalism of the seventeenth century to market fundamentalism of the twenty first century, none of their ideologies rest on stronger foundations.  All of them suffer from serious flaws, as their economics look only at the material aspects, failing to visualize life in totality. As a result their economists put forth ideas that are not suitable, knowing well that they are not in the overall interests of the society.

The noted British economist John Manyard Keynes has been recognised as the most influential economist of the twentieth century and one of the founders of modern macro-economics. His ideas command a large influence on policy making even now. Note what Keynes had said during the 1930s: “For at least another hundred years we must pretend to ourselves and to everyone that fair is foul and foul is fair; for foul is useful and fair is not. Avarice and usury and precaution must be our gods for a little longer still.”  The economic theories of the subsequent years primarily rested on self- interest as the major objective.   

After many years of experiments, their own economists have begun to realise that their theories have failed to provide results. As a result they are questioning the very foundations of their models. Harvard economist Stephen Marglin notes: “The assumptions of economics are only half-truths about people, even in the culture that gave birth to economics. …. Modernity- economics- contends with the pre- or non-modern in all of us, which is why the conclusions of economics are contestable even within the modern west.”

The incomplete assumptions of the modern approaches lead even the learned economists to make wrong conclusions.  Alan Greenspan is an economist who led the Federal Reserve Bank of the United States of America as its Chairman for 18 years between 1987 and 2006.   He is a doctorate in economics from the New York University and was regarded as the top economist-administrator in the world. He was given several high awards for his performance. During his stewardship, he advocated that savings were not necessary and reduced the interest rates for bank deposits.  

Later during 2008, he was charged with failing to prevent the financial crises. Time magazine blamed twenty five persons as responsible for the crisis, placing Greenspan third in the list. He was asked to appear before the Senate Committee appointed to enquire into the crisis and present his views. For the first time, he openly admitted that market ideology contains flaws and his understanding of the system has been proved wrong.

The global crisis of the recent years is only the latest symptom of the large scale failure of the western approaches. Besides being a failure at the economic level, the western theories disturb the foundations of the social and community systems necessary for life.  Marglin notes: “But over the past 400 years, the ideology of economics has fostered both the self-interested individual and the market system, and has undermined and continues to undermine the community.” Thus the western theories have alienated the basic relationships necessary for life among human beings. 

The continued crisis in the west has now pushed them into confusion. They are not clear as to what should be the suitable approach, as their economic understanding remains inadequate. In this situation, we have to understand that their ideas and approaches would not help us. It is time that we realised the need for India-centric approaches based on our own strengths and priorities, so that the country could move forward taking all the different sections together.  It is possible for us to make new approaches as we have strong foundations and functioning systems that are unique to the country. 

But the approach of our economists and policy makers continue to remain tuned to the west, in spite of all the evidences against copying them blindly. It is not just the fault of our economists alone, but also the economic theories that they ardently admire.

இந்தியா வலுவடைய என்ன தேவை என்று கேட்டால் பொருளாதார பலம் என்றுதான் நம்மில் அநேகரும் சொல்வார்கள். ஒரு நாட்டின் பொருளாதாரக் கட்டுமானத்தைப் பலப்படுத்தாமல் அடுத்தடுத்த வளர்ச்சிக் கட்டங்களுக்கு நகர்ந்து செல்லமுடியாது. இதை ஒருவராலும் மறுக்கமுடியாது.

Indian Cultural Values and Economic Development


 India’s Traditional Economic Systems

India is an ancient civilization with outstanding contributions in diverse fields of life. India was a pioneer in economic initiatives and remained the dominant economic power at the global level for several centuries. Long periods of domination by alien forces, especially which of the Europeans for about two hundred years, resulted in the systematic destruction of the time-tested Indian systems that were in use. 

With the introduction of the new education system during the early nineteenth century, the British were able to lay the foundation to disconnect the elite and the educated sections from their roots.  As a result modern India finds it difficult to understand the country and connect it to the realities. Besides the imposition of western ideas and thoughts over all these years has created an impression that India does not have the fundamentals to function on her own. But this is not true.

The recent developments at the global level confirm the failure of the western models. Their own experts admit that their economic and social models have largely failed.  At the same time, the slow and steady rise of India after independence shows that her functioning models are much better than those of the richer countries.

Indian economy – Ancient and pioneering  

India has a proud economic history. She was engaged in different economic activities. There were exclusive commercial cities and trade centres dominated by the merchant classes catering to the world markets, more than five thousand years ago. Evidences indicate that different forms of business organizations, including srenis (ancient corporate form) and partnerships, existed at least 2800 years earlier. Economics, as a subject of science, is believed to have originated in India more than 2600 years ago. Arthashastra, the first book on economics in the world, underlined that the basis of wealth of the nation was economic activity and that the state should run a ‘diversified economy.’

India remained the most powerful economy  

Maddison shows that India remained as the economic super power for most of the time during the previous two millennia 1.  India had the highest share in the global economy, accounting for 32.9 per cent of world GDP, during the beginning of the Common Era (CE). India continued to maintain her status as the premier economy and was dominating the world along with China till the nineteenth century. Even repeated invasions and the consequent disturbances could not affect her functioning much.  

 India was made poor

The Europeans destroyed India systematically. Their fatal assault on the vital sectors of the economy and the drain of resources had completely shattered India. The native systems that were built up over the years lost their significance. As a result India was made a poor and underdeveloped country. India’s share of global GDP came down to 4.2 per cent in 1950. During 1950-51, about 45 per cent of the people were living below poverty line; 18.3 per cent was the literacy rate and the average age of life was just 32.1 years 2. Industrial and business sectors were very weak. Most of the people were dependent on agriculture which had become unviable several decades ago.

India emerges amidst difficulties 

Now after sixty five years of Independence, India is fast emerging as a crucial player in the global order.  She is widely recognized as a potential nation possessing the capacity to reach the premier position in the coming years. The International Monetary Fund notes that India is the third largest economy in the world in 2011, with a GDP of $4.46 billion 3. Besides India remains the second fast growing nation after China. From being a poor country without much recognition, how did India become a nation commanding all round respect within a period of six decades? Almost all the estimates predict India to occupy a bigger space at the global level. How is this happening? 

One has to remember that all these developments have been happening, despite the state adopting policies based on the ideologies evolved outside. Initially for more than thirty years the socialistic ideology guided our policy makers and since the 1990s, the US driven market capitalism remains their inspiration. Hence the development over the years remains uneven, with large sections of people facing serious difficulties in critical sectors such as agriculture.  Poverty and unemployment remain to be addressed seriously. Inequalities and consumerist tendencies are on the rise.

But India is progressing in spite of the confusions and contradictions at the top and the myriad problems surrounding her people. Studies reveal that it is all due to the functioning systems that are based on stronger foundations.

Cultural values as the bedrock of economy  

 India’s greatest asset is her cultural backgrounds. The traditional institutions of close knit families and societies are the products of our culture. Hard work, frugal living, high rates of saving, higher levels of entrepreneurship, higher social capital and relationship- based activities are all part of our  value systems that remain as the foundations of the economy. Indian culture treats everyone as part of the larger family. Faith, goodwill, integrity, mutual understanding, norms and ethics are the basic elements of Indian life that impact on the activities of our people, including the economic transactions.

Family, community and traditional values

Families are the basic social, cultural and economic units in India. They are the prime source of savings in the country. These savings remain the basis for all the productive and entrepreneurial activities. Indian families are built on close relationships based on love, affection, faith, dedication and sacrifice.  For much of the economic initiatives, families remain the source of inspiration, providing the entrepreneurs the much needed support during the crucial periods.  Studies show that mothers, grandmothers, wives and sisters help accessing savings for entrepreneurial initiatives. As a result, major part of the initial investments comes from families, close circles and local sources. Economic Census 2005 reveals that the in about 95 per cent of the instances, promoters mobilize funds through their families and own sources in the unorganized sector 4.

 Communities function as the extended families in different parts of the country.  As a result, there is high social capital in the society. It enables economic transactions on the basis of mutual understanding, faith and good will. World Bank 5 notes that the emergence of Tirupur as a global textile centre has been facilitated by the easy availability of funds at lower costs to the exporters through ‘credit rotation’ during their times of need. It is possible due to the close relationships that prevail in the local societies.

Self-employment and higher levels of entrepreneurship

Long back, sage Vidhura noted that ‘self-employment is the best status in life’. Indian tradition considers self-employment as a virtue and accordingly it was given the highest status in the society. The concept of self-employment is unique to the Indian system that we find few parallels elsewhere. It is significant to note that in spite of the changes in the economic and social structures over the years, self-employment remains the most preferred form of activity among Indians. The Project OASIS Report notes that 53 per cent of the total workforce in the country was engaged in self-employment 6. At the same time, the self-employment rate in all the richer countries was 16.8 percent, while it was 7.5 per cent in the US 7.

Higher levels of entrepreneurial qualities prevailing in the society are a distinct feature of the Indian economy. Quoting Global Entrepreneurship Monitor Report 2003, India Brand Equity Foundation notes that “with more than 85 million businesses, India is one of the most entrepreneurial countries in the world 8.”   Economic Census 2005 notes that there were 41.83 million enterprises functioning in the unorganized sector with 100.90 million persons working. As of 2009-10, there were more than 29.8 million units in the Micro, Small and Medium Enterprises sector providing employment to more than 69.5 million persons 9. Ministry of Company Affairs notes that there were nearly 8, 73,000 companies at work during 2010 10.  Earlier, the Ministry of Small Scale Industries, Government of India had estimated that there were 2042 clusters functioning across the country 11. Many of these clusters such as Surat, Ludhiana, Agra, Tirupur and Kanpur play a significant role at the global level.

Self-made, self-financing and not state dependent

It is relevant to note that the family based non-corporate sector contributes about 57 per cent to the national output. The promoters of much of these enterprises are ordinary people from humble backgrounds, with lesser qualifications. A study of diamond exporters in Gujarat showed that around 66 per cent of them have studied less than fifth standard 12. But these are the people who dominate their fields at the national and global levels. They have mastered businesses, technology and management through dedication, experience and native wisdom. 

As a result, they compete with the mega corporations at the international markets and succeed. Their business models are entirely local. Theirs businesses are self- made, self-financing in nature and not dependent on the state.  Studies show that more than 95 per cent of the corporate sector is family based. During the recent periods, an increasing number of Indian companies are going to many countries to play bigger roles.

Higher values in business transactions

It is important to understand that higher values dominate the business transactions to a large extent. Most of the transactions in the non- corporate sector, which constitutes the major part of the Indian economy, take place on the basis of faith and goodwill. In a study of the non-corporate finance sector in Karur, the textile export centre from Tamil Nadu, it was found that almost the entire financial transactions revolved around goodwill and faith 13.

Mutual understanding and higher value systems prevail across the country, irrespective of the backgrounds of the people. Dutta writes: “The cultural artifacts- the languages spoken, gods worshipped and the numerous other details – differ from business community to business community across the country.  But the value systems are surprisingly similar.14” Studies in clusters reveal close personal relationships, cooperation and trust among businessmen from different religious communities. 

There are higher norms in practice in most of the industrial and business centres. Dwivedi presents in the context of Kanpur saddlery cluster: “Norms function in the cluster irrespective of the personal relationships that entrepreneurs have with each other and have an implication in providing stability to the entire cluster. We reported earlier that there are no legal contracts held among businessmen in this cluster. This practice seems to be based on normative behavior rather than a matter of having personal experience with the other party. Even in case of new ties, a contract is not demanded because it is simply not considered a way to do business.15

Indian models emerging at the global level

India has been growing steadily over the years. She is one of the countries least affected by the recent global economic crisis.  The Indian economic, business and management models are emerging at the global level during the recent periods. For example, Arvind Hospitals and Narayana Hridayalaya were studied by several international institutions for emulating their practices in other countries. In this respect many foreign universities, management institutes and research organizations have been visiting India to study the Indian systems. 

 Culture remains the basis of development

India was a dominant economic power for most of the time during the earlier periods. She is emerging once again during the recent periods. The main reason for this is the unique functioning models that are built around the cultural foundations and traditions of this land. These models are the efforts of the native the Indian genius born out of the beliefs, lifestyles and practices of our people.

The economists and management experts of the west acknowledge that the foundations of Indian economic development lie in her culture and unique backgrounds. Earlier John Kenneth Galbraith, former ambassador of USA to India and an economist, noted: “I wanted to emphasize the point, which would be widely accepted, that the success of India did not depend on the government. It depended on the energy, ingenuity and other qualifications of the Indian people. …… We’ve seen many years of Indian progress, and that is attributable to the energy and genius of the Indian people and her culture 16.”
Recently a team of management professors led by Peter Cappelli from the Wharton Business School, US analyzed the leadership practices of Indian companies. Pointing out the superior practices in India, they note: “The Indian leadership approach arose from the unique circumstances of the Indian economy and society 17.”

Decades ago, the Gandhian economist Kumarappa who wrote on the ‘Economy of Permanence’, noted that the Indian and Chinese civilizations had survived long as they were based on the values of permanence. He said further that our forefathers had laid down this kind of a foundation purposely with great vision. Kumarappa underlined: “The enduring qualities of these civilizations are pointers to the great farsighted standards of value our forefathers had made use of, in laying the foundations of a lasting society 18.”  Studies prove that the age-old Indian civilization, with her deep rooted values and traditions, remains the basis for economic development.

பொருளாதாரக் கோட்பாடுகள் என்றவுடனே நம் மனதுக்கு வருவது மேற்கத்திய நாடுகள் தான். அதற்கு சில காரணங்கள் உள்ளன. கடந்த இருநூறு வருடங்களாக ஐரோப்பிய நாடுகளும்  அமெரிக்காவும் பொருளாதாரத்தில்  உலக அளவில் முன்னணி நாடுகளாக இருந்து வந்துள்ளன. நவீன பொருளாதார வரலாறு என்பதே  ஐரோப்பிய நாடுகளில் இருந்துதான் ஆரம்பிக்கிறது எனப் பாடப்புத்தகங்கள் சொல்லிக் கொடுக்கின்றன. உலகின் பிரபலமான பொருளாதார தத்துவங்களாகச் சொல்லப்படும்  கம்யூனிசம், முதலாளித்துவம் என்னும் இரண்டுமே ஐரோப்பியாவில் தான் தோன்றியுள்ளன.

அது மட்டுமின்றி நமது நாடு சுதந்திரம் பெற்ற பின் வந்த இந்திய அரசுகள் மேற்கத்திய நாடுகளையே தங்களின் முன் மாதிரியாகவும் அவர்களின் கோட்பாடுகளையே தங்களின் வழி காட்டியாகவும் கருதி வந்துள்ளன. முக்கிய பொறுப்பில் உள்ளவர்கள், பொருளாதார நிபுணர்கள், பல்கலைக் கழகப் பேராசிரியர்கள்  எனப் பலரும் அவைகளைப் பற்றி மட்டுமே பேசுகின்றனர். எனவே தான் ஆயிரக் கணக்கான ஆண்டுகளுக்கான வரலாற்றைப் பெற்றுள்ள இந்தியா மற்றும் சீனா போன்ற நாடுகளுக்குக் கூட பொருளாதார வழிமுறைகள்  மற்றும் சிந்தனைகள் ஏதாவது இருந்திருக்க வேண்டுமென நமக்குத் தோன்றுவதில்லை.

மேற்கத்திய கோட்பாடுகள் எதுவுமே உலகின் எந்தவொரு பகுதியிலாவது தொடர்ந்து ஒரு நூறு வருடமாவது நடைமுறையில் செயல்பட்டதாகத் தெரியவில்லை.  அதே சமயம் இந்தியாவும்  சீனாவும் தொடர்ந்து பல நூற்றாண்டுகள் உலகின் முன்னணிப் பொருளாதாரங்களாக இருந்து வந்துள்ளன. இந்தியாவில் பல்வேறு துறைகளிலும் முக்கியமான கண்டுபிடிப்புகளும், மிகப் பெரிய அளவில் முன்னேற்றங்களும் ஏற்பட்டுள்ளன. ஆனாலும், மேற்கத்திய நாடுகளுக்கு மட்டுமே தனியான சிந்தனைகள் மற்றும் வழிமுறைகள் இருப்பதாக நாம் நம்பி வருகிறோம்.

அதற்குக் காரணங்கள்  உள்ளன. ஐரோப்பியர்கள் பதினைந்தாம் நூற்றாண்டு தொடங்கி உலகின் பல நாடுகளையும்  காலனிகளாகக் கொண்டு வந்த போது,  அந்த நாடுகளில் நிலவி வந்த இயற்கையான கலாசாரங்கள், வாழ்க்கை முறைகள், நம்பிக்கைகள் என அனைத்தையும் அழித்தனர். அதற்குப் பதிலாகத்  தங்களுக்குப் பயன் அளிக்கும் வகையில் அங்கெல்லாம் புதிய முறைகளை உருவாக்கினர். அப்படித்தான் இந்தியா  உள்ளிட்ட உலகின் பல நாடுகளிலும் அங்கு செயல்பட்டு வந்த பொருளாதாரங்கள் அழிக்கப்பட்டன.

மேலும் ஐரோப்பியர்கள் பத்தொன்பது இருபதாம் நூற்றண்டுகளில் ஐரோப்பாவை மையப்படுத்தி  உலகப் பொருளாதார வரலாற்றைத் திரித்து எழுதினர். அப்போது அதற்கு முன்பு உலகில் செயல்பட்டு வந்த பொருளாதார முறைகளெல்லாம் மறைக்கப்பட்டன. உலகின்  பெரும்பகுதியான பொருளாதார வரலாற்றை மிகப் பெரும்பாலான பொருளாதார வரலாற்று ஆசிரியர்கள் அனைவரும் ஒதுக்குவதாகவும், ஆகையால் அவர்கள் தான் மிகப் பெரிய குற்றவாளிகள் எனவும் பிரபல ஜெர்மானிய- அமெரிக்க பொருளாதார வரலாற்றாசிரியரான ஆன்ட்ரி  பிராங்க் குற்றம் சாட்டுகிறார். ஐரோப்பா வரலாற்றாசிரியர்களைக் கண்டுபிடித்து பின்னர் அந்நாடுகளின்  நலன்களை  வளர்த்துக் கொள்ள அவர்களை நன்கு உபயோகப்படுத்திக் கொண்டது என பிரெஞ்சு வரலாற்றாசிரியர் ஃபெர்னாண்ட் பிராடெல்  கூறியதை கவனத்தில் கொள்ள வேண்டும்.  

ஐரோப்பியர்கள் இந்தியாவில் கல்வி முறையில் செய்த மாற்றங்கள் படிப்பவர்களை நமது நாட்டின் சிந்தனைகளிலிருந்து பிரித்தன. அதனால் தொடர்ந்து வந்த தலைமுறைகளுக்கு  மேற்கத்திய நாடுகளின் எண்ண ஓட்டங்களும் கருத்துகளுமே  மனதில் நின்றன. இன்னமும் நமது கல்வி முறை பெரும்பாலும் மேற்கத்திய முறைகளை ஒட்டியே அமைந்திருப்பதால் கல்விக் கூடங்களில் படிப்பவர்களுக்குச் சரியான பொருளாதார வரலாறும், நடைமுறைகளும்  தெரிவதில்லை.

இருபதாம் நூற்றாண்டில் ஐரோப்பிய நாடுகளைப் புறந்தள்ளி உலக அரங்கில் அமெரிக்கா மேலெழுந்தது. எனவே அவர்களின் பொருளாதாரக் கோட்பாடுகள் மற்றும் செயல்பாடுகள் எல்லாம் முன்னுரிமை பெற ஆரம்பித்தன. பன்னாட்டு அமைப்புகள், பல்கலைக்கழகங்கள், புத்தகங்கள்  எனப் பலவற்றின் வழியாகவும்  அவர்களது கருத்துக்கள் முதன்மைப்படுத்தப் பட்டன. கடந்த நாற்பது ஆண்டுகளாக உலக அளவிலான  அவர்களின் பொருளாதார மற்றும் அரசியல் பலம்  அதற்கு மிகவும் உறுதுணையாக அமைந்தது.  உலகின் பல நாடுகளும் இருபதாம் நூற்றாண்டில் சுதந்திரம் பெற்று விட்டாலும் கூட, அங்கெல்லாம் இன்னமும் ஐரோப்பிய அமெரிக்க தாக்கங்களே அதிகமாக  நீடித்து வருகின்றன.

பதினைந்தாம் நூற்றாண்டு வரை ஐரோப்பாவில் நிலப்பிரபுத்துவ முறை நிலவி வந்தது. பின்னர் வர்த்தகத்தை மையமாக வைத்த மெர்க்கன்டலிச முறை பதினாறு முதல் பதினெட்டாம் நூற்றாண்டுகள் வரை பிரதானமாக இருந்து வந்தது. உலக வர்த்தகம் என்பது ஒரு குறிப்பிட்ட ஒரு வரையறை செய்யப்பட்ட அளவுதான் இருக்க முடியும் எனவும் அதை அதிகரிக்க முடியாது எனவும் அது நம்பியது. அதன்படி நாட்டில் தங்கம் மற்றும் வெள்ளி இருப்புகளைப் பெருக்கிக்  கொள்வது அந்நாட்டின் வளத்தைக் குறிப்பதாகக் கருதப் பட்டது. அதற்காக  அந்த நாடுகள் போட்டி போட்டுக் கொண்டு கடற்கொள்ளை உள்ளிட்ட போன்ற எல்லா வழிகளிலும் ஈடுபட்டன.

பின்னர் அதுவே புதிய  சந்தைகளைக் கண்டுபிடிப்பதற்கான போட்டியாக மாறியது. ஆங்கிலேய, பிரெஞ்சு, டச்சு உள்ளிட்ட நாடுகளுக்கிடையே போர்கள் ஏற்பட்டன.  வர்த்தகர்கள் புதிய நாடுகளுக்குச் செல்லுமாறு ஊக்குவிக்கப்பட்டனர். அப்படித்தான் ஸ்பெயின் தேசத்தைச் சேர்ந்த கொலம்பஸ் அமெரிக்காவைச் சென்றடைந்தார். பின்னர் போர்த்துக்கீசிய மாலுமி வாஸ்கோடகாமா இந்தியாவின் மேற்குக் கடற்கரையை அடைந்தார்.  தொடர்ந்து வந்த காலங்களில் அமெரிக்க, ஆசிய, ஆப்பிரிக்க கண்டங்கள் உள்ளிட்ட உலகின்  பகுதிகளைச் சேர்ந்த நாடுகளை ஐரோப்பியர்கள் தங்கள் ஆளுமையின் கீழ் கொண்டு வந்தனர்.  அதுவே காலனி ஆதிக்கத்துக்கு வழி கோலியது.

பின் வந்த காலங்களில் மெர்க்கன்டலிச முறையின் மையக் கருத்தில் மாற்றம் ஏற்பட்டது.  அதன்படி உள் நாட்டு உற்பத்திகளை அதிகப்படுத்துவதும் கச்சாப் பொருட்களின் ஏற்றுமதிகளைத் தடை விதிப்பதும் அடிப்படை நோக்கமாக  ஆனது. மெர்க்கன்டலிசத் திட்டங்கள் வகுப்பதில் வியாபாரிகளும் அரசு ஊழியர்களும் முக்கிய பங்கு வகித்தனர். அரசுகளுக்கு  வரிகள் மூலமும் மற்ற வழிகளிலும் வருமானம் அதிகமானது. அதே சமயம் தொழிலாளர்களும் விவசாயிகளும் உயிர் வாழ்வதற்கே சிரமப்பட வேண்டியிருந்தது. கூடுதல் வருமானம், கல்வி, ஓய்வு நேரம் போன்றவை கொடுக்கப்பட்டால் அவர்கள் சோம்பேறிகளாக மாறி பொருளாதாரம் பாதிக்கப்படும் என சொல்லப்பட்டது.  

 பரவலான ஏமாற்றங்களுக்கிடையே பதினெட்டாம் நூற்றாண்டில் மெர்க்கன்டலிசம் பல விதமான கேள்விகளுக்கு உள்ளானது.  எனவே அதற்கு மாற்றாக 1776 ஆம் வருடம் ஆடம் ஸ்மித் முதலாளித்துவ முறையை முன் வைத்து தனது கருத்துகளை வெளியிட்டார். தொடர்ந்து  வந்த காலத்தில் அரசாங்க ஆதரவுகளும் விலக,  மெர்க்கன்ட்லிசம் முக்கியத்துவத்தை இழந்தது. தொழில்கள் அனைத்தும் தனியார் மூலமாக இலாப நோக்கில் சந்தைகள் மூலமே நடத்தப்பட வேண்டுமென்பதும், தொழில்களில் அரசாங்கம் எந்த விதமாகவும் தலையிடக் கூடாது என்பதும்  முதலாளித்துவத்தின் மையக் கருத்தாக அமைந்தது. அதிகமான பேர் தொழில்களில் ஈடுபடுவதால் மக்களில் பலருக்கும் அந்த  முறை பலனளிக்கும் எனக் கருதப்பட்டது.  ரிக்கார்டோ, கீன்ஸ் உள்ளிட்ட பல நிபுணர்கள் அந்த சித்தாந்தத்தின் வளர்ச்சிக்குப் பங்களித்தனர்.

பத்தொன்பதாம் நூற்றாண்டின் பிற்பகுதியில் முதலாளித்துவ சித்தாந்தத்தில் புதிய கோட்பாடுகள் உருவாகின.  அவை எல்லாப் பொருளாதாரச் செயல்பாடுகளின் நோக்கமும் மனிதனின் சுய தேவைகளைப் பூர்த்தி செய்வதாகவே இருக்க வேண்டும் என எடுத்து வைத்தன. தொடர்ந்து வந்த கோட்பாடுகளில் நிதிச் சந்தைகள் முக்கிய இடத்தைப் பெற்றன. அதனால் சந்தைப் பொருளாதாரக் கருத்துகளே பல்கலைக் பல்கலைக்கழகங்களில் முன்னிலைப் படுத்தப்பட்டன. நோபெல் பரிசு உள்ளிட்ட அங்கீகாரங்கள் எல்லாம் சந்தைப் பொருளாதார நிபுணர்களுக்கே அதிகமாக வழங்கப்பட்டன.

இதற்கிடையில் ஆடம் ஸ்மித் முன் வைத்த முதலாளித்துவ சித்தாந்தம் முன்னரே தோல்வியைச் சந்தித்திருந்தது. இங்கிலாந்தில் ஏற்பட்ட தொழிற்புரட்சியைத் தொடர்ந்து தொழிற்சாலைகள் அதிகரித்தன. முதலாளிகள் உருவாயினர். ஆனால் தொழிலாளிகள் சிரமப்படுத்தப்பட்டனர். சந்தையின் செயல்பாடுகள் அந்த  சித்தாந்தம் சொல்லியபடி சரியாக அமையவில்லை. அதன் விளைவாக சமூகத்தில் பலத்த எதிர்ப்புகள் தோன்றின. எனவே அதற்கு மாற்றாக 1867 ஆம் ஆண்டு கார்ல் மார்க்ஸ் மற்றும் ஃபிரடெரிக் ஏஞ்செல்ஸ் இருவரும்  கம்யூனிச சித்தாந்தத்தை முன் வைத்தனர்.

முதலாளித்துவம் என்பது தொழிலாளர்களை வைத்து முதலாளிகள் அதிக இலாபம் சம்பாதிப்பதற்கான முறை என்றும், அது சுரண்டலை மையமாக வைத்தது எனவும் கம்யூனிசம் சொல்லியது. எனவே எல்லா தொழில் அமைப்புகளையும் அரசாங்கமே நடத்த வேண்டுமென அது கூறியது. ஆகையால் பொருளாதாரத்தை நடத்தி, வேலை  வாய்ப்புகளைக் கொடுத்து, மக்களின் நலனைப் பாதுகாப்பதற்கு  கட்சி வழிநடத்தக்கூடிய அரசாங்கத்தைப்  பொறுப்பாகியது. 

1917 ஆம் ஆண்டு சோவியத் ருஷ்யாவில் முதன் முதலாக கம்யூனிச கட்சி ஆட்சியைப் பிடித்தது. பின்னர்  எழுபத்தி இரண்டு ஆண்டுகள் கழித்து 1989 ஆம் வருடத்தில் அங்கு கம்யூனிசம் விலக்கிக் கொள்ளப் பட்டது. இடையில் சீனா உள்ளிட்ட வேறு சில நாடுகளிலும் கம்யூனிச ஆட்சிகள் ஏற்பட்டன. ஆனால் சீனாவிலும் அந்த சித்தாந்தத்தின் பொருளாதார அம்சங்கள் வெற்றி பெறவில்லை.

கம்யூனிசக் கொள்கைகள் தோல்வியைத் தழுவிய பின்னர் சந்தைப் பொருளாதார முறையே உலக முன்னேற்றத்துக்கு ஒரே வழியாக அமையும் என அமெரிக்காவும் அதன் கொள்கைகளை ஆதரிப்பவர்களும் மார் தட்டினார்கள். எல்லா நாடுகளிலும் அந்தக் கொள்கைகள் முன்னிறுத்தப்பட்டன. அதன் விளைவாகப் பல நாடுகளும் அந்தக் கொள்கைகளின் படி திட்டங்கள் வகுக்குமாறு வற்புறுத்தப்பட்டன. எனவே அதன் அம்சங்கள் பல நாடுகளிலும் நடைமுறைக்கு வந்தன.

அதனால் ஏற்பட்டு வரும்  மோசமான விளைவுகள் கடந்த சில வருடங்களாகவே கடுமையாக இருந்த போதும், அதுவே சரியான முறையென மேற்கத்திய நிபுணர்கள் சொல்லி வருகின்றனர். அதனால் பலனடைவோரும் அதுவே சரியென வாதிடுகின்றனர். எனவே அது  உலகின் பல நாடுகளிலும் இன்னமும் தொடர்ந்து செயல் படுத்தப்பட்டு வருகிறது. 2008 ஆம் வருடம் உலகப் பொருளாதார நெருக்கடி பெரிதாக வெடித்தது. அந்த  நெருக்கடியின் தாக்கங்களிலிருந்து இன்னமும் அமெரிக்கா உள்ளிட்ட நாடுகள் மீண்டு வர முடியவில்லை. மேலும் ஐரோப்பாவில் ஏற்பட்ட நிதி நெருக்கடி சில நாடுகளைக் கடுமையான சிக்கல்களில் தள்ளியுள்ளது. 

எனவே மேற்கத்திய நாடுகளின் கடந்த நானூறு வருட வரலாறு சில அடிப்படை விசயங்களை நமக்குத் தெளிவாக உணர்த்துகின்றன. மேற்கத்திய சித்தாந்தங்கள் எல்லாமே முழுமையில்லாத சில அனுமானங்களின் அடிப்படையிலேயே ஏற்படுத்தப்பட்டுள்ளன. அவை எதிலும் ஒட்டு மொத்த மக்களின் நலன்கள், எதிர்காலம் மற்றும் விருப்பு வெறுப்புகள் கருத்தில் எடுத்துக் கொள்ளப்படுவதில்லை. எனவே எல்லாவற்றிலுமே பெரும்பான்மை மக்கள் பாதிப்புக்குள்ளாகும் தன்மை உள்ளது. அதனால் எந்த நாட்டிலும் அந்தக் கோட்பாடுகள் தொடர்ந்து நடைமுறையில் செயல்பட முடியவில்லை.

மேற்கத்திய நாடுகளின் குறுகிய  அணுகுமுறைகளே அதற்குக் காரணமாகத் தெரிகிறது. அவற்றில் பரந்த நோக்கு இல்லை. நிலப் பிரபுத்துவ முறையில் ஆரம்பித்து இன்று வரை அவர்களது பொருளாதாரக் கோட்பாடுகள் ஒவ்வொன்றும் மேல் நிலையில் உள்ளவர்களைப் பலப்படுத்துவதாகவும் பெரும்பான்மையாக உள்ள மற்றவர்களைப் பாதிப்புக்கு உள்ளாக்குவதாகவுமே  இருந்து வருகிறது.

 பொருளாதாரம் என்பதே மற்றவர்கள்  மேல் ஆதிக்கம் செலுத்தி அதன் மூலம் பலன் பெறுவதற்கான வழியாக அமைந்துள்ளது. மேற்கத்திய பொருளாதார சித்தாந்தம் கடந்த நானூறு வருடங்களுக்கு மேலாகவே சுயநல மிக்க தனிமனிதர்களையும், சந்தை முறையையும் வளர்த்து அதன் மூலம் சமூகங்களை மதிப்பிழக்கச் செய்து கொண்டு வருகிறது என ஹார்வார்டு பல்கலைக்கழகப் பேராசிரியர் ஸ்டீபன் மார்க்லின் குற்றம் சாட்டுகிறார்.

அவற்றில் வெறும் பணமும் பொருட்களுமே மையப்படுத்தப் படுகின்றன. ஆனால் அவை மட்டுமே வாழ்க்கையின் எல்லா சமயத்திலும் முக்கியமல்ல. உறவுகள், அன்பு, பாசம், பழக்க வழக்கங்கள், நம்பிக்கைகள் எனப் பலவும் வாழ்க்கைக்கு அவசியமாக உள்ளன. ஆனால் அவற்றையெல்லாம் சுத்தமாக ஒதுக்கித் தள்ளி விட்டுப் பொருட்களை மட்டுமே  பிரதானமாக அவை முதன்மையாக வைக்கின்றன. அதனால் ஏற்படும்  வக்கிரங்களைத்தான் நாம் இப்போது கண்டு வருகிறோம். ஒரு பக்கம் தினமும் கோடிக்கணக்கில் வருமானம் பெறும் கம்பெனி நிர்வாகிகள் மற்றும் நிதிச் சந்தையில் செயல்படுபவர்கள். மறு பக்கம் தினசரி உணவுக்கு வழியில்லாத கோடிக்கணக்கான மக்கள்.

மெர்கன்டலிசம் மற்றும் சந்தைப் பொருளாதாரம் ஆகியவற்றின் அடிப்படையான அம்சம் மேற்கத்திய நாடுகள் உலகின் பிற பகுதிகளிலுள்ள வளங்களைச் சுரண்டித் தமது சொந்த இலாபத்துக்குப் பயன்படுத்துவதாகவே அமைந்துள்ளது. அதனால் அந்தப் பகுதிகளில் வாழும் மக்களின்  நலன்கள் பாதிக்கப்படுவது பற்றி அவற்றுக்கு அக்கறை எதுவுமில்லை. ஏனெனில் அவை உள் நாடுகளிலேயே வலிமையும் சூழ்ச்சியும் உள்ளவர்கள் பலன் பெறும் வகையிலேயே வடிவமைக்கப் பட்டுள்ளன. அவற்றில் மனித நேயம் சம்பந்தப்பட்ட குணங்களுக்கு எந்த வித இடமுமில்லை.

மேற்கத்திய கோட்பாடுகளைப் பற்றிய முக்கியமான  விசயம்  அவற்றை உருவாக்கி நடத்துபவர்கள் அவை மட்டுமே உலக முழுமைக்கும் சரியானது  என நினைப்பதுதான். இத்தனைக்கும் அவர்களது கோட்பாடுகள் அனைத்தும் ஐரோப்பிய அமெரிக்க நாடுகளில் அந்தந்தக் கால கட்டங்களில் நிலவி வரும் நம்பிக்கைகள், பழக்க வழக்கங்கள், வாழ்க்கை முறைகள் ஆகியவற்றை ஆதாரமாகக் கொண்டவை. எனவே பல்வேறு வாழ்க்கை முறைகளைக் கொண்டு வெவ்வேறு நிலைகளில் இருந்து வரும் எல்லா  நாடுகளுக்கும் அவை  கண்டிப்பாகப் பொருந்தாது.

ஆயினும் அவைதான் உலக முழுமைக்கும் பொருத்தமானது  என அதன் ஆதரவாளர்கள் சொல்லுவது கடந்த நானூறு  ஆண்டுகளாக அவர்களிடம் நிலவி வரும் ஆதிக்க மனப்பான்மையையே காட்டுகிறது. அவர்களின் ஒவ்வொரு கோட்பாடுகளும் அந்த  ஆதிக்க தன்மையை ஆரம்ப முதலே கொண்டுள்ளன. 

தற்போதைய சந்தைப் பொருளாதாரம் அந்த ஆதிக்க மனப்பான்மையினுடைய உச்சகட்ட வெளிப்பாடாக உருவாகி உள்ளது. நாடுகளுக்கிடையிலும் நாடுகளுக்குள்ளும் ஏற்றத்தாழ்வுகள் அதிகரித்த வண்ணமே உள்ளன. சந்தைக் கோட்பாடுகள் தனி மனித வாழ்க்கையிலும்  ஊடுருவி குடும்பங்களையும் சமூகங்களையும் சீரழித்து வருகின்றன. அதனால் யாருமே நிம்மதியாக வாழ முடியாத சூழ்நிலை ஏற்பட்டு வருகிறது.  

மேற்கத்திய கோட்பாடுகளில் ஒட்டு மொத்த மனித இனம் மற்றும் ஒருங்கிணைந்த வாழ்க்கைக்கு எதிரான ஒரு வித வன்முறை இருந்து வருகிறது. பேராசையும், தனி மனித நுகர்வும், அடுத்தவர்களின் நலனைப் பற்றிக் கவலைப்படாத தன்மையுமே  அவற்றில் தலை தூக்கி நிற்கின்றன. 

எனவே அவை ஒதுக்கித் தள்ளப்பட வேண்டும். அதற்கு மாற்றாக நம்முடைய நாட்டுக்குப் பொருத்தமான முறைகளை நாம் கண்டறிய வேண்டும். அதிர்ஷ்டவசமாக நம்முடைய  வரலாறும் நிகழ்காலமும் அதற்கான பதில்களைக் கொடுக்கும் நிலையில் உள்ளன.
